Background

The United Nations High Commissioner for Refugees (UNHCR) was established on 14 December 1950 by the UN General Assembly and began its work on 01 January 1951.  UNHCR’s primary mandate is to safeguard the rights and wellbeing of refugees and the Office continues to strive to ensure that everyone can exercise the right to seek asylum.  In India, since April 1981, UNHCR provides protection and assistance to individual asylum seekers from certain countries while the government recognizes others.  The Office assists more than 30,000 recognised refugees and asylum seekers, mostly from Afghanistan and Myanmar, making it one of the largest urban refugee caseload in the world. While some groups are considered refugees by the Government of India, (Tibetans, Sri Lankans), individual refugee status determination (RSD) is undertaken by UNHCR in India for most of the other nationalities. 

UNHCR’s collaboration with UNV and active deployment of UN Volunteers began in 1990.  This collaboration progressively expanded as humanitarian crisis continued to unfold.  UNHCR now administers UNVs in both emergency and non-emergency situations to work closely implementing UNHCR’s mandate towards refugees and IDPs.

The volunteer will work closely with UNHCR’s Protection Unit. In his/her daily work the incumbent will plan tasks aimed at improving the protection situation of asylum-seekers and refugees through partnerships with various stakeholders. The incumbent will be expected to coordinate the work related to prevention and response to Detention and the work related to documentation (e.g Long Term Visa) of persons of concern.

Duties and Responsibilities

Under the direct supervision of the Associate Protection Officer the UN Volunteer will undertake the following tasks:

  • Support training and capacity building of existing and identified new partners on prevention and response to detention.
  • Support the implementation strategy on both prevention and response to detention, including strengthened capacity building to various stakeholders
  • Develop lists to follow up on documentation such as long term visas, stay visa or residential permit that are provided to refugees by the government to India to reduce risk of detention
  • Support protection outreach team in their outreach activities at various centres/locations
  • Coordinate the storing and distribution of reference books and other materials in the library
  • Any other tasks that might be assigned

Furthermore, UN Volunteers are encouraged to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible

Results/Expected Output:

  • Implementation of the UNHCR India’s strategy on Prevention and response to detention resulting in release of persons of concern from detention and mitigating in line with UNHCR policies, guidelines and standards.
  • Facilitating the process of grant of Long Term Visa/stay visa to refugees from the Government Of India
  • Relevant research undertaken.
  • A final statement of achievements towards volunteerism for development within your host community.
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Competencies

  • 2 years job experience relevant to the function or on human rights issues
  • Excellent oral and written communication skills.
  • Comprehensive knowledge of protection principles with respect to working with refugees and asylum seekers.
  • Ability to relate human rights issues and perspectives, including gender issues, to UNHCR’s protection work.
  • Highly organized and self-motivated.
  • Excellent computer skills.

Desirable qualifications and skills required

  • Previous employment with an international NGO, UN or other such relevant agencies; ideally a mixture of more than one (e.g. NGO and UN).
  • Professional experience in counselling and working with children. Previous experience with child protection agencies would be an added advantage.

University degree in Law or in General Legal Studies or international relations or public policy

Living Conditions

New Delhi and the surrounding National Capital Region is a large and bustling metropolis of some 14 million people undergoing rapid changes. The capital city is an administrative, cultural and commercial center with modern amenities and well connected by air. It is a safe place with large expatriate community drawn from embassies, UN agencies, MNCs and foreign businesses. It has short moderate winter and long hot summer.

Conditions of Service (National UNV COS_ENG )

A nine-month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of Rs. 39,584 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
