Background

As part of the Governance and Peacebuilding Cluster, the UNDP Istanbul Regional Hub (IRH) is implementing anti-corruption regional projects which address the principal constraints for the development of well functioning anti-corruption institutions in the region and support the anti-corruption efforts of Country Offices. The projects aim at delivering tangible and effective technical assistance to anti-corruption institutional arrangements and UNDP country offices for the development of anti corruption activities. The UNDP IRH has promoted the introduction of innovative approaches to prevent and fight corruption, grounded on the involvement of a great number of stakeholders and increasing the participation of all in the society in the anti-corruption efforts.

Based on its experience of several years working with anti-corruption agencies and on analysis of current global and regional trends, UNDP has identified a number of key areas for capacity development to leverage genuine improvements in public accountability, transparency and integrity, including: capacity development support to national integrity institutions; corruption assessments and integrity strengthening in public service delivery and in local governments; support to the UNCAC review process through a transparent, participatory and comprehensive approach; and advocacy, networking and knowledge facilitation.

To implement a holistic approach in tackling corruption, the project activities are designed in four major service lines: 

  • Capacity Development for Anti Corruption Agencies and other integrity institutions;
  • Support to UNCAC implementation reviews;
  • Promoting Transparency, Accountability and Integrity in Public services;
  • Support to the Open Government Partnership and innovation for anti-corruption;
  • Sectoral anti-corruption projects.

In the framework of the UNDP Strategic Plan 2014-2017, the regional anti-corruption projects enter a new phase. This includes work to improve governance standards, regulation systems, national frameworks on public administration and anti-corruption. Support is provided to the countries from the Eastern Europe and Central Asia to enhance the government and external oversight mechanisms in order to increase transparency, accountability and enforcement of anti-corruption measures, including the role of civil society. The Strategic Plan also envisages the promotion of cross-sectoral work in the view of effective policy-making and reform including for ethical frameworks, standards, legislative and regulatory frameworks and incentives for the reduction of corruption across sectors including - but not restricted to - mining sector and environmental related services. 

In this context, the UNDP IRH, will contract a consultant within the project “Supporting voice for citizens, development, the rule of law and accountability in governance systems in Europe and the CIS”, Outcome 2 “Citizen expectations for voice, development, the rule of law and accountability are met by stronger systems of democratic governance”, to support the sub-practice with carrying out the regional assessment and overall implementation of the project’s activities. 

Duties and Responsibilities

The Consultant will perform tasks as part of the Governance and Peacebuilding Cluster of the UNDP IRH, working collaboratively with specialists on responsive institutions, under the overall guidance and direct supervision of the Governance and Peacebuilding Team Leader.

The Consultant’s main tasks will be the following:

  • Support the implementation and evaluation of the Global Anti-Corruption Initiative sector work and gender and anti-corruption in the ECIS region; 
  • Support the development and implementation of anti-corruption projects and contextual analysis in the anti-corruption agencies and institutional strengthening area;
  • Ensure integration of anti-corruption initiatives within the broader framework of public procurement, open data, public service delivery, public administration reform and relevant initiatives;
  • Support strengthening South-South cooperation in the area of anti-corruption;
  • Support the development of the portfolio for anti-corruption and environment in the ECIS region;
  • Ensure the delivery and track the results of the anti-corruption and local governance project in the Western CIS; 
  • Conceptualize and resource mobilize for scaling up of the anti-corruption and local governance project in the ECIS;
  • Provide technical support in producing relevant knowledge products and support a community of practitioners and the organization of knowledge sharing events in the area of anti-corruption in the ECIS region;
  • Represent the Governance and Peacebuilding Cluster in relevant events and liaise with regional partners in anti-corruption;
  • Support anti-corruption mainstreaming in UNDAF planning process in the ECIS region;
  • Produce a range of communication products, including an anti-corruption social media campaign - 1 article/month minimum;
  • Produce the mid-term and annual reports of the regional anti-corruption initiatives;
  • Undertake any other initiatives as required. 

Deliverables and timeframe:

  • Finalize the Concept Note of the South-South cooperation with the regional anticorruption project of the Arab States (by end of March 2016);
  • Support the organization of the Open Data Conference for the ECIS region (by end of April 2016);
  • Design and ensure implementation of the in-person training of the participants in the ACT project (by end of May 2016);
  • Coordinate a virtual community of practitioners and ensure knowledge management of all anti-corruption, open data, accountability and transparency related materials on behalf of the Cluster (on-going until February 2017);
  • Finalize the report for the ACT project, including the input from the participating countries (by end of June 2016); 
  • Develop a Project Document for the scaling up of the Anti-Corruption and Local Governance project, in consultation with UNDP anti-corruption practitioners (by end of July 2016);
  • Develop communication material regarding anti-corruption and governance integrity work, including a regional campaign, and a compilation of experiences from the region in implementing anti-corruption activities from a practical perspective (by end of August 2016);
  • Support sectoral work in high corruption prone areas in the ECIS region – report produced on the sectoral work (by end of October 2016);
  • Support the organization of the Anti-Corruption Meeting of Practitioners – UNDP roundtables organized and report produced (by end of November 2016);
  • Facilitate the Anticorruption Day events in Country Offices (in at least 5 countries) and produce a communication product on regional activities to be disseminated on the 9th of December (by end of December 2016);
  • Develop two concept notes (minimum 4 pages each) for South-South cooperation initiatives between UNDP COs in the ECIS region and the Arab States (by December 2016);
  • Ensure anti-corruption, accountability, transparency and integrity perspectives are integrated into other initiatives of the Cluster in a collaborative manner (on-going by February 2017);
  • Provide ad-hoc support to UNDP Country Offices on anti-corruption projects and potential funding (3 Country Offices provided with concrete guidance/comments on project documents on anticorruption activities in their national context (ongoing, until February 2017);

Payment schedule: 

  • Deliverable 1 to 11: 8% of lump sum;
  • Deliverable 12: 12% of the lump sum.

Required Skills and Experience

Education: 

  • Master’s Degree in a development related field; e.g., development studies, public administration, public policy and management, international affairs, political science, law, economics or sociology or other related discipline is a requirement.

Experience: 

  • At least 3 years of relevant experience working on governance related issues in public administrations, international organizations, or think tank / research institute;
  • Experience in the area of Anti Corruption or Public Administration Reform, especially the anti-corruption activities of the UNDP, required;
  • Experience in natural resource management, environmental projects funding mechanisms or related fields, desirable;
  • Previous experience in project or programme strategy planning, operational mapping of actors and situation analysis or comparative research in the governance area, especially in the field of environmental governance or anti-corruption, required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems, is an asset.

Language:

  • Fluency in oral and written English is required.

Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation.

Only those individual consultants who obtained at least 70% of points in each of the steps of the process (P11 desk review) will be considered for financial proposal evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Educational background, max 5 points;
  • Relevant work experience on governance related issues in public administrations, international organizations, or think tank / research institute: max 10 points;
  • Track records of strategic planning and/or successfully implemented initiatives in the governance area, especially in the field of environmental governance and/or anti-corruption” max 10 points;
  • Proven research, analytical, communication and language skills in relevant fields, max 10 points.

Financial Criteria - 30% of total evaluation – max. 15 points
