Background

Successful conduct of the 2011 elections has been considered as significant step in the consolidation of democracy in Liberia. Furthermore, to ensure success in all future elections in Liberia, a series of administrative, capacity and legal challenges must be addressed. The election project therefore aims to extend the democratization process in Liberia, with specific emphasis on improving electoral institutions processes and laws. More specifically, the project will contribute to strengthening capacity of the electoral management body, enhancing electoral processes and support the ongoing process of the constitutional amendment as it relates to elections. The project will also promote effective election coordination and seek to mainstream gender and conflict preventative approaches in its activities.

UNDP, along with other partners, will provide technical and operational support to the NEC to assist in the organization and conduct of the 2017 Presidential and Legislative elections. The emphasis will be on capacity building and institutional support to the NEC to build up its own internal processes and systems to conduct free fair and credible elections. This would require dedicated technical and operational support of a Chief Technical Advisor that will also act as the Manager of the UNDP Project in Support of the 2015-2018 Liberian Electoral Cycle. 

The Training and Capacity Building Specialist, under the direct supervision of the Chief Technical Advisor directly implements the project activities, works in close collaboration with the NEC, UNDP Country Office, UNDP HQs staff and Government officials to successfully design, develop and deliver training related to capacity building program and electoral operations.

Duties and Responsibilities

  • Advise on developing and implementing a long term training and a strategic capacity development plan;
  • Identify specific capacity building requirements and define the skills needed for the different participating stakeholders;
  • Provide expert advice and guidance to the NEC on all training and capacity building related matters;
  • Familiarize relevant NEC staff with international best practice on capacity development activities;
  • Advise the election project and NEC on designing and implementing training and capacity development program(s) to improve NEC staff capacity at HQ and magisterial level. The training program(s) will include BRIDGE (“Building Resources in Democracy, Governance and Elections” Project) modules customized to Liberian electoral experience;
  • Conduct capacity development activities with the NEC and electoral stakeholders including BRIDGE training for the commissioners, secretariat and magisterial staff;
  • Develop and cost capacity building workshops for participating stakeholders, design capacity building modules and training plans;
  • Advise the NEC that identifies the relevant areas and functions in the developing of training materials, planning, preparation and implementation of operational training programs for upcoming election;
  • Assist in the design, planning and implementation of other capacity building activities if required, such as study tours, peer-to-peer visits and participation in workshops and conferences;
  • Support the NEC to plan and conduct credible future elections with minimal external support;
  • Assist the NEC in managing and coordinating and re-profiling of the Procedures and Training section;
  • Assist the development of the procedural framework including procedures on the nomination of candidates, voter registration, polling and counting as well as related operational forms;
  • Manage the development of specifications for electoral materials including manuals and forms;
  • Manage the coordination of briefings and develop briefing packs on operational issues for new recruits;
  • Ensure all procedures and training materials developed and distributed by the section conform to the legal framework and NEC policies;
  • Co-ordinates assistance and advi;e to district Offices from the unit;
  • Provides periodic status reports to the Chief Technical Advisor on the development of procedures, strategies and plans for training and progress with the implementation of these plans;
  • Carries out any other electoral tasks at the request of the Chief Technical Advisor;
  • Coordinate with the capacity development activities financed by other sources and donors.

Required Skills and Experience

Education:   

  • Master Degree in Education, Law or relevant discipline .Certified training in training techniques and strategies, government, politics, journalism or equivalent professional experience as a technical writer;

Experience:

  • Minimum 7 years of relevant and progressively responsible professional experience in training, technical writing and/or management of training teams;
  • Must be able to work effectively in a politically sensitive environment and exercise discretion, impartiality and neutrality;
  • Proven ability to plan and ensure targets are met;
  • Experience and ability to work under pressure and within limited timeframes;
  • Must be BRIDGE fully accredited facilitator;
  • Excellent planning, interpersonal and communication skills;

Language:

  • Fluency both written and spoken in English;
  • National language of the duty station an advantage.
