Background

Starting from January 2014 UN-Women in Tajikistan implements the project “Empowering abandoned women from migrants’ families in Tajikistan” with funding support of the Norwegian Ministry of Foreign Affairs. The project is implemented in Rasht Valley (mainly in Tajikabad, Jirgatal and Tavildara districts) and Khatlon region (Farkhor and Kulyab districts) and supports to enhance skills and knowledge of the migrant’s wives to improve their livelihoods provide better access to financial and other services (land, alternative energy, etc.) and contribute meaningfully to local decision making to address their actual needs and priorities.

  The project is directly responding to the priorities identified by the national gender equality policy in Tajikistan, namely to priorities identified by the National Labour Migration strategy  for 2011-2015 and by National Action Plan for 2012-2016 for enforcement of the National Strategy on women’s empowerment and linked with support for rural women’s employment  and participation in labour market and improving their family, reproductive rights in a context of a wide labour migration in Tajikistan.

Within the project UN Women piloted the gender responsive budgeting approach in two districts (Jirgatol and Farkhor) by conducting capacity building of the local authorities and CSOs on GRB with specific focus on GRB utilization to address the needs and priorities of vulnerable migrants’ families.

In addition, two local development plans were reviewed, analyzed from gender perspectives and gender specific commitments agreed for the further incorporation.

 By this initiative UN Women contributes to the expected Output 3 of the project: Enhanced capacity of GE CSOs to engage into a constructive dialogue with the local governments on incorporating gender-specific needs of abandoned women from migrants’ families into local development planning in 2 pilot districts of Tajikistan.

 One of key lessons learnt from this pilot initiative confirms a need for more comprehensive and systematic work to develop capacity of a wide range of partners (women’s NGOs and activists, local authorities, experts, etc.) to ensure application of GRB tools for the planning and monitoring of the development related policy at the central and local levels equally. Also, a need to ensure user-friendly resource materials for partners to further apply as a practical guide tool for the utilization of the GRB approach was raised by partners as well as a need to learn the existing best practices.

Duties and Responsibilities

Under the direct supervision of UN-Women Project Coordinator and overall guidance of MCO UN- Women Programme Specialist in Tajikistan, a local expert within this specific ToR will accomplish the following tasks:

  • Develop the detail work plan and methodology of the work envisioned in the framework of the expected activities and discuss them with UN Women staff -2 days;
  • To collect and undertake a review all existing methodologies and resource materials developed for the local development planning in the context of Tajikistan to   define the existing gaps and ways to integrate the gender issues into the relevant methodologies being applied by partners for the local development planning and budgeting -5 days;
  • To undertake consultations with UN Women partners in two target districts to discuss the results achieved and further perspectives to integrate GRB tools into the local planning and budgeting as well as to document the experience gained and lessons leant (specifically of the raising awareness, building capacity to apply GRB tools, etc.)- 6 days (per 3 days travel is expected to Jirgatol and Farkhor districts);
  • To conduct consultations in Dushanbe with the key ministries and partners, including Ministry of Economy and Trade of Tajikistan, Ministry of Finance, Ministry of Labour, Employment and Migration, and the international partners supporting the national and local development related policy and programming (UNDP, OSI and etc.) to discuss the recommendations to integrate into GRB tools and approach into the relevant process and policies supported by them - 3 days;
  • To prepare a detailed report on consultations conducted with a  set of recommendations for further UN Women potential assistance to support partners at the central and local levels (state and non-state actors, women activists) to apply GRB tools for the development planning and submit to  UN Women- 2 days;
  • To develop the step-by-step practical guide  in Russian for the partners at the local and central levels (local governments, relevant line ministries) on GRB based on desk review and consultations conducted - 5 days;
  • To present and validate the practical guide developed with the relevant partners and finalize it based on their feedback and comments provided.  - 3 days;
  • To provide the Final report on completion of the tasks assigned in the ToR (including brief summary of the report) in Russian and submit to UN-Women - 4 days.

Competencies

Functional Competencies:

  • Proven writing and presentation skills (a sample of the analytical report has to be provided);
  • Familiarity with the political, economic and social situation in Tajikistan.

Required Skills and Experience

Education:

  • Advanced degree in sociology, economy, or other related field.

Experience:

  • 3 years of experience in developing  methodological and resource materials for policy makers  on local development planning and budgeting  (a sample should be attached to proposal);
  • 5 years of experience in cooperation with UN agencies, other international organizations, ministries and local authorities;
  • 3 years’ experience on incorporating gender issues into the national/local policies, strategies, and  plans(a sample should be attached to proposal).

Languages:

  • Advanced knowledge of Tajik and Russian;
  • Knowledge of English is an asset.
