Background

Under the guidance and supervision of the Sustainable Development Dimension Chief, the Project Coordinator will provide a high quality services to the project “Capacity building of professionals of the Kyrgyz Republic for organization of the system of cattle identification and tracing in Kyrgyzstan in the framework of participation in the Eurasian Economic Union” to ensure timely and efficient coordination and monitoring over implementation of respective Project Output. The Project Coordinator promotes a client, quality and results-oriented approach.

Duties and Responsibilities

  • Responsible for the implementation of Project activities;
  • Prepare quarterly action plans and component progress reports;
  • Responsible for operational management of the Project and in compliance with the UNDP Rules and Regulations;
  • Responsible for formulation, implementation and evaluation activities of the Project;
  • Responsible for timely preparing and compilation of the Project Annual/Quarterly Work plans, Progress and Final Reports, Budget Forecasts;
  • Ensuring the delivery of the assigned Project resources against approved budgets;
  • Ensure aligning the project activities with the UNDP mandate and corporate priorities, National strategies and contribution to the capacity development of the national counterpart institutions;
  • Liaise with key stakeholders and other partners to ensure proper coordination and partnership within the framework of Project activities implementation;
  • Ensure fulfillment of standard procedures, including the ones on procurement, contracting of services and formalizing partnerships, in accordance with UNDP Rules and Regulations;
  • Regularly assess performance of specialists working under his / her supervision (if applicable);
  • Ensure proper documentation and codification (knowledge management) of Project methodologies and experiences for wide dissemination and institutional memory;
  • Undertake regular field visits;
  • Monitor regularly and ensure timely and adequate implementation of the Project action plans, undertake necessary preparatory actions for the planned activities, and liaise with relevant parties, if needed;
  • Handle correspondence and keep the filing system related to the project matters;
  • Arrange Project events including meetings, trainings and other activities related to Project implementation;
  • Work towards achievement of goals set up in UNDP strategic documents (Corporate strategy, UNDAF, CPAP, Programme document etc.) and relevant national legislation;
  • Work with SD Dimension Chief on the substantive aspects of the Dimension;
  • Coordinate Project regional staff activities, provide advisory and technical assistance to the Project regional staff;
  • Perform other duties that may be required by SD Dimension Chief for effective implementation of the Project.

Required Skills and Experience

Education:

  • Master's degree or equivalent in Agriculture, Veterinary, Economics, or Business Administration.

Experience:

  • 2 years of relevant experience in managing/coordinating projects in the field of Agriculture and hands-on experience in design, monitoring and evaluation of development projects;
  • Knowledge of the issues in animal identification, general understanding of all the major program issues;
  • Be familiar with development methodologies, including participatory approaches to strategic planning, strategic management and the management of institutional change in developing countries including in agriculture and livestock farming area;
  • Experience in training and education in agriculture/livestock farming areas, building capacity of local organizations and/or individuals in technical and organizational development areas;
  • Experience of work with the international organizations, high-level government officials representing central governmental bodies and local administrations;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).  

Language:

  • Fluency in Russian and Kyrgyz;
  • Knowledge of English is an asset.
