Background

Andhra Pradesh is located in the Southern peninsula of India with a geographical area of 1,60,200 sq.km making it the 8th largest state in the country and has the 2nd longest coastline in the country about 974 km. The state has a variety of physiographic features ranging from high hills, undulating plains to coastal and deltaic environment. The eastern ghat runs parallel to the coast along the eastern part of the state and several rivers including Krishna and Godavari cuts through this region. Southern peninsula, where Andhra Pradesh is located, is one of the most cyclone prone areas in the world, with these storms developing in the Bay of Bengal, Andaman Sea or South China Sea. Thus, the state is frequently impacted by Cyclone due to storms with high surges along with high wind speeds. Tsunami though not frequent along the Indian coast, does pose tremendous amount of threat to the life and property even miles away from the coast. Torrential rainfall and high wind speed, also brings about flood in the Godavari delta. Several NE-SW trending fault lines and fractures run through the east coastal region of the state. The eastern part of the region especially the Rayelseema belt is severely drought prone. Further, due to its key installations, the eastern region of the state is exposed to oil spill, industrial hazards, fire, dam breaches and mine accidents. Moreover, the prevailing socio-economic conditions of the state has increased its vulnerability to terrorism, communal conflict, bombs and civil unrest. After the disaster impact on Visakhapatnam city due to Cyclone HudHud, 2014, the state has decided to enhance the preparedness of all the major cities in Andhra Pradesh.

In light of the above, Andhra Pradesh government has requested UNDP to provide support to enhance its preparedness level at the District, City and Departmental level through preparation of their Disaster Management Plans and SOPs for the State and District Emergency Operation Centres. UNDP has agreed to provide demand-based development support services to Andhra Pradesh (AP) Government accordingly. UNDP and AP government have therefore entered into an Agreement for implementation of the project.  In this context, UNDP is looking for Consultant to review and revise the existing District Disaster Management Plans and/or preparation of new DDMP’s.

Duties and Responsibilities

The Individual Consultant will work under the overall supervision of the Emergency Analyst, UNDP. He/she would be responsible for carrying out the following tasks:

  • Carry out a desk review of existing District Disaster Management Plans (DDMP)/ Contingency Plan if any of the assigned district with a view to assess comprehensiveness in terms of multi-hazard risk mitigation & preparedness, clarity of roles & responsibilities, operational efficiency  and appropriateness in aftermath of a disaster; If the District Disaster Management Plan is not available then based on the agreed template initiate the process of plan preparation;
  • Collect and review other district level plans, procedures, guidelines, reports etc. that could be relevant for DDMP;
  • Identify gaps in the existing DDMP and provide specific recommendations on addressing the gaps established during the review process to update the DDMPs;
  • Prepare check-lists and guidance notes that will inform the district authorities on how to review and revise their respective disaster management plans;
  • Prepare background notes and agenda for Consultation Workshops for revision of DDMPs with key stakeholders at district level;
  • Coordinate and facilitate Consultation Workshops for revision/preparation of DDMP as per model template;
  • Prepare Report of Consultation Workshops with recommendations/suggestions;
  • Revise/Prepare DDMP plans duly incorporating all suggestions and recommendations of the Workshops;
  • Submit the draft DDMP and obtain feedback from the SDMA, UNDP and concerned authorities of the District to finalize it;
  • Submit final versions of DDMP to the DDMA/SDMA/ UNDP after duly incorporating feedbacks/ suggestions received from DDMA, UNDP and concerned authorities of the SDMA.

Schedule of Work: 

  • Submission of draft review reports of the existing DDMP based upon desk research within 7 days from the date of signing of the contract;
  • Submission of reports of Consultation Workshops – within a week after each of the workshop;
  • Draft DDMP within 25 days from the date of signing of the contract;
  • Submission of draft revised DDMPs after incorporating changes/suggestions received in  the Consultation Workshops – within 30 days from the signing of the contract;
  • Submission of the final revised DDMPs within 37 days after receiving comments from UNDP/DDMA/SDMA.

Required Skills and Experience

Educational Qualifications:

  • Bachelor’s degree in Social Science/Management/Planning and/or related development studies.

Work Experience:

  • Minimum 5-7 years’ experience in disaster risk management, emergency/crisis management or related discipline;
  • Proven experience of undertaking similar assignments;
  • Should have experience in working with Government/ UN organizations

Language Requirement:

  • Fluency in oral and written English is required. Knowledge of Telugu is desirable.

Payment Schedule: 

  • On submission of review report of the DDMP : 20%;
  • On submission of first consultation meeting report: 20%;
  • On submission of draft DDMP : 30%;
  • On submission of final revised DDMP : 30%

Documents to be submitted:

  • Proposed Work Plan for undertaking the Assignment with approach & methodology;
  • Detailed CV with contact details of three references;
  • Financial Proposal specifying per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules.

Evaluation Criteria:

  • Individual consultants will be evaluated based on the following methodologies i.e. cumulative analysis.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/ compliant/ acceptable and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight -70%

Financial Criteria weight- 30%

Shortlisting would be done based on the following criteria:

  • Relevant Experience 35% Marks;
  • Proposed Work Plan for undertaking the Assignment 35% Marks;
  • Financial 30% Marks.

Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation.
