Background

Finalization of sectorial protocols and development of an inter-sectoral protocol on service provision to women victims/survivors of violence, within the framework of the project “Creation of inter-sectoral assistance mechanisms for women victims of violence in Greater Tunis” (National Board on Family and Population (ONFP)/Ministry of Women, Family and Childhood (MFFE)/UN Women).

Context and justification:

According to the National Survey on Violence against Women (ONFP, 2010), gender-based violence in Tunisia affects 47.6% of women aged between 18 and 64.

Although Tunisia adopted in 2008 a National Strategy to Combat Violence against Women (VAW) and despite the fact that this issue has been considered a priority by the Ministry of Women, Family and Childhood (MFFE), services providing assistance to women victims of violence are lacking, knowledge by different service providers on gender-based violence (GBV) is still very limited and coordination between services remains poor and ineffective. Indeed, the number of trainings offered to service providers is not sufficient; psychological support is mainly focused on “listening” to victims; service provision for GBV victims as well as case follow-up are deficient.

Furthermore, evaluations conducted over the last years strongly underlined the importance of supporting ONFP representatives and regional authorities in their endeavor toward the development of a network for assisting women.

These evaluations all stressed the need to enhance access to quality information on available facilities to assist women victims of violence as well as networking efforts in order to standardize reception procedures and ensure confidentiality and better identification of cases.

This consultancy is framed within the project “Creation of inter-sectoral assistance mechanisms for women victims of violence in Greater Tunis”, launched in November 2014 in partnership with MFFE and ONFP. During the previous phase of the project, sectoral protocols for assistance provision to women victims of violence in the different sectors concerned (health, security, social affairs, justice, family protection) were elaborated in Arabic by a national consultant. This work was supported and coordinated through a network of focal points within all the ministries involved. Moreover, a number of tools for inter-sectoral service provision was created and tested within the Ben Arous district.

On this basis, UN Women, in partnership with the Ministry of Women, Family and Childhood and the National Board on Family and Population, wishes to call for an international consultant to finalize sectoral protocols and to develop an inter-sectoral protocol for service provision to women victims/survivors of violence.

This consultancy intends to contribute to the achievement of the project’s overall objective aiming at ensuring an effective and coordinated inter-sectoral response for women victims of violence in the Greater Tunis area, through the creation of coordination mechanisms across different sectors in the field of service provision to women victims of violence.

Duties and Responsibilities

Objectives and expected results:

  • To contribute to the finalization of sectoral protocols and tools used in sectoral  service provision ;
  • To develop the inter-sectoral protocol and the mini handbook on the application of this protocol.

Expected Results:

At the end of the thirty (30) effective days of work, it is expected that:

  • The sectoral protocols and the tools will be  revised and finalized;
  • The inter-sectoral protocol for service provision to women victims of violence will be developed and validated by the ministries involved and by the Technical Committee.

Main tasks and activities of the Consultant:

  • To become acquainted with the current situation of violence against women in Tunisia;
  • To become acquainted with the products developed during the previous phases of the project;
  • To provide technical support upon request of the Technical Committee;
  • To revise the final version of sectoral protocols, tools and handbooks for each sector;
  • To get in contact with the focal points and with all the actors involved in the project including the five (5) recruited national consultants, in order to develop the inter-sectoral protocol;
  • To develop the inter-sectoral protocol  in Arabic;
  • To develop a handbook in Arabic , in close collaboration with the above mentioned national consultants;
  • To integrate comments and suggestions made by the ministries involved, the national consultants and the Technical Committee on the inter-sectoral protocol and the application handbook;
  • To elaborate a legal instrument for the application of the inter-sectoral protocol, in close collaboration with the national consultant on justice sector.

To carry out two (2) international missions to Tunisia in order to:

  • meet the focal points, the national consultants, the ministries involved and the Technical Committee (10 days);
  • animate a workshop to present the inter-sectoral protocol in November 2016 (3 days);
  • To produce a regular summary in English or in French of the inter-sectoral protocol and of the  handbook throughout  their elaboration.

 Deliverables:

  • Detailed Methodological Note (agenda, foreseen meetings with partners, desk review of studies and documents available including international best practices);
  • Inter-sectoral protocol  and application handbook  in Arabic;
  • Legal instrument for the application of the inter-sectoral protocol   in Arabic;
  • End of mission Report in English or French.

UN Women/ONFP/MFFE Obligations:

ONFP/MFFE will provide assistance and support to the international consultant, in close collaboration with the project Technical Committee, in order to ensure the successful outcome of his/her mission. They will timely provide all the documents and information he/she will request.

UN Women will cover the fees and daily per diem costs (during his/her mission to Tunisia) related to the consultation in line with the United Nations established rates. Transportation costs from and back to the consultant’s country of residence and within Tunisia, in economic class, will be reimbursed upon submission supporting travel documents.

Required Skills and Experience

Edication:

  • Graduate certificate in Law (at least a Master’s Degree).

Experience:

  • A proven expertise in developing legal instruments, namely inter-sectoral protocols;
  • A proven expertise (at least 5 years) in the issue of gender-based violence, in particular on service provision to women victims of violence, including referral mechanisms of women victims of violence to service providers;
  • Experience working with civil society, in particular in the area of  violence against women/ gender-based violence;
  • Practical work experience on the issue of  violence against women in the MENA region.

Languages:

  • Good writing skills in Arabic and in English or French (required).

A Financial offer including:

  • A detailed financial proposal in US$, including in particular all transportation costs for all foreseen trips.

Payment modalities

Payment will be in US$ according to the following modalities:

  • 20% upon validation of sectoral protocols;
  • 50% upon validation of the inter-sectoral protocol and  its application handbook; 
  • 20% upon validation of the legal instrument;
  • 0% upon submission of the End of Mission Report.
