Background
The Deputy Executive Coordinator (Volunteer Mobilization and Programme) (VPM) directly partners with the Executive Coordinator, as part of the Strategic Management Team, in setting out the overall direction of the organization and takes on delegated roles in the internal governance structure with a specific view to quality of decision-making, analysis, factual underpinning, and internal and external coherence.
Reporting to the Executive Coordinator, the Deputy Executive Coordinator (VPM) supports and partners with the Executive Coordinator to provide strategic and innovative leadership to the development, articulation and implementation UNV’s programme of work. Additionally, he/she manages partnerships with UN Agencies, Funds and Programmes, oversees organizational outreach, representation and resource mobilization activities, ensures effective and efficient programme development, implementation and coherence, manages the reporting on organizational outputs and results to UNDP senior management, the UNDP Executive Board, UN General Assembly and UNV’s network of partners, and manages external communications and reporting to the Board, member states and others.
Duties and Responsibilities
Strategic planning and management:
- Support the Executive Coordinator, UNV, in defining goals, priorities, requirements and key performance indicators for the corporate planning process related to volunteer mobilization, management and programming;
- Provide strategic oversight over the UNV volunteer mobilization, management and programming function, meeting corporate standards and requirements;
- Lead key elements of the UNV internal governance, oversight and decision making architecture, relevant to the domain of volunteer mobilization and programme, as well as contribute to relevant executive level decision making accordingly.
Volunteer mobilization and management:
- Lead UNV’s efforts to maintain strategic and optimal volunteer mobilization and management through its network of Field Units, Support Units and Regional Offices;
- Support the Executive Coordinator, in leveraging a variety of programmatic tools to innovate with UN partners, civil society and the private sector, transformative ways and means to engage volunteers and volunteerism in peace and development;
- Drive an ethos of client service and engagement throughout UNV to ensure a focus on all forms of volunteers deployed by UNV in the service of the programmes and projects of UN partners.
Programme management:
- Within the overall framework of UNDP’s Strategic Plan process, lead the formulation, operationalization and monitoring UNV’s Strategic Framework, the development of programme strategies and related internal and external consultations and partnerships with member states and UN partners;
- Ensure full implementation of UNDP/UNV corporate policies, guidelines and procedures across all UNV programme activities. With senior managers, lead the application of UNDP corporate instruments and processes, tailoring these to UNV requirements;
- Provide leadership to UNVs network of Field Units, Support Units and Regional Offices to ensure programmatic coherence and continued focus on volunteer mobilization.
Partnerships and communications management:
- Manage UNV’s interphase with member states, civil society, and UN partners through regular consultations and interaction, the bi-annual Partnership Forum and other instrument that will ensure continued relevance of UNV to evolving client needs and requirements;
- Lead and provide oversight to UNV’s resource mobilization effort to ensure member states and other partners continue to support UNV’s effort to innovate and upscale new and innovative ways in which volunteers and volunteerism are associated with UN partners;
- Provide oversight to the development of internal and external communications, information and communication campaigns, UNV’s online communication engagement and overall brand management in support of UNV’s mandate.
Representational:
- Participate and represent UNV in high-level UNDP executive and (inter-) agency meetings;
- Represent UNV, on behalf of the UNV executive Coordinator, with UN member states.

Required Skills and Experience
Education:
- Master’s degree in development-related discipline, economics, public/business administration.
Experience:
- At least 15 years substantive and progressively responsible experience in development programming in both field and headquarters setting, in an international organization.
Language:
- Fluency in English required;
- Knowledge of another UN official language is an asset.
