Background

UNDP is a key partner to the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) and has been nominated by the CCM to assume the role of Principal Recipient (PR) starting from 2011.  In the role of PR, UNDP is responsible for the financial and programme management of the GF grant as well as procurement of pharmaceutical, health and non-health items and required services. In all areas of implementation, UNDP provides capacity development services to relevant institutions, Sub-recipients and implementing partners. UNDP has established a project in support of the Government of Kyrgyzstan, funded by the Global Fund to fight AIDS, TB and  Malaria  with appropriately qualified and experienced staff.

The Pharmacologist with the support of the PSM Team and National partners’ staff should be able to implement activities of the GF grants, aimed at improved access and availability of beneficiaries to quality medicines and health products, improved treatment management and support the National response of Kyrgyzstan to fight TB. The Pharmacologist is under the supervision of Procurement and Supply Manager/ Programme Manager.

Duties and Responsibilities

The Pharmacologist works in close collaboration with the project partners, UNDP operations and program personnel in the Grant Implementation Unit to exchange information and ensure consistent service delivery:

  • Overall coordination of procurement of health products including but not limited to forecasting, planning, procurement, delivery, distribution and storage of health products within the Project framework;
  • Conduct procurement processes for supply of health products and carefully monitor the supply chain to ensure timely availability of health products;
  • Analyze receipt, consumption and balance of drugs procured within the grant monthly and quarterly taking into account the scheduled enrollment, the failure, death, default all over the country;
  • Monitor of shipment process and drugs storage conditions and provides distribution statements of drugs and medical goods to sites based on their consumption;
  • Monitor the available stocks of health products and closely collaborate with colleagues and  National Partners  in order to have up-to-date information about drugs available on shelves and date expiration;
  • Take responsibility of the Quality Control (QC) processes, mandatory according to GF procedures and agreed on in the QA plan;
  • Monitor drug consumption/ consumables, based on numbers of patients enrolled as well as stock utilization;
  • Document eventual expired and wasted drugs and health products and propose ways to avoid/reduce losses;
  • Works on developing of detailed specifications for health related goods and services in the line with UNDP rules and procedures;
  • Reviews technical specification and terms of reference for health related goods and services prepared by National partners for their compliance to UNDP procurement principles, rules and procedures and adjust them as necessary;
  • Conduct site visits to verify the data on drug management/ inventory, training the SR on places, submit the trip reports;
  • Assist the National partners in the promotion of rational drug prescribing and usage;
  • Perform other duties as requested by the Procurement and Supply Manager/ Programme Manager.

Required Skills and Experience

Education:

  • Bachelor Degree or equivalent education in Medicine, Pharmacology, Natural Sciences or other relevant area.

Experience:

  • At least 4 years of progressively responsible experience in the field of drug management;
  • Work experience in procurement of health products is highly desirable;
  • Relevant work experience with UN organizations and/ or GF programs is an asset;
  • Experience in writing analytical reports;
  • Excellent analytical skills;
  • Excellent skills with MS Office applications.

Language:

  • Fluency in Russian;
  • Knowledge of English and Kyrgyz is an asset.
