Background

Under the overall leadership and guidance of the United Nations Country Team (UNCT), the Operations Management Team (OMT) endeavors to facilitate the implementation of Delivery as One (DaO) by harmonizing operational practices of UN bodies, agencies, funds and programmes in Ethiopia. Moreover, the OMT proposes and implements inter-agency initiatives to ensure the quality of support services, while utilizing resources effectively.

Within this context, the UNCT has decided to adopt and implement UN Development Group’s (UNDG) pilot results-based framework to plan, monitor, implement and evaluate operational activities, namely the Business Operations Strategy (BOS). The BOS will outline critical inter-agency harmonization and operations activities planned to support the new UNDAF implementation cycle: 2016-2020 prioritized after conducting various operational analyses in light of new needs coming out of the UNDAF and Costed Action Plan, Agencies Operational Policies and Procedures, and the OMT operational/common services baseline.

Together with the Resident Coordinator’s Office (RCO), the OMT seek consultancy services to contribute to the overall design and development of the BOS (2.0) for 2016-2020 for all the UN agencies, fund, programmes and specialized agencies. The consultant is expected to support the project for an initial three-month period.

Duties and Responsibilities

The BOS Consultant will report to the OMT Co-Chair with facilitation of the Common Operations Specialist at the UN Resident Coordinator’s Office (RCO). The BOS Consultant will implement the deliverables described in this Terms of Reference (ToR) in consultation with the OMT Co-Chair, the BOS Committee, OMT, Inter Agency Programme Team (IAPT), OMT Working Groups, and RCO.

The BOS Consultant will not provide any substantive or operational information regarding UN’s operations activities to third parties without the written consent of UNCT

This Consultancy will be administrated by the United Nations Development Programme (UNDP), and all relevant UNDP rules, policies and procedures will apply.

Required Skills and Experience

Academic Qualifications:

  • Advanced degree (Masters) in Business Administration, Economics, Social Sciences or development related field preferably with specific focus on international development and humanitarian operations.

Experience:

  • Minimum of 5 years of experience in the field of UN Operations (Finance, Admin, Procurement, HR, procurement, logistics or operations having quantitative analysis background and having UN experience.
  • Have proven experience in developing Business Operations Strategy in the International level.
  • Have proven experience in participating to Operations Management Team common services work with International Organisations.
  • Professional training in, and experience with statistical/operational analyses, and inter-agency procurement activities involving multiple UN agencies.

Language:     

  • Excellent knowledge of English (written / verbal communication) including the ability to set out a coherent argument in presentations and group interactions.
