Background

Global Pulse is an innovation initiative in the Executive Office of the United Nations Secretary-General, harnessing today's new world of digital data and real-time analytics to gain a better understanding of changes in human well-being. Global Pulse hopes to contribute a future in which access to better information sooner makes it possible to keep international development on track, protect the world's most vulnerable populations, and strengthen resilience to global shocks. Global Pulse is being implemented as a global network of Pulse Labs, bringing together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data for more effective and efficient policy action.

Pulse Lab Jakarta

Global Pulse established a Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta will function as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience.  Following the development of useful approaches, Pulse Lab Jakarta will support institutional adoption of these innovations into policy and practice.

Under the supervision of the Pulse Lab Head of Office, and working closely within the team, the Programme Specialist will work on all data innovation related aspects of the Lab’s project portfolio, interacting with the Lab’s stakeholders and clients and supporting implementation of projects. The Programme Specialist is expected to manage a portfolio of projects under a thematic area and also facilitate data innovation workshops and expand our portfolio of projects across the region.

Duties and Responsibilities

Functions / Key Results Expected

Summary of Key Functions:

  • Ensuring the strategic direction of PLJ’s programme;
  • Management of a thematic portfolio of projects to ensure relevant prototypes are developed;
  • Strategic partnerships and support to resource mobilization;
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building and management. 

As a member of the PLJ team, ensures the strategic direction of PLJ’s programme focusing on achievement of the following results:

  • Thorough analysis of the operating context in country and ensures PLJ’s goals and workplan are aligned with Government of Indonesia strategic priorities;
  • Identification of strategic programme areas of cooperation;
  • Operationalization of PLJ’s programmatic work in collaboration with the main stakeholders. Identification of possibilities for joint programming with donor partners, UN agencies, GoI counterparts and private sector partners;
  • Analysis and presentation of PLJ’s work in an engaging manner;
  • CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.

Management of a thematic portfolio of projects to ensure relevant prototypes are developed focusing on ensuring quality control of the full cycle of programming from formulation to prototype verification achieving the following results:

  • Identify examples of data and social innovation from national and international practice that can be shared to client organisations in government and the development sector;
  • Design and formulation of PLJ projects in line with government expectation at central and local level. Coordination of programme implementation with the executing agencies;
  • Strategic oversight of planning, budgeting and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations;
  • Effective monitoring, measuring the impact of the PLJ programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results:

  • Forge links with the private sector and drive innovative partnerships to achieve programme outcomes;
  • Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
  • Determination of programmatic areas of cooperation, based on strategic goals, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing and resource mobilization;
  • Develop new models of collaborative innovation across the UN country team and GOI in Indonesia.

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to overall goals;
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Apply agile approaches such as rapid prototyping, design thinking to project design and promote their use by partners.
  • Establishment of data innovation networks at national level and linked to international networks. Relevant, high-impact data design workshops are facilitated;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme.

Impact of Results

The key results have an impact on the overall success of Pulse Lab Jakarta’s activities and reaching overall goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:    

  • Master’s Degree or equivalent in International Relations, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:    

  • 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems;
  • Demonstrated ability to create and build innovative practices for international development;
  • Good understanding of UN strategic priorities, especially from field-based perspective;
  • Anticipates and understands internal and external issues and opportunities that may impact on the organization;
  • Ability to contribute effectively in team-based setting, especially in the area of knowledge sharing and learning; leverage the different experiences and expertise of team members to achieve better outcomes;
  • Strong writing skills.

Language:

  • Fluency in written and spoken English.
