Background

The geo-climatic conditions as well as its close proximity to the Himalayas make Himachal Pradesh among the most vulnerable states to natural hazards in the country. The State is highly vulnerable to earthquake and flood. The entire state falls under one of the most seismically active regions falling in zone V. The state is also highly susceptible to landslide and avalanche hazards.

Disasters strike the state with regular frequency, causing human and economic losses.  Other than earthquakes which have a long return period, the state faces a very large number of smaller disasters which cause serious damage to the infrastructure, community assets and population. Among the disasters which strike the state on a regular basis are floods, landslides, cloud bursts and forest fire, etc.

Enhancing institutional and community resilience is one of the emerging priority areas of the Governments in India. UNDP has been supporting various initiatives of the Central and state Government to strengthen disaster management capacities for more than a decade. Under the ongoing GOI-UNDP project on “Enhancing Institutional and Community Resilience to Disasters and Climate Change”, UNDP has been providing technical support to the Government of Himachal Pradesh to strengthen capacities of government, communities and institutions to fast-track implementation of the planning frameworks on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA).

The UNDP India Country Programme Action Plan (2013-17) signed with the Government of India envisages that UNDP will provide demand-based Development Support Services (DSS)  with a view to supporting administrative efficiency and developing capacities of government agencies, including procurement support services, with requisite professional skills, personnel and technical resources. Under this modality, UNDP has entered into an agreement with the Revenue Department (DM), Government of Himachal Pradesh for implementing a project on strengthening SDMA and DDMAs in all districts and enhancing institutional and community resilience to disasters.

Training and capacity development of all stakeholders is considered one of the key interventions to enhance resilience to disasters and climate risks. In order to maintain a uniform standard of training and ensure quality across the districts and institutions, standard training modules on various aspects of DRR & CCA would be developed under the DSS project. A standardized training module on  “Mainstreaming DRR into sectoral developmental planning” would be developed and made available for training of government officials working in various line departments having responsibility to plan and execute developmental plans at the state and district levels.

The objective is to equip state government officials of line departments with knowledge and skills to address DRR & CCA in the developmental planning both at the state and district level. The standard training module would draw and incorporate key findings of the Training Needs Assessment Report of the State and ensure that it is contextualized to the local requirements of Himachal Pradesh. The training module would include Participants’ Book, Trainer’s Guide and Standard power point presentations. The module would be made in English language.

Duties and Responsibilities

The Individual Consultant will work under the overall supervision of  Emergency Analyst, Energy & Environment Unit, UNDP-India. He/she would be responsible for carrying out the following tasks:

  • Review TNA Report and draw key inputs for incorporation in the training module;
  • Carry out a desk review of course modules and reference materials on mainstreaming DRR and/or CCA produced by NIDM SDPC, ADPC, IFRC and other international and national agencies;
  • Develop a Course Design broadly outlining the course content, learning objectives, training methodology, session plan, etc.
  • Obtain feedback and suggestions on the draft course design from UNDP and Dept. of Revenue (DM), Govt. of Himachal Pradesh and finalize it;
  • Adapt/customize existing modules  and prepare a Draft Training module as per specific needs of the state of Himachal Pradesh comprising of Participants’ Book, Trainer’s Guide and Standard power point presentations;
  • Obtain feedback and suggestions on draft module from UNDP and Dept. of Revenue (DM), Govt. of Himachal Pradesh and finalize it;
  • Field test the module in a training of trainers course to be organized by UNDP and obtain feedback of participants;
  • Finalize the training module duly incorporating the feedback of the participants.

Schedule of Work: 

  • Submission of  draft Course Design based upon desk review within 2 weeks from the date of signing of the contract;
  • Submission of  final Course Design within 1 week of receiving  feedback from Dept. of Revenue (DM), Govt. of Himachal Pradesh and UNDP;
  • Submission of draft module -within 2 months from the date of signing of the contract;
  • Submission of final module within 2 weeks of receiving feedback from Dept. of Revenue (DM), Govt. of Himachal Pradesh and UNDP.

Competencies

Functional Competencies:

  • Knowledge Management and Learning;
  • Working knowledge of computers including MS Office package is essential;
  • Good communications and organizational & interpersonal skills;
  • Excellent analytical and writing skills;
  • Ability to coordinate and facilitate consultations.

Corporate Competencies:

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Demonstrates integrity and ethical standards.

Required Skills and Experience

Education:

  • Master Degree in Disaster Management/ Business Administration/ Engineering /Planning/Social Science or a related discipline.

Experience:

  • Minimum 10 years’ experience in disaster risk management, emergency/crisis management or related discipline;
  • Proven experience of undertaking similar assignments.

Language:

  • Fluency in oral and written both in Hindi and English is required.

Payment Schedule: 

  • On submission of draft Course Design - 30%;
  • On submission of Draft Module - 30%;
  • On submission  and acceptance of final version of the Module - 40%.

Documents to be submitted:

  • Proposed Work Plan for undertaking the Assignment with approach & methodology;
  • Detailed CV with contact details of three references;
  • Financial Proposal specifying per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/ compliant/ acceptable and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight -70%;
  • Financial Criteria weight- 30%.

Shortlisting would be done based on the following criteria:

  • Relevant Experience - 35% Marks;
  • Proposed Work Plan for undertaking the Assignment - 35% Marks;
  • Financial  - 30% Marks.

Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation.
