Background

Disasters invariably cause damage to lifeline structures, assets and infrastructure rendering them unusable when they are most needed. Airports, which have a critical role in post disaster response are also prone to disasters. After a natural disaster the nearest airport can quickly become overwhelmed due to the large volume of incoming relief supplies. Inability to handle this surge in traffic and volume can often delay or even stop the onward transport of life saving supplies. As disasters pose unique situations and logistical challenges for airports, training of airport managers and other stakeholders to meet the challenges becomes critical. Training and capacity building of airport managers and other staff for disaster management has been an ongoing endeavor. However, some of recent disasters in the country have highlighted the need for enhancing the level of disaster preparedness in airports. AAI has therefore decided to undertake training and capacity building measures for members of the Airport Disaster Management Committee, airport managers and other stakeholders in mitigation  and management of disasters at airports on a sustained basis.  In light of the above, AAI has requested UNDP to provide support to enhance airport preparedness on a pilot basis. UNDP has agreed to provide demand-based development support services to AAI accordingly. It is proposed to develop an integrated training module for Airport Disaster Management Committee and other staff/stakeholders under the pilot project. The module would be in the specific learning contexts of the members of the disaster management committee, airport managers and staff members at airports keeping in view of their professional background and current responsibilities so as to enhance their capacities to effectively manage and coordinate during any disaster situation. The module should be designed in a manner that it could also be used for training of trainers. In  this  context,  UNDP  is  looking  for  a Consultant  to provide support to the  AAI and UNDP in  preparing the training module.

Duties and Responsibilities

The Individual Consultant will work under the overall supervision of the Executive Director (Ops) AAI and Emergency Analyst, Energy & Environment Unit, UNDP-India. He/she would be responsible for carrying out the following tasks:

  • Collect and review disaster management related training curriculum and materials used/produced by airports across the globe;
  • Review existing training modules on disaster preparedness, mitigation and management of the AAI;
  • Prepare draft Course Design broadly indicating framework of the training module;
  • Obtain feedback and suggestions from UNDP and AAI and finalize the Course Design;
  • Interact with select AAI officials and discuss the course design and module contents.
  • Prepare  Draft Training module based on the reviews and inputs received from UNDP and AAI;
  • Share the draft module with AAI and UNDP for review and feedback;
  • Revise the draft module based on the reviews and inputs received from UNDP and AAI;
  • Participate in a training course to field test the module and obtain feedback;
  • Revise and finalize the training module duly incorporating the feedback/suggestions  received in the training course.

Schedule of Work:                                                                                   

  • Submission of draft Course Design based upon desk review within 2 weeks from the date of signing of the contract;
  • Submission of  final Course Design within 1 week of receiving  feedback from AAI, UNDP and concerned authorities of the airports;
  • Submission of draft module -within 2 months from the date of signing of the contract;
  • Submission of final module within 2 weeks of receiving feedback from AAI, UNDP and concerned authorities of the airports.

Required Skills and Experience

Education:

  • Post Graduate Degree in  mass communication/ public relations/ advertising/ communication analysis and planning/ social development communication;
  • Relevant courses pursued in natural sciences, environmental studies or other related fields will be an advantage.

Experience:

  • Minimum 10 years of demonstrable experience in developing communication and advocacy strategies and related tools for biodiversity conservation, natural resource management and alternate livelihoods promotion.

Language:

  • Written and oral proficiency in English is required;
  • Knowledge of Hindi along with regional languages of the project states will be desirable.

Schedule of Work:                                                                                    

  • Submission of draft Course Design based upon desk review within 2 weeks from the date of signing of the contract;
  • Submission of  final Course Design within 1 week of receiving  feedback from AAI, UNDP and concerned authorities of the airports;
  • Submission of draft module -within 8 weeks from the date of signing of the contract;
  • Submission of final module within 2 weeks of receiving feedback from AAI, UNDP and concerned authorities of the airports.

Payment Terms:

  • 20% upon approval of the technical approach and work plan for the assignment;
  • 40% upon submission of reports and minutes of the recommendations from the state-specific workshops and the brainstorming meeting;
  • 20% upon submission of Progress update report;
  • 20% upon satisfactory completion and acceptance of the deliverables by UNDP RTA, UNDP India CO, and International Consultant and submission of Final Report.

Documents to be submitted:

  • Financial Proposal specifying  per day consultancy fee. All travel expenses will be reimbursed as per actuals in line with UNDP rules or arrangements would be done by UNDP;
  • Detailed CV with contact details of three references;
  • A Proposed Work Plan for undertaking the Assignment with approach & methodology.

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%.

Evaluation Criteria:

  • Technical Proposal: 35 Marks;
  • Relevant Experience:35 Marks.
