Background

The UN Resident Coordinator (RC) is, in consultation with the representatives of the United Nations Agencies, Funds and Programmes, the team leader of the United Nations Country Team (UNCT) in Timor-Leste. The Resident Coordinator assumes, on behalf of the United Nations system, overall responsibility for, and coordination of, the operational activities for development of the United Nations system carried out at the country level, in conformity with the objectives and priorities of the Government and mandates and objectives of the UNCT organisations.
The Resident Coordinator Office (RCO), provides support to the Resident Coordinator and the UNCT, facilitating day-to-day collaboration, joint initiatives, as well as formulation and implementation of joint programmes. The RCO organizes UNCT meetings, ensures consistent flow of relevant information to and from the UNCT, monitors functioning of the UN thematic groups looks for opportunities of collaboration among UN entities including joint operations and joint programming.

Duties and Responsibilities

Under the guidance and direct supervision of the Head of the RCO, the UN Coordination Analyst provides assistance to the execution of services in the RCO. As such, she/he provides substantive and programmatic support to the core functions of the RCO as well as is in charge of all the administrative functions of the Unit.
The UN Coordination Analyst works in close collaboration with the Head of RCO and interacts regularly with staff from the UN Agencies, Funds and Programmes.

Summary of Key Functions:

Effectiveness support to the UNCT

  • Support to the UNCT on UN System collaborative programming and monitoring processes;
  • Administrative task related to the Resident Coordinator’s Office (RCO);
  • Effectiveness advocacy of UN activities in close consultation with the communication focal points of the UN system;
  • Supports inclusive humanitarian coordination and emergency preparedness;
  • Support inclusive gender thematic working group coordination and activities;
  • Effective Support to UNCT in identification, negotiation and implementation of Joint Operations activities.

Ensures effective support to the UNCT by:

  • Coordinates preparation of UNCT meetings, including preparing the agenda, preparing and filing documentation and minutes, overseeing the logistics, following up on pending decisions, circulating information to the UNCT in a timely and analytical manner;
  • Coordinates UNDAF Annual Review, Mid-Year Review and Mid-Term Review workshops, including dissemination of invitations, logistical preparations, etc;
  • Prepares information briefing kits upon request, including translation when needed;
  • Provides referral services for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation.

Provides support to the UNCT on UN System collaborative programming and monitoring processes:

  • Provides technical support to the RC in strengthening the capacity of the UNCT to develop, coordinate, and implement the UN Development Assistance Framework (UNDAF);
  • Ensures that appropriate linkages are made to other ongoing programmatic initiatives, including national development plans and priorities as well as donor strategies;
  • Participates and provide support to inter-agency working groups on a number of socio-economic issues;
  • Identifies sources of information related to coordination, best practices and lessons learnt directly linked to country policy goals;
  • Supports the preparation of the RC annual report and UNCT/RC workplan.

Handles all administrative tasks related to the Resident Coordinator’s Office by:

  • Monitors the Support to the Resident Coordinator (SRC) fund and other funds dedicated to UNCT activities including preparation of RCO annual budget, budget tracking and monitoring and follow-up with relevant agencies;
  • Reports on the use of the funds to the UN RC and UNCT, proposal of budget revisions, approval of expenditures reports;
  • Processes expenditures for the RC Unit and maintains budget reviews updates for the RCO funds;
  • Maintains attendance records, processing leave requests for RCO staff, recruiting consultants or interns, processing all paper work related to travel of RCO staff;
  • Contributes to knowledge networks and communities of practice and organizes trainings to UN staff on coordination issues;
  • Ensures that other relevant administrative tasks for the unit are performed.

Ensures effective advocacy of UN activities in close consultation with the communication focal points of the UN system focusing on the achievement of the following results:

  • Ensures systematic information on UNCT activities to relevant audiences in collaboration with the communication focal points;
  • Makes arrangements for regular forums and events on issues related to UN activities with media, NGOs, communities, etc.;
  • Supports the implementation of media and communication strategies of the UNCT;
  • Collects inputs for speakers notes, talking points, speeches for major advocacy events of the RC system in close consultation with the UNCT and partners;
  • Updates and Monitors the UN internet based tools in collaboration with the communications focal points through the UNCG.

Supports inclusive humanitarian coordination and emergency preparedness, focusing on achievement of the following results:

  • Makes Arrangements of meetings of the Humanitarian Country Team (HCT), including preparing the agenda, preparing and filing documentation, overseeing the logistics, following up on pending decisions, circulating information to the HCT in a timely and analytical manner;
  • Support the finalization of  the interagency contingency plan and its updates with key humanitarian and Government partners;
  • Support the RC and HCT in preparedness and response for humanitarian disasters.

Supports inclusive gender thematic working group coordination and activities, focusing on achievement of the following results:

  • Participate in the Gender thematic working group and related activities on behalf of the RCO, and provide support to the secretariat function as needed;
  • Support arrangements for meetings and other activities of the Gender thematic working group, as well as coordination of activities among the different agencies;
  • Ensure communication and engagement with the RCO for events organized.

Ensure effective support to UNCT in preparation and implementation of joint UN operations focusing on achievement of the following results:

  • Support the RCO in developing joint operations and facilitate information sharing through Standard Operating Procedures (SoPs);
  • Identification of strengths and weaknesses in UN Agencies operations in the context of ICT Services, Procurement Services, Human Resource Services, Finance Services, Administrative Services, and Logistics and Transport Services and Security Services;
  • Provision of advice on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN operations, common services and other UN functions.

Impact of Results:

  • The key results have an impact on the overall coordination capacity of the UNCT and the implementation of the UN System reform. In particular, the key results have an impact on the functioning of the UNCT and the RCO, the effectiveness of the thematic groups for UNCT joint programming and the capacity of the RCO to support the implementation of a joint advocacy/communications strategy.

Required Skills and Experience

Education:

  • Bachelor or Master degree in any related field.

Experience:

  • Experience in the use of computers and office software packages (MS Word, Excel, etc);
  • At least two years of relevant experience (programmatic and/or administrative experience) for Bachelor degree and zero years of experience for Master degree;
  • Knowledge about the UN and RC systems would be an advantage.

Language:

  • Fluent in English and excellent writing skills.
