Background

UNDP Libya, based at Tunis - Tunisia is seeking a qualified and motivated international consultant under “Capacity Strengthening Initiative (CSI) programme” of UNDP Libya. The consultant will work under the supervision and guidance of Project Manager, and in direct consultation with the Ministry of Planning, and in cooperation with the team of experts and work as Lead facilitator for a training on policy formulation and government program planning. The training is scheduled to be held in Tunis, Tunisia. The overall purpose of the training is to enhance the role and efficiency of line ministries technical staff to program and plan the policy formulation processes in the areas of program design, targets identification, costs estimation, cost financing and Implementation.

Duties and Responsibilities

Under the supervision project manager, with technical guidance provided of Ministry of Planning and other staff, the Consultant will perform the following duties:

  • Submit a work plan and propose a methodology as lead facilitator according to the workshop Agenda including the working group to cover the 5 days of the workshop;
  • Facilitate working groups discussion and presenting each group results;
  • Act as energizer, team building & trust building facilitator;
  • Focus on involving attending participants to lead the presentations and facilitate their own discussions;
  • Contribute to the workshop documentation;
  • Preparation of workshop training Report.

Required Skills and Experience

Education:

  • Master’s degree in international development, management and project management, or any other relevant discipline.

Experience:

  • 5-7 years of progressively responsible experience in a relevant field in conducting training, facilitation of teams and team building for governmental staff in developing countries;
  • 5-7 years of progressive experience in planning , needs assessment design and training, public reform, and policy formulation (at least partially in post-conflict countries);
  • Proven intellectual and practical capacity to understand and interpret national development issues, particularly in post-conflict/crisis country settings;
  • Proven intellectual and practical capacity to understand capacity gaps at the institutional, organizational, and individual levels;
  • Proven intellectual and practical capacity to supporting post-conflict recovery and development;
  • Proven experience with coaching and advisory roles as part of capacity development of national government counterparts in post-conflict recovery processes.

Language:

  • Fluency (both spoken and written) in English and Arabic.
