Background

The geo-climatic conditions as well as its close proximity to the Himalayas make Himachal Pradesh among the most vulnerable to natural hazards in the country. The State is highly vulnerable to earthquake, landslide, flood, cloud bursts, forest fire etc.  The entire state falls under one of the most seismically active regions falling in zone V. The state is also highly susceptible to landslide and avalanche hazards. Unplanned and unscientific development activities in the hill areas, indiscriminate felling of trees and removal of forests, growing urbanization and increasing pressure of population are the primary causes of landslides. Further, the climate change is expected to increase the frequency and intensity of current extreme weather events and give rise to new vulnerabilities with differential spatial and socio-economic impacts on communities. The climate change impacts are likely to have severe impacts on the hydrological cycle, water resource, forest & ecosystems, food security, health and other related areas.

Enhancing institutional and community resilience is one of the emerging priority areas of the UNDP, Government of India and State Governments. Under the ongoing GOI-UNDP project on “Enhancing Institutional and Community Resilience to Disasters and Climate Change (2013-2017)”, UNDP has already been providing technical support to the Government of Himachal Pradesh to strengthen capacities of government, communities and institutions to fast-track implementation of the planning frameworks on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA).

The UNDP India Country Programme Action Plan (2013-17) signed with the Government of India envisages that UNDP will provide demand-based Development Support Services (DSS)  with a view to supporting administrative efficiency and developing capacities of government agencies, including procurement support services, with requisite professional skills, personnel and technical resources. Under this modality, UNDP has entered into an agreement with the Revenue Department (DM), Government of Himachal Pradesh for implementing a project on strengthening SDMA and DDMAs in all districts and enhancing institutional and community resilience to disasters.

Training and capacity development of all stakeholders is considered one of the key interventions to enhance resilience to disasters and climate risks. The State Government has already undertaken the training needs assessment (TNA) for DRR and CCA in the state. It is proposed to formulate a capacity development strategy for the state taking into considerations the key findings of TNA and mapping of various training institutes and their capacities with respect to resources/courses/trainers under various thematic areas. The strategy will also suggest various options, methodology and frequency of training & capacity development activities. Further, it would include an action plan for strengthening the existing training institutions with a prioritized list of key areas where capacities need to be built through trainings along with a timeline.

In  this  context,  UNDP  is  looking  for  a Consultant  to provide support to the  UNDP and Government of Himachal Pradesh  in formulating  capacity development strategy for DRR & CCA in the state.

Duties and Responsibilities

The Individual Consultant will work under the overall supervision of the Emergency Analyst, Energy & Environment Unit, UNDP-India. He/she would be responsible for carrying out the following tasks:

  • Review TNA Report and draw key inputs for incorporation in the training & capacity development strategy for DRR & CCA;
  • Carry out a desk review of the existing training arrangements for DRR & CCA in the State;
  • Map out various training institutions in the State and their capacities with respect to resources/courses/trainers under various thematic areas of DRR & CCA;
  • Draft capacity development strategy for DRR & CCA;
  • Obtain feedback from UNDP and the state government and revise the draft strategy;
  • Support UNDP and  the state government in conducting  state level consultation workshop  to discuss the draft strategy;
  • Facilitate state level consultation workshop  to discuss the draft strategy;
  • Prepare workshop report with suggestions/recommendations;
  • Revise draft strategy duly incorporating  suggestions/ recommendations of the workshop.

Schedule of Work: 

  • Submission of  draft strategy based upon desk review within 4 weeks from the date of signing of the contract;
  • Submission of  revised draft within 1 week of receiving  feedback from Dept. of Revenue (DM), Govt. of Himachal Pradesh and UNDP;
  • Submission of workshop report -within 1 week from the date of the workshop;
  • Submission of final  version of strategy within 4 weeks the date of the workshop.

Competencies

Functional Competencies:

Knowledge Management and Learning:

  • Working knowledge of computers including MS Office package is essential;
  • Good communications and organizational & interpersonal skills;
  • Excellent analytical and writing skills;
  • Fluency in Hindi and English with ability to convey ideas clearly in writing and orally;
  • Ability to coordinate and facilitate consultations.

Corporate Competencies:

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Demonstrates integrity and ethical standards.

Required Skills and Experience

Education:

  • Master Degree in Disaster Management/ Business Administration/ Engineering /Planning/Social Science or a related discipline.

Experience:

  • Minimum 10 years’ experience in disaster risk management, emergency/crisis management or related discipline;
  • Proven experience of undertaking similar assignments.

Language:

  • Fluency in oral and written both in Hindi and English is required.

Payment Schedule: 

  • On submission of draft strategy - 30%;
  • On submission of workshop report - 30%;
  • On submission of final version of the strategy - 40%.

Documents to be submitted:

  • Proposed Work Plan for undertaking the Assignment with approach & methodology;
  • Detailed CV with contact details of three references;
  • Financial Proposal specifying per day consultancy fee (All inclusive). 

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/ compliant/ acceptable and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight -70%

Financial Criteria weight- 30%

Technical Evaluation would be done based on the following criteria:

  • Relevant Experience 35% Marks;
  • Proposed Work Plan for undertaking the Assignment 35% Marks;

Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation.
