Duties and Responsibilities

Objectives of the Assignment

UNDP Turkey Democratic Governance Portfolio (IDGP) contributes to consolidating the gains made so far and to the advancement of governance processes and institutions that foster effective democratic governance and are adapted to and able to deliver on the public expectations for inclusiveness and participation. It is guided not only by UN values, but also by the 10th National Development Plan’s objectives with regards to rule of law and access to justice, fundamental rights and freedoms and public administration reform. UNDP is cooperating with various national counterparts in the referred field, including the human rights machinery, Ministry of Justice, the Justice Academy, high judiciary, the Union of Bar Associations and Bar Associations. Currently UNDP is working on different new fields addressing to the capacity needs in the field of human rights and access to justice.

The ToR at hand is for the Project Associate to support the project(s) under Rule of Law and Human Rights Cluster under IDGP. The purpose of the referred Cluster is to promote an environment conducive to the rule of law and the enjoyment of human rights, which would support an inclusive, people centered development agenda, through strengthening (a) the systems for access to justice and legal empowerment for people to have their voice heard, exercise their rights, challenge discrimination or hold decision-makers accountable, (b) the efficient functioning of the human rights mechanism, (c) anti-corruption efforts for  efficient, responsive, transparent and accountable systems at both local, regional and national levels.

Under the supervision of the Cluster Lead, the Project Associate carries out a wide range of tasks related to project formulation and implementation. S/he is engaged in one or several projects within a cluster. The Project Associate is responsible for implementing project activities in a timely manner according to the project plans and UNDP´s programme procedures and delivering high-quality outputs in a variety of project implementation processes. 

The Project Associate works in close collaboration with the Portfolio Administrator to ensure smooth and timely management of inputs as well as other Project Associates and Cluster Leads to coordinate activities and seek synergies.

1. Project planning and AWP formulation supported

·       Prepares inputs to formulation of AWPs and planning and sequencing of activities for new projects. Provides inputs to detailed implementation plans.

·       Assists in formulation of budgets.

·       Assists in periodic revision of AWPs and procurement plans.

·       Organises and follows up to LPAC for new projects

2. Projects implemented timely and effectively according to AWP (one project or cluster of projects)

·       Plans and organises implementation of project activities according to AWP and project budget. Coordinates implementation with, and between, the project partner ensuring effective information flows between partners.

·       Prepares inputs and provides support to organisation of Project Board meetings.

·       Organises and coordinates project meetings, reviews and site visits.

·       Organises project events (meetings, workshops, events, seminars, training).

·       Monitors performance of contractors (consultants, companies).

·       Monitors bottlenecks and problems in project implementation, proposes/takes corrective action as required.

·       Prepares inputs to reports and compile project reports according to the project document (monthly reports, quarterly reports, donor reports, final report).

·       Prepares inputs to ATLAS project management module (as requested by Portfolio Administrator).

·       Drafts correspondence, notes, briefs and other materials and documentation.

·       Implements project-specific communications plans by preparing materials and inputs for the website and organizing events.

3. Project inputs administered timely and efficiently according to project plans and UNDP procedures

·       Prepares inputs to ToRs, technical specifications, RFP/RFQ, bills of quantities.

·       Assists in evaluation of bid and offers, compiles and prepares documentation (bid opening report, evaluation and selection reports).

·       Assists in selection of project experts and consultants and participates in selection process.

·       Organises and implements procurement of goods and services < USD 5,000 through canvassing.

·       Prepares Request for Direct Payment (RDP) for signature.

Reporting Structure

The Project Associate reports to Cluster Lead.

 Performance Indicators for Evaluation of Results

1. Qualitative inputs provided for project formulation, AWP and budgets; timely LPACs organized.

2. Project activities organized in a timely manner; qualitative inputs prepared to project reports; high-quality correspondence, briefs, reports prepared.

3. Timely and qualitative inputs prepared to procurement process; canvassing carried out correctly according to UNDP rules; selection processes carried out in a timely manner; RDPs prepared correctly.

Competencies

  • Minimum of 3 years experience in project cycle management in the public or private sector or NGOs or international organizations.
  • Minimum of 2 years experience in supporting the projects/programs for human rights and/or rule of law
  • Good technical knowledge on issues of human rights and rule of law
  • Experience in organising and coordinating events and activities.
  • Strong English language drafting skills

Language requirements:

Fluent written and spoken English

Computer skills:

Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases
