Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside the 19 other UN agencies (FAO, ILO, OHCHR, UNDP Fiji Multi-County Office, UNDP Samoa Multi-County Office, UNAIDS, UNDSS, UNEP, UNESCAP, UNESCO, UNFPA, UN-Habitat, UNICEF, UNISDR, UNOCHA, UNV, WFP, WHO, WMO) in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.  The MCO has field presences in Kiribati, Nauru, Samoa, Solomon Islands and Vanuatu and program presence in Tonga.

UN Women, in partnership with Pacific Islands Governments, regional organizations, CSOs, donors and UN agencies, focuses on delivering within four interlinked programme areas:

  • Advancing Gender Justice;
  • Ending Violence against Women (EVAW);
  • Improving Women’s Economic Empowerment (WEE);
  • Climate Change, Disaster Risks Reduction and Humanitarian Response.

The Markets for Change - Fiji, Solomon Islands and Vanuatu Project (hereinafter referred to as the M4C Project) is a six year initiative under the Women’s Economic Empowerment programme aimed at ensuring that marketplaces in rural and urban areas in Fiji, Solomon Islands and Vanuatu are safe, inclusive and non-discriminatory environments, promoting gender equality and women’s empowerment. It is the largest project currently ran by the Fiji MCO and aims to promote the gender, social and economic empowerment of market vendors, with specific attention to the needs and aspirations of women market vendors.

Under the supervision of the Deputy Representative Fiji Multi Country Office and in collaboration with a team of thematic program managers, the Monitoring, Reporting and Evaluation Specialist will personally lead the results-tracking, monitoring and evaluation of the multi-country Markets for Change Project (M4C) as well as providing overall technical and programmatic supervision of the Fiji MCO M&E portfolio and M&E team.

The Monitoring, Reporting & Evaluation Specialist will be responsible for the following tasks :-

  • Monitoring and Evaluation Services;
  • Reporting and Knowledge Management Services;
  • Capacity Development;
  • Managerial and Organizational Tasks.

Duties and Responsibilities

Monitoring and Evaluation Services:

  • Develop, improve and maintain systems and tools for effective monitoring and results-tracking of the Markets for Change program in Fiji, Solomon Islands and Vanuatu;
  • Provide support and technical oversight of the development, improvement and maintenance of systems and tools for effective monitoring results-tracking for all programmes and projects implemented in the Fiji MCO region;
  • Effectively monitor and track results of the M4C project across all three countries, synthesize and analyze monitoring data on a quarterly basis and ensure that the objectives are met, delivered on time and properly captured for donor and UN Women reports; provide support and technical oversight to the effective monitoring and results tracking of all other programmes and projects implemented by UN Women in the region;
  • Support the delivery of high quality reporting for the M4C project and provide support to the overall monitoring of reporting in the Fiji MCO on a regular basis, provide feedback and suggest measures for improvement;
  • As Evaluation and Monitoring Focal Point for M4C, lead the management of M4C  mid-term reviews and external evaluations in partnership with the Deputy Representative and M4C project managers, including the drafting of management responses, and provide assistance and technical oversight with the management of other projects mid-term reviews and external evaluations;
  • Assist Project Managers, programme staff and country program coordinators in developing Project Logical and Performance Monitoring Frameworks, including the setting up of a comprehensive and cross sectoral performance monitoring framework at country level.

Reporting and Knowledge Management Services:

  • Monitor the M4C donor reporting schedule and ensure that Project Managers provide timely inputs to the donor reports as per schedule;
  • Provide substantive inputs to corporate exercises such as the Annual Work Plans, Annual Report, Progress Reports, UN Women publications and Strategic Note development exercises;
  • Review progress reports from M4C implementing partners including narrative and financial reports and provide recommendations and guidance for improvements;
  • Prepare substantive reports and written contributions for various purposes for M4C, and review reports for other MCO programmes, including inputs for annual and donor reports, speeches and newsletters, fund raising efforts and other needs;
  • Take a lead on technical supervision, and support to tracking and synthesizing results, tools and good practices resulting from the implementation of M4C as well as other UN Women programs and projects in the region, including capturing findings and lessons learned and assist in the preparation of knowledge products;
  • Upload and update of national data related to M4C project into the electronic tracking system for annual reporting.

Capacity Development:

  • Actively support UN Women Staff members and implementing partners in the region including by providing trainings for UN Women and partners on Monitoring, Reporting and Evaluation, as needed.

Managerial and Organizational Tasks:

  • Serve as the head of the MCO M&E unit, and act as co-supervisor of the Pacific Fund M&E coordinator and direct supervisor of the program support associate for M&E;
  • Serve as the Evaluation and Monitoring Focal Point for the Fiji MCO and liaison between the Fiji MCO and Regional Office, HQ as well as with other leading M&E practitioners including from UN sister agencies and consult as needed for the achievement of the above and all related tasks;
  • Directly support the work of the M4C Project Unit in the development and monitoring of the Annual Work plans and Operational Work plans for all 3 countries.
  • Participate as needed in the annual planning exercises and cyclical planning exercises including the Development Results Frameworks, the MCO Strategic Note, UN Development Assistance Frameworks (UNDAF) and  provide technical assistance as requested and needed;
  • Liaise with UN Women administrative and support staff for the contracting of services, including by providing terms of reference for technical assistance subcontracts and in ensuring timely submission of reports from implementing partners and contractors.

Impact of Results:

The key results have an impact on the overall effectiveness and success of UN Women’s interventions and activities in achieving the country’s development and the SDG.  Effective implementation of evaluation policies and strategies enhance the effectiveness of UN Women programmes.

Required Skills and Experience

Education:

  • Masters’ Degree or equivalent in Political or Social Science, Economics, International Development Studies, Gender / Women Studies or related field;
  • Degree in Monitoring & Results Based Management considered an asset.

      And/or:

  • Bachelors’ Degree or equivalent in Political or Social Science, Economics, International Development Studies, Gender / Women Studies or related field;
  • Degree in Monitoring & Results Based Management considered an asset.

Experience:

  • Masters’ Degree or Higher + years of experience requirement : Minimum 5 years of relevant experience at the national, regional or international development with substantive expereince in the area of developmnt and/or gender equality and women’s empowerment issues.

      And/or:

  • Bachelors’ Degree + years of experience requirement : Minimum 7 years of relevant experience at the national, regional or international development with substantive expereince in the area of developmnt and/or gender equality and women’s empowerment issues.

Additional Requirements:

  • Preferrably 3-5 years of direct work experience in the area of monitoring and reporting, including proven track-record in the design and implementation of comprehensive monitoring systems;
  • Experience in the United Nations, UN Women and/or other multilateral organization, field work experience, are highly desirable.
  • Good knowledge of research methods, solid understanding of knowledge management, and knowledge of ATLAS and Prince II considered an asset.

Language:

  • Fluency in the UN and national language of the duty station.
