Background
The Deputy Executive Coordinator (Management Services) (MS) directly partners with the Executive Coordinator, as part of the Strategic Management Team, in setting out the overall direction of the organization and takes on delegated roles in the internal governance structure with a specific view to quality of decision-making, analysis, factual underpinning, and internal and external coherence.
Reporting to the Executive Coordinator, the Deputy Executive Coordinator (MS) manages and provides oversight to the full range of support services including financial, human resources, procurement, administrative, and information and communication technology to UNV Headquarters and field presences. In close liaison with the Deputy Executive Coordinator (Volunteer Management and Programme) (VMP), the Deputy Executive Coordinator (MS), leads and manages UNV’s results-based management processes and the Annual Business Plan preparation, review and reporting.
The Deputy Executive Coordinator (MS) is the Department of Safety and Security (UNDSS)’ Country Security Focal Point for Germany and Agency Security Focal Point for security matters relating to UN Volunteers globally. Acting on behalf of the Executive Coordinator under delegated authority from the United Nations Secretary-General, the Deputy Executive Coordinator (MS) is also the focal point for management of the common premises and provision of related services to the participating UN Organizations and Conventions located in the UN campus in Bonn, Germany.
Duties and Responsibilities
Strategic planning and management:
- Support the Executive Coordinator, UNV, and the Deputy Executive Coordinator (VMP) in managing the corporate planning and reporting cycle and in defining goals, priorities and requirements and key performance indicators related to management services;
- Provide strategic oversight over the UNV management services function, meeting corporate standards and requirements;
- Advise and assist the Executive Coordinator on all administrative issues and manage the full range of administrative services for the UN campus in Bonn, UNV Headquarters and field presences;
- Lead key elements of the UNV internal governance, oversight and decision making architecture, relevant to the domain of management services, as well as contribute to executive level decision making accordingly.
Resource management:
- Provide direction to the development of UNV”s Strategic Framework and ensure the subsequent development and frequent updating of Human Resources, Finance and Budget, Information and Communication Technologies (ICT) and other operational strategies and UNV specific policies to ensure the quality, responsiveness and relevance of UNV’s programmes and services;
- Ensure that UNV meets UNDP audit standards and maintains close alignment to UNDP’s policies and practices;
- Ensure corporate oversight through quarterly oversight meetings and the expansion of fact base management with a strong focus on the efficient and cost-effective management of UNV financial resources in accordance with UNDP financial rules, regulations and procedures.
Results management support:
- Oversee the implementation of corporate results-based management into all UNV corporate processes and use of resources, including policies, procedures, results frameworks, and reporting tools;
- Oversee UNV’s evaluation function and ensure that its practices and relationships meet all organizational standards.
UN campus and UN common services:
- In co-ordination with the Common Premises Committee comprising senior representatives of the UN agencies sharing the UN common premises in Bonn, establish and assess common service standards, needs and requirements, and manage and provide oversight the provision of timely and client-oriented service packages in ICT, security services, Conference Services and other areas;
- Liaise with the German Government on all operational aspects of the UN campus and security of UN Staff in Germany, including premises security, arrangements for UN events, expansion and additional buildings, and the overall protocol relationship.
Safety and Security of UN Staff in Germany and UN Volunteers worldwide:
- Act as the UNDSS focal point for Germany in co-ordination with the Department of Safety and Security (DSS) and Designated Officials at the duty station, implementing decisions and directives for the implementation of security plans, including residential security measures and evacuations;
- Act as corporate liaison for UN Volunteers serving in around 140 field duty stations, in co-ordination with DSS and Designated Officials at the duty stations.
Representational:
- Participate and represent UNV in high-level UNDP executive and (inter-) agency meetings, including the UN Interagency Security Management Network (IASMN);
- Represent UNV at UN interagency meetings in Bonn;
- Represent UNV with the German Government and local authorities.

Required Skills and Experience
Education:
- Master’s degree in business administration, economics, public administration or law.
Experience:
- At least 15 years of relevant experience in management services in both the field and headquarters setting;
- Practical experience in managing common premises and staff security-related matters is an asset.
Language:
- Fluency in English required;
- Knowledge of another UN official language is an asset.
