Background

Under the guidance and direct supervision of the UNDP Head of Unit- Democratic Governance and Peace consolidation, the national coordinator is responsible for general management of the “Deepening Democracy and Accountable Governance” programme. The national coordinator analyzes political, social and economic trends and leads the formulation, management and evaluation of programme activities and provides policy advice services.

The purpose of the Deepening Democracy Through Strengthening Citizens Participation and Accountable Governance program is to deepen democracy and strengthen citizen participation and accountability in governance through reinforcing inclusive participation and strengthening political accountability by addressing the issues of political participation, media-sector reforms and use of evidence based governance and planning.

The program  is aligned to the programming cycle of the Government of Rwanda and UN through the EDPRS 2 and the UNDAP and is intended to efficiently respond to the national priorities as expressed in the  Economic Development and Poverty Reduction Strategy (EDPRS 2) and the UNDAP for the period 2013-2018. The project aims specifically to contribute to the achievement of Result 2, Outcome 1 of the UNDAP which is “Improved accountability and citizen participation in sustainable development and decision making process at all levels”. It focuses on four main components which are: (1) inclusive participation, (2) accountability of institutions, (3) evidenced based governance and (4) national coordinating authorities in order to improve their performance.

The programme support five main implementing partners which are Rwanda Governance Board, Media High Council, National Forum for Political Organization, the Rwanda Parliament, the National Electoral Commission and Media Associations

A national coordinator will be recruited to assume the overall management responsibilities of the program. The national coordinator will be responsible for the day-to-day management of the project including financial oversight and technical support to the implementation of the project. He/She will coordinate activities in close collaboration with UNDP and implementing partners. The national coordinator works in close collaboration with the UNDP operations team and programme staff, other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Duties and Responsibilities

Summary of Key Functions:

  • Provision of top quality policy advice services to the partners and facilitation of knowledge building and management;
  • Implementation of programme strategies;
  • Management of the CO programme;
  • Contribution to DaO Initiative;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy.

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Develop programme capacity development plan and coordinate its implementation;
  • Organization of trainings for the operations/ projects staff on governance and programme management issue.

Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UNDAP, CCPD, CPAP and other documents;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Initiation of a project, presentation of the project to PAC, entering project into Atlas ( in small offices), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Participates in recruitment processes for projects;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in the audit of NIM projects;
  • Follow up on CO and NIM audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the management focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization

Impact of results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education

  • Master’s Degree or equivalent Public Policy, Public Administration and management, Governance, Political Sciences, Business Administration, Social Sciences or related field.
  • Specialized professional training in project management/ development/ implementation such as Prince2, Project Management Institute (PMI) certifications, or other internationally recognized project management certifications may be an asset.

Experience:

  • 4 years of relevant professional experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems
  • Proven 10 years of relevant experience is desirable

Language requirement:

Fluent (both verbal and written) in English and working knowledge of French and Kinyarwanda.
