Background

This project is designed to strengthen capacity for environmental monitoring and information management in Albania by establishing an operational environmental information management and monitoring system (EIMMS) with a focus on biodiversity and protected areas. The project will address the need for an environmental monitoring system that is integrated throughout relevant government institutions and that uses international monitoring standards for indicator development, data collection, analysis, and policy-making. It will also build on existing technical and institutional capacity in Albania to align its management and monitoring efforts with global monitoring and reporting priorities. Increased capacity in this area will improve reporting to the Rio Conventions and lay the groundwork for sustainable development through better-informed environmental policy.

Project Description

Albania has become a Party to three Rio- Conventions after 1990-s which corresponds to the country’s change of regime and participation in international agreements on environmental protection. The national development agenda of Albania fully takes into consideration the fact that its development will only proceed by adequately taking into account, global processes and trends. The principles of the conventions, as well as of the European Union environmental policy, have been established as priority areas in the National Strategy for Development and Integration (NSDI) 2007-2013, which is under review for the period up to 2020. The Environmental Cross-cutting Strategy integral part of the NSDI is the basic document that represents the national policy on environmental protection. This document addresses all environmental components and sets general guidance on problems arising from sectors having an impact upon environment.

In particular the project will aim at:

  • Development of the EIMS to enable integration of global environment commitments into planing and monitoring processes.
  • Development and application of uniform indicators encompassing UNFCCC, CBD and CCD concerns and global environmental threats.
  • Stakeholder’s capacity for information management (collection processing) of key global environment data and utilization (interpretation and reporting) is enhanced at national and local level.

Duties and Responsibilities

One of the projects aims is to promote the use of technology in environmental management and monitoring. In partnership with the Ministry of Environment, UNDP is planning  to implement  an  online public awareness campaign  which aims to promote the use of the Mjedisi Im App in celular phones ( app installement, use and reporting means ) .

  • It is requested that the proposed communication channels are of the highest reach from the registered population within the territory of the Albania.

The promoting/ advertising entities should propose the following :

  • Visual design ( 2D Graphic or 3D )
  • Short video clip to explain  how the application works ( no longer than 1 minute)
  • Online communication channels ( different web portals, social media, blogs, forums, youtube, etc ) to be utilized to widely distribute the  phonr application.
  • Types of advertisement format ( text advertisement, video format advertisement, photo-text advertisement, etc )

Task 1: Prepare a report in assesing the use and public awareness on the app “Mjedisi Im”

Task 2: Preparation of a Workplan

Task 3:  Video Clip Script preparation and finalization

Task 4: Adversiting  the product online for nine(9) weeks in a four(4) month period.

Required Skills and Experience

Education:

  • University degree in communication, Public Relations, marketing or relevant fields preferred.

Work experience:

  • A minimum of 5 years of experience in similar assignment and present in the application its client’s portfolio for this type of advertisement.
  • Proven succesfull previous experience in online communication campaigns, producing and publishing/advertising.

Language requirements:

  • Knowledge of English and in Albanian languages.

Evaluation of Applicants:

The consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the entity’s qualifications and financial proposal.

The award of the contract should be made to the entity whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

  • Demonstrated experiences of at least 5 years in web design and use of online communication tools (30 points)
  • Considerable client portfolio and experience in similar tasks with other UN Agencies (30 points).
  • Proven record in writing in English language (10 points)

Financial Criteria - 30% of total evaluation – max. 30 points
