Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to improve human capacity and organizational effectiveness of the GSSCPD for development planning. The aim is to support GSSCPD attain the ability to deliver effectively according to its mandates.

GSSCPD is responsible for elaborating, coordinating and overseeing the Kuwait National Development Plan (KNDP) which addresses the challenges of economic development, human and social development, the efficiency of the state institutions and administration and combating corruption, in accordance with H.H. the Amir’s State Vision “Kuwait 2035”.

Within this context, GSSCPD is seeking to recruit a Macroeconomic Modeling and Strategic Planning Techniques Specialist to support the Secretary General in enhancing its strategic planning mandates.

Duties and Responsibilities

Under the direct supervision of the Secretary General of GSSCPD and with close coordination with the GSSCPD Project Manager, the Macro-economic Modeling and Strategic Planning Techniques Specialist will assume the following tasks:

  • Provide technical assistance in all aspects of economic analysis, planning techniques and related activities akin to policy advice at high and medium level management;
  • Provide studies, reports and position papers in various planning methods, macroeconomic analysis and developmental issues;
  • Provide advice on macroeconomic strategic planning and economic policy studies;
  • Capacity building of national cards in planning and macroeconomic work;
  • Provide consultancy in activating the link and integration work between the outputs of the various departments at SCPD and the requirements of high quality developmental work;
  • Assess the economic impact and feasibility of national project proposals;
  • Enhance SCPD capacity building efforts in Macroeconomic Modeling and Strategic Planning Techniques;
  • Improve the Economics Strategic planning and economic analysis and related tasks of the SCPD in development with high efficiency and in timely manner;
  • Study the economic policies and simulation scenarios;
  • Update and analyze development projects data and investment expenditures;
  • Analyze investments in the private and public sectors and calculate Gross Domestic Product (GDP);
  • Calculate return on investment for development and strategic projects;
  • Analyze the objective of the fiscal policies;
  • Calculate the effects of background and foreground of the development project, which are related to production, income and operating subsidies and taxes;
  • Monitor set of indicators and follow up the economic and social impacts of development projects and policies;
  • Enhance the analysis process of macroeconomic modeling, planning techniques and related specialized studies;
  • Present monthly reports to the SG and GSSCPD Project Manager highlighting key deliverables with recommendations for the way forward.

Required Skills and Experience

Education

  • Minimum Master Degree in Economics/Strategic Planning or related disciplines.

Experience

  • Minimum of 10 years of proven experience in in the economic policy and modelling field is required;
  • Experience in planning techniques and development indicators;
  • Familiarity with Kuwait governmental institutions is an advantage;
  • Excellent computer skills, with MS. Office (Word, Excel, Power Point);
  • Knowledge of the input and output, use, collect and update data;
  • Excellent computer skills, with economic program (eview, STATA).

Language:

  • Fluency in oral and written English and Arabic is a must.
