Background

UNDP Social and Local Development Programme focuses on eradicating poverty, strengthening local capacities and supporting government policies for development. The Programme targets four regions across Lebanon with solid and diversified networks and partnerships within the four targeted-regions (South Lebanon, North Lebanon, Bekaa region and Mount Lebanon).

UNDP's support in the area of poverty reduction focuses on policy and operational support. At the upstream level, UNDP provides policy advice for the development of national policies for social development and poverty reduction, in addition to building the country statistical database for poverty measurement and monitoring. At the downstream level, UNDP supports the implementation of local development/ local governance initiatives in four areas of the country.

Duties and Responsibilities

UNDP Social and Local Development Programme wishes to make a long-term agreement with 3 Architect Engineers. The Architect Engineer shall provide the technical support by providing technical follow-up on the implementation of community infrastructure rehabilitation projects.  The required tasks will be fulfilled under direct supervision of the Senior UNDP Engineer and in close coordination with the Area Manager.  The Architect Engineers are expected to undertake site visits, follow up technically with the local authorities to prepare a proper design and tender documents.

As per the request of the Senior UNDP Engineer and in close coordination with the Area Manager, the Architect Engineer will be asked to follow-up on the preparation and implementation of an identified initiative. In this respect, the Architect Engineer is expected to do site visits in order to deliver the below:

  • Provide technical support to UNDP team related to engineering projects.

Prepare all required tender documents, including:

  • The tender drawing for Architectural trades including any required detail;
  • All required specification related to all Architectural divisions including the furniture and equipment (if necessary) (from division 1 to division 16);
  • The general/specific condition of contract in line with UNDP contracts;
  • To coordinate with all required authorities along with UNDP in order to prepare all required documents for issuing the required permits;
  • All Architectural BOQs related to the project including the general requirement;
  • The calculation note needed to any design requirement related to Architectural trades;
  • To specify which design code will follow;
  • Any specific report needed to complete the design drawings;
  • To submit the Health, Safety & Environment HSE manual requirement & penalties;
  • Assist the UNDP team during the design phase to choose the type and quality of materials to be used in the project.

Please note that the Architect must submit 2 hard copies (1 A1 and 1 A3 for drawings and the remaining 2 A4) and 1 edible soft copy for all the above mentioned items:

  • When it is found necessary, the Architect Engineer will be requested to Follow-up technically on the implementation of the identified projects by assisting the UNDP engineering unit in the review of the contractor submittals;
  • To coordinate with any specialist appointed by UNDP in order to complete the tender documents;
  • The Architect engineer shall provide all the necessary documents that the UNDP requests in order to have a complete set of tender documents.

Competencies

Functional Competencies:

  • Proficiency in the use of computer programs such as outlook, power point and social tools;
  • Excellent public speaking and presentation skills;
  • Networking and customer service oriented attitude;
  • Team player with the ability to maintain good work relations with individuals of different backgrounds, and to work under pressure;
  •  Excellent knowledge with engineering programing, Autocad, 3D max, Revit.

Required Skills and Experience

Education:

  • Graduate degree in Architect Engineering.

Experience:

  • Relevant experience of not less than 10 years in operational experience;
  • Experience in community based assistance and participatory community actions are an asset;
  • Previous experience with UN agencies is an asset.

Languages:

  • Excellent writing, editing and oral communications skills in English and Arabic;
  • Spoken French knowledge is an asset.
