Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In line with the Palestinian Government’s commitment to fight Violence Against Women (VAW) as set in the National Strategy to Combat VAW, and in full partnership with the Palestinian Civil Police (PCP); UN Women is currently implementing the UNDP/UN Women Joint Programme (JP) “Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" (2014-2017). The Programme supports the process of institutionalization and capacity development of the justice and security sectors. Under this Program UN Women is working in close cooperation and coordination with the Police Family and Juveniles Protection Unit (FJPU) to develop its policies, frameworks and build the capacity of its staff.

In 2013, UN Women finalised the development of the Family Protection Unit (FPU) Strategy, and Standard Operating Procedures (SOP), and in 2014 they were endorsed by the Chief of Police (CoP) to become the framework for the FPU function. In 2014, the SOP for the Juveniles Unit were developed by an external consultancy firm to PCP, but was never used in the field. In mid-2014 an administrative decision was made by the CoP to merge the Family Protection Unit and the Juvenile’s Unit that deals with juveniles in conflict with the law to become one Unit – the Family and Juveniles Protection Unit (FJPU). As a result of the merge; new concepts and regulations were inserted to the work that should be reflected in a unified Strategy and SOP to harmonise the framework.

Therefore, UN Women is seeking to hire a National Consultant to work with the Technical Committee that was established to follow up on the work of the FJPU (FJPU TC). The FJPU TC is informed by different parties including the FJPU assigned group established under the PCP and compiled of members from the PCP Planning unit, FJPU Administration, members of PCP Quality Management Administration, and members of PCP General Inspector Office, United Nations Development Programme (UNDP), United Nations International Children’s Emergency Fund (UNICEF), and the European Union Police Mission for the Palestinian Territories (EUPOL COPPS). The responsibilities of these members are to ensure alignment with best practices, coordination, and support for the Consultant.

The Consultant is expected to work in coordination with the FJPU TC for the amendment of the already existing FPU Strategy, and synthesising the SOPs for the FPU and Juveniles’ to reflect the merge of the two Units, to effectively respond to gender-based violence and juvenile justice in line with applicable legislation and international standards.

This will be done through:

  • The development of the amended Family and Juvenile Protection Unit Strategy, vision and mission including a clear, gender sensitive organizational structure availing FJPUs staff job descriptions in line with the strategy, and with the PCP structure; and
  • Synthesising the Family and the Juvenile Protection Standards Operational Procedures to reflect the Family and Juveniles Unit needs after the merge.

Duties and Responsibilities

Under the overall supervision of UN Women Special Representative, the direct supervision of the UN Women Rule of Law Project Specialist, and working in close cooperation and coordination with the FJPU Technical Committee, the Consultant will undertake the following tasks, and responsibilities.

General responsibilities:

  • Submit a work-plan, upon start-up of the assignment;
  • Regularly meet with the FJPU Technical Committee to update on progresses and challenges of the assignment;
  • Support the FJPU TC in identifying relevant stakeholders crucial for the discussion on the Strategy, and SOP;
  • Keep copies of all working documents related to the assignment; and share with UN Women by the end of the consultancy or on request; and
  • Submit final report to UN Women regarding the entire assignment process, indicating challenges, lessons learnt and recommendations for the implementation of all documents produced.

Under the FJPU Strategy:

  • Organise and meet with relevant partners and PCP departments on the Strategy amendment;
  • Amend the FPU Strategy to become the FJPU Strategy;
  • Organize a presentation of first draft of the FJPU Strategy to the FJPU TC and other relevant stakeholders deemed necessary, gather inputs, and lead the development of a final draft;
  • Work with the FJPU TC to finalise and present the final draft to CoP for approval; and
  • Submit to UN Women the final FJPU Strategy.

Under the FJPU SOP:

  • Review and amend the juveniles SOP as needed to reflectissues/ procedures that are emerging from the work in the field and need to be regulated (among other procedures for juveniles who are at the same time victims of violence), and the newly approved Juvenile’s Act;
  • Synthesis the Family and the Juvenile Protection Standards Operational Procedures to reflect the Family and Juveniles Unit merge needs;
  • Organize a presentation of first draft of the FJPU SOP to the FJPU TC and other relevant stakeholders deemed necessary, gather inputs, and lead the production of a final draft; and
  • Submit to UN Women and FJPU TC the final FJPU synthesised SOP.

  • First draft for consultationof the FJPU Strategy in Arabic;
  • Final draft of the FJPU Strategy in Arabic;
  • First draft for consultation of the FJPU Standards Operational Procedures in Arabic;
  • Final draft of the FJPU Standards Operational Procedures in Arabic; and
  • Final report on the assignment regarding the entire process and indicating challenges, lessons learnt and recommendations for the implementation of all documents produced, including all annexes of interviews conducted, focus group discussions summaries, etc.

Required Skills and Experience

Education:

  • Advanced University studies in Human Rights, criminology, law, sociology or related discipline.

Experience:

  • At least 5 years of relevant professional experience in organizational development, including among other planning, policy analysis, project management, communication, and coordination;
  • At least 5 years of professional experience in the area of gender based and sexual violence, women’s protection, child protection and juvenile justice;
  • Experience with the Palestinian governmental institutions, particularly with the Security Sector indicated by at least 2 previous assignments/ positions with or within the sector; and
  • Experience with the UN system or/and International Organisations would be considered a strong asset.

Language

  • Fluency in both English and Arabic.

Evaluation of applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above; and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • Relevant education: max. 10 points;
  • At least 5 years of relevant professional experience in organizational development, including among other planning, policy analysis, project management, communication, and coordination: max. 25 points;
  • At least 5 years of professional experience in the area of gender based and sexual violence, women’s protection, child protection and juvenile justice: max. 15 points;
  • Experience with the Palestinian governmental institutions, particularly with the Security Sector indicated by at least 2 previous assignments/ positions with or within the sector: max. 15 points; and
  • Experience with the UN system or/and International Organisations would be considered a strong asset: max. 5 points;

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows:

  • p = 30 (µ/z).

Using the following values:

  • p = points for the financial proposal being evaluated;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
