Background

Women’s equal participation in political life plays a pivotal role in the general process of the advancement of women. Equal participation of women in decision making is not only a demand for simple justice or democracy but can also be seen as a necessary condition for women’s interests to be taken into account. Without the active participation of women and the incorporation of women’s perspectives at all levels of decision making, the goals of equality, development and peace cannot be achieved. Until gender parity is reached in governance, women cannot reach full equality with men in any sphere. The absence of women’s voices in shaping the most fundamental political instruments—the most critical of which is the national budget—has ensured the preservation of gender inequity even with regard to women’s health and security in their own homes.

In Montenegro, women are still underrepresented in politics and decision-making bodies, despite the fact that Electoral law has integrated quota system as affirmative measure for minimum of 30% of women at the electoral list. Significant results have been achieved but political agendas of parliamentary parties are still not gender aware, while female political candidates cannot be seen as strong human and women rights advocates.   
 
Given the slow speed of the overall gender sensitization of the political agendas and party structures, there are increased calls for more efficient methods to reach not only gender balance in political institutions but to strengthen quality of party work on human rights and creating people based policies and laws design.

Program Support to Anti-discrimination and Gender Equality Policies, implemented in partnership between Ministry of Human and Minority Rights and UNDP and with financial support of the Delegation of European Union to Montenegro, aims to ensure that fundamental human rights have been protected and promoted in compliance with international standards. The specific objective of the project is to improve the social and institutional responsiveness towards promotion, protection and enforcement of human rights and equal opportunities, specifically focusing on the implementation of the anti-discrimination and gender equality policies

In area of political empowerment of women, Program will build on previous results achieved under the Gender Program IPA. Therefore, significant effort will be invested to increase women’s political capacities which makes women political candidates for direct beneficiaries, while parliamentary political parties will be the also beneficiaries of this action as well as party leaders.
 
The Program plans to follow up on the advancement of the existing gender capacities in the parties but also to help further development of the internal capacities of political parties, enabling their understanding of significance of gender-balanced leadership and to benefit from gender-sensitive approach to politics. To fulfill this goal, the Programme will hire experienced gender equality trainer to design and lead intensive training for trainer’s program focusing on advanced education of the existing pool of trainers, but also to prepare and deliver T4T for new group of trainers. Finally, women members of local assemblies will be targeted participants at the educational workshops on gender equality.

Duties and Responsibilities


Objectives of the assignment: To strengthen capacities of women from political parties to address and overcome gender stereotypes and to benefit from gender-balanced leadership and gender-sensitive approach in politics. To strengthen political knowledge and skills of female members of political parties and to generate critical mass of women to advocate for gender responsive political agendas of parliamentary political parties.

Job content: Under the direct supervision of Gender Program Manager, consultant/trainer will perform the following duties:
 

  • Design and conduct learning needs assessment for women candidates for trainers and evaluate their convenience for trainers;
  • Develop training program for trainers; Design learning modules for three rounds of 5 days trainings for trainers on gender equality in political parties; Conduct training program;
  • Conduct evaluation and prepare final assessment for certification of trainers for trainers;
  • Design and conduct learning needs assessment for further strengthening of capacities and skills of trainers in parliamentary political parties certified for competence in implementing gender equality program in political parties through Gender Equality IPA project;
  • Develop advanced training program for trainers; Design learning modules for two rounds of 4 days trainings for trainers on gender equality in political parties; Conduct training program
  • Conduct learning needs assessment for women members of all 23 local assemblies in Montenegro
  • Design and conduct up to 12, two days local training programs for women members of local assemblies
  • Prepare and conduct 3 days of training for female parliamentarians with the focus topic on gender equality in political parties
  • Trainer will work in close cooperation with the Programme Manager.

Expected results/deliverables/reporting:

  • Assessment and selection of best 22 candidates for trainers;
  • Deliver 3 rounds of thematic trainings for new trainers from parliamentary political parties on gender equality;
  • Prepare final assessment for trainers'
  • Deliver 2 rounds of advanced trainings for certified trainers for gender equality in political parties;
  • Deliver 12 local trainings for women in local assemblies in Montenegro;
  • Design and deliver training for female parliamentarians.

 
Time duration and travel: The Consultant/trainer will be engaged under short-term Individual Contract (IC) for estimated time of 150 working days, including at least 10 field trips to Montenegro as per planed number of trainings. The date of the assignment and travel to Montenegro will be agreed with program manager in the course of planed implementation schedule. During the assignment, the Consultant is expected to spend  at least 95 days to do preparatory work and evaluation from home, and 55 additional days to actually conduct trainings in Montenegro. Precise schedule of the training will be developed in agreement with the Programme Manager.
The trainer is expected to cover travel and accommodation related costs during the above listed 18 trainings in Montenegro. These components should be included in the total lump sum financial offer submitted by the consultant.

Required Skills and Experience

Education:

  • University degree in Political Science, or any other relevant social science discipline;
  • Master Degree in in Gender Studies will be an asset.

Experience:

  • Minimum 10 years of relevant working experience in the field of Gender equality with political parties;
  • Of which minimum 7 years of relevant experience in adult education and training in the field of Gender equality with political parties;
  • Proven experience in mediation, coaching and mentorship;

Language:

  • Fluent in English;
  • Fluency in Montenegrin/Serbian/Croatian/Bosnian language is a distinctive asset.

Criteria for selection

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the inidividual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weigth - 70% (Background and education 10%;
  • Relevant previous experience - 20%;
  • Substantial knowledge/Required competencies 30%;
  • Required language -10%);
  • Financial criteria weight - 30%;
  • Only offerors obtaining a minimum 490 points for technical criteria will be considered for the financial evaluation.
