Background

Full-scale implementation of UNDP-supported and GEF-financed Project “Transforming the Market for Energy Efficient Lighting” commenced in the summer of 2011. The Project validity period equals five (5) years. The Project is being implemented on the national level by the Ministry of Ecology and Natural Resources of Ukraine.

The Project establishes and strengthens partnership relations with regional and municipal authorities, educational institutions and experts involved into energy efficiency. 

This Project is innovative for Ukraine and differs from the other energy efficient projects and programs that focus mostly on energy savings related to heating supply or protection of buildings against heat loss. Energy efficient lighting has always been one of the GEF’s uppermost priority for over a decade and this Project has been based upon the GEF relevant experiences, as well as upon the fact that the Ukraine’s energy efficient lighting market has already been established. However, notwithstanding the fact that the market has been already established and includes sufficient number of importers of products, it has not reached the same potential of other European countries due to inadequate national policy and existing pricing, as well as consumers’ negative experiences with “grey market” (low quality) products.

The Project's primary objective is to facilitate the Ukraine’s market transition to energy efficient lighting technologies by removing the existing barriers, and thereby contribute to reduction of GHG emissions.

In order to attain aforesaid objective, the Project provides for performance of the following core activities:

1. Improvement of the national policy framework to promote Energy Efficient lighting

2. Improvement of quality-assurance / quality-control (QA/QC) system for imported and domestically produced lighting products

3. Development and implementation of demonstration of EE lighting pilot projects in municipal sector

4. Improvement of EE lighting products penetration into the residential sector

5. Replication and dissemination of the Project results

Among the other tasks in Activity 4 there is task to create a micro-financing mechanism for energy efficient lighting projects in Ukraine. In order to assess the various approaches to solve this issue and provide the municipalities with best solution the Transforming the Market for Energy Efficient Lighting Project will hire the Individual consultant for analysis the effectiveness of various financing forms for complex lighting modernization.

Administrative arrangements: Individual consultant will work in close collaboration with the Project Team. The expert will report to the Policy Team Leader.

Duties and Responsibilities

The principal responsibility of the Consultant is to analyse the effectiveness of various financing forms for complex lighting modernization

 Analysis will require:

1. Identifying of possible sources of funding

  • Crediting by private investors
  • Funding by banking and credit institution
  • State and municipal funding
  • International organizations
  • Trading of greenhouse gas reduction

2. Identifying the forms of financing

  • Direct loans
  • preferential tariffs
  • ESCO
  • EPC (Energy - performance contract)
  • BOP (transfer of concession and management of the upgraded networks, at various stages of and conditions)

3. Analysis of the regulatory framework

  • The existing legislation of the first level (The Laws of Ukraine)
  • Secondary legislation (Decrees of the Cabinet of Ministers)
  • The draft laws
  • EU Directive
  • An analysis of shortcomings that must be improved/corrected

4. Economic Analysis

  • Approximate cost of upgrading
  • The payback period
  • Interest rates
  • Economical feasibility

5. Creation of the best financing concept for Ukraine

6. Development of Presentation kit for municipalities

 

DELIVERABLES

The key products to be delivered are as follows:

1. Initial Report (Report 1) which should be provided in hard copy in Ukrainian language with an abstract in English by 1 July 2016. The Report should cover:

  • The analysis of existing financing approaches with pros and cons;
  • The best solution for Ukraine including design of all supporting documentation (i.e. Draft contract with the municipality, the creditor, the energy - service company if any, manufacturer of the equipment if any, supplier if any);
  • Recommendations for improvement of the legislative field in order to eliminate barriers to investments in energy efficient lighting;
  • Informational kit for presentation on round tables, discussion with stakeholders.

2. Final Report including addressed comments of Policy Team Leader should be ready by 28 July 2016.

Responsibility for expenses and their reimbursement

Consultant will be responsible for all personal administrative expenses associated with the assignment which includes all printing, stationary, telephone and electronic communications, and report copies included in this assignment.

The remuneration of work performed will be conducted as follows:

  • First payment: 70% of the total contract amount upon submission and approval of Report 1;
  • Final payment: 30% of the total contract amount upon submission and approval of the Final Report.

 

Monitoring/reporting requirements

Transforming the Market for Efficient Lighting Policy Team Leader will supervise the work of the Consultant via personal workshop meetings and email/or telephone communication.

Required Skills and Experience

  • Advanced university degree (at least Specialist/Master) in Economics or Finance;
  • Minimum 2 years of working experience in energy efficiency and related spheres;
  • Experience in conducting research, analysis and preparation of publications/reports related to economics and finance (not less than 5 publications/reports);
  • At least 2 years of cooperation with international organizations;
  • 2 years of practical experience of attraction of investments in energy efficiency projects;
  • Language Requirements: Excellent written and spoken Russian and Ukrainian. English would be an asset

Applicants shall submit the following documents:

  • Letter of interest/proposal;
  • CV/P-11 including information about past experience in similar projects / assignments and contact details for referees;
  • Financial proposal.

 

Financial proposal

Lump sum contract:

The financial proposal shall specify a total lump sum amount. Payments are output based i.e. upon satisfactory delivery of the agreed products and services as specified in the Terms of Reference for individual consultant. 

The Consultant will be responsible for all personal administrative expenses associated with undertaking this assignment including office accommodation, printing, stationary, telephone and electronic communications, and report copies incurred in this assignment.

 

Evaluation criteria

The following criteria will be rated as indicated below:

  • University degree in Economics or Finance (20 points max): PhD – 20 points; Masters/Specialist – 17 points;
  • Minimum 2 years of experience in energy efficiency and related spheres including experience of attraction of investments in energy efficiency project (25 points max): more than 10 years – 25 points; 5-10 years – 20 points; 2-5 years – 15 points;
  • Experience in conducting research and preparation of publications/reports (10 points max): 5 publications – 7 points; more than 5 publications – 10 points;
  • Cooperation with international organizations (10 points max): at least 2 years - 7 points, more than 2 years - 10 points;
  • Excellent written and spoken Russian and Ukrainian – 3 points; excellent written and spoken Russian and Ukrainian as well as fluent English skills – 5 points.

Maximum available technical score - 70 points.

 

Evaluation method

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
A) responsive/compliant/acceptable, and
B) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight: 70%
* Financial Criteria weight: 30%
Only candidates obtaining a minimum 70% from the maximum available technical score would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
