Background
With financial support from the Global Environment Facility (GEF), the Multi-lateral Fund (MLF), bi-lateral donors and other finance and development partners, UNDP helps countries meet the objectives of the Montreal Protocol on substances that Deplete the Ozone Layer, the Stockholm Convention on Persistent Organic Pollutants (POPs), the Minamata Convention on Mercury, the Strategic Approach to International Chemicals Management (SAICM) as well as other chemicals-related Multi-Lateral Environmental Agreement (MEAs), by supporting them in reducing/minimizing releases of hazardous and toxic chemicals to the environment, improving the management of chemicals and wastes and protecting human and environmental health.
The sound management of chemicals and wastes is an important component of UNDP’s efforts to support the achievement of sustainable, inclusive and resilient human development and the Sustainable Development Goals (SDGs).
One of UNDP’s signature programme areas in reducing the release of harmful, hazardous or toxic chemicals covered under international MEAs, includes support to developing countries and CEITs in improving their waste management systems.
Among other waste streams, UNDP has been supporting countries in the development, implementation and monitoring of waste related programmes focusing on:
- Municipal Solid Waste Management;
- Agricultural Waste Management;
- Healthcare Waste Management;
- Plastics Waste managementIn order to support UNDP in developing, implementing and monitoring waste-related programmes, UNDP’s Montreal Protocol Unit/Chemicals is looking to engage an expert on Waste Management (WM);
- Ship Dismantling;
- E-Waste management;
- Management of PCB and PCB containing wastes;
- Management of mercury and mercury-containing wastes;
- Management of ODS and ODS containing wastes.
Duties and Responsibilities
Under the direct supervision of the Director of UNDP’s Montreal Protocol Unit/Chemicals, and in continuous consultation with Programme Specialists of the Unit the consultant will:
- Upon request, provide advisory services as well as technical and scientific input related to the development and implementation of UNDP/GEF WM related programmes and projects.
- Ensure quality control of WM related project submissions (PIFs, CEO-endorsements).
- Review technical aspects of WM related GEF Monitoring and Evaluation reports.
Duration:
- The contract will enter into force upon signature of both parties and is expected to last through 31 December 2016, with a maximum of 30 working days.

Required Skills and Experience
Education:
- Master Degree in engineering, environmental management, waste management or any other degree related to the field of Waste management.
Experience:
- At least 10 years of experience at the international level in the area of Waste Management (WM) is required;
- Experience working on the subject of Waste Management in the context of projects/programmes supported by UN agencies, bi-lateral donors, international or national NGOs or the private sector in developing countries or countries with economies in transition. Working Experience in at least 5 such projects in various countries is required;
- Substantial, relevant and practical working experience in the GEF (or equivalent) project cycle and UNDP (or equivalent) rules and regulations as to project formulation and implementation is desirable;
- Experience in a minimum of four (4) WM areas of the nine (9) WM listed in the background section of the TORs (see above) Is required;
- Knowledge and experience in the preparation of technical communications is desirable;
- Experience in working with national Ministries and partners in developing/reviewing WM related national policies, plans, strategies and treatment standards is desirable;
- Familiarity with the goals of the Stockholm, Minamata and Basel Convention and SAICM is desirable;
- Familiarity with the goals and procedures of international organizations, in particular those of UNDP?and the GEF, is desirable.
Language:
- Excellent writing, editing, and oral communication skills in English.
Travel:
- No travel is anticipated at this time, however, should there be any unforeseen travel expenses inclusive of living allowances will be covered by UNDP based on established rates.
Fees:
- The consultant will receive payment based on his/her all-inclusive daily rate.
Evaluation Method:
- Evaluation will be based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;
- Combined weighted scoring - Technical (70%) Financial (30%) .
