Background

The ART – Hub for Territorial Partnerships is a UNDP’s global project that is geared at harnessing the potential of territorial partnerships through a variety of modalities, such as Decentralized Cooperation, South-South and triangular cooperation. ART is therefore an entry point for all international cooperation actors interested in harmonizing their respective actions in support of national and sub-national policies for sustainable and local human development. According to its new Project Document 2015-2017 and in support of UNDP’s overall Framework on Local Governance and Local Development (LGLD), ART aims at strengthening and expanding the existing alliance between UNDP and Decentralized Cooperation partners in support of the implementation of the Sustainable Development Goals (SDGs) at local level. ART also seeks to strengthen the potential and role of Local and Regional Governments (LRGs) as development partners and to promote the principles of development cooperation effectiveness. Building on the strong partnership established with Local and Regional Governments’ associations and UN Agencies, through the co-leadership of the Post 2015 Dialogues on the Localization of the Post 2015 Agenda, and considering the adoption of the new 2030 Agenda for Sustainable Development, ART aims at maintaining and further developing this partnership in support of the localization of the SDGs.

The Programme Analyst will work under the overall supervision of the ART Global Initiative Coordinator and the direct supervision of the Programme Specialist. He/she will work in close collaboration with the UNDP Responsive and Accountable Institutions team in New York, the UNDP Local Governance and Local Development Programmes, UNDP Country Offices and UNDP Regional Hubs. For this purpose, he/she will be assigned a set of responsibilities and tasks as defined below.

Duties and Responsibilities

Summary of key functions:

  • Facilitation of knowledge management and building on local governance and local development (20%);
  • Design and dissemination of communications, outreach and advocacy materials (25%);
  • Set-up, launch and operationalization of UNDP Advisory Committee for Local and Regional Governments (20%);
  • Provision of technical support and advisory services in the areas of territorial partnerships, local governance and local development (25%);
  • Liaison, in collaboration with UNDP Brussels Representation Office, of the UNDP Hub for territorial partnerships with UNDP HQs and Regional Hubs on efforts related to the localization of the SDGs (10%).

Facilitation of knowledge management and building on local governance and local development (20%)

  • Identify and synthesize best practices and lessons learned directly linked to territorial partnerships, localization of the SDGs and LGLD activities and initiatives;
  • Contribute to corporate knowledge management initiatives and represent UNDP ART in such initiatives;
  • Contribute to knowledge networks and communities of practice.

Design and dissemination of communications, outreach and advocacy materials (25%)

  • Continually innovate, create and/or update web pages and sections, as well as social media pages to reflect UNDP’s priorities, initiatives, knowledge products, flagship initiatives and latest information on ART’s areas of work, and to provide staff and public at large continuous access to up-to-date information;
  • Draft, elaborate, update, enhance and maintain communication material ensuring a well-structured, easy to read and high quality written and visual content;
  • Support the development of pro-active communication strategies related to UNDP’s Hub for territorial partnerships and LGLD programmes and initiatives, with a view to enhance LGLD resource mobilization efforts;
  • Liaising with the LGLD Programmes/Communications Specialists, gather information on country programmes and initiatives and disseminate it in support of the communication and advocacy strategy of UNDP ART and LGLD programmes;
  • Identify, evaluate and recommend new web-based tools and follow-up on installation and implementation to maintain online tools as an effective platform for communication, information and knowledge sharing.

Set-up, launch and process of Advisory Committee for Local and Regional Governments to UNDP (20%)

  • Support ART Coordination in establishing and operationalizing an Advisory Committee of LRGs to UNDP to further promote a strategic exchange between UNDP and LRGs;
  • Provide substantive support to the AC meetings, including proposing agenda topics, identifying participants, preparing documents and presentations, etc.;
  • Support in the elaboration and review of speeches, briefs, background papers, etc. for substantive accuracy, completeness, strategic messaging, in liaison with relevant stakeholders as needed;
  • Contribute to an effective coordination with LRGs and associations thereof to jointly promote their role in global development process and dialogues.

Provision of technical support and advisory services in the areas of territorial partnerships, local governance and local development (25%)

  • Support programmatically UNDP’s LGLD programmes on the areas of decentralized cooperation partnerships, multilevel governance mechanisms, territorial approach and local development;
  • Provide thorough analysis and research in order to consolidate and further develop coordination with DC partners (including LRGs and associations thereof) and UN Agencies to further the localization of the 2030 Agenda for Sustainable Development and its SDGs;
  • Support the alignment of DC partners (including LRGs and associations thereof and other actors) and mobilize donors in support to the SDGs’ localization and related integrated LGLD processes in partner countries;
  • Provide technical support throughout project development and complete related assignments as may be required;
  • Prepare various written outputs, e.g. draft background papers, sections of reports, inputs to publications, etc. related to UNDP’s Hub for territorial partnerships and LGLD programmes as well as global development dialogues and processes (promotion of the process for SDGs’ Localization, organization of the World Forums of Local Economic Development, etc.).

Liaison, in collaboration with UNDP Brussels Representation Office, of the UNDP Hub for territorial partnerships with UNDP HQs and Regional Hubs on efforts related to the localization of the SDGs (10%)

  • Liaise UNDP Brussels Representation Office and UNDP HQs and Regional Hubs in order to strengthen relations and share information in the areas related to the SDGs’ localization.    
  • Support the coordination of the Hub for territorial partnerships with relevant UNDP bureaus to promote and support the implementation of the SDGs at local level.

Required Skills and Experience

Education:

  • Advanced degree or equivalent in Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  • 2 years of progressive relevant work experience at the national or international level in development, with a focus on communication for development;
  • Exposure to communications as well as programming activities on local development;
  • Familiarity with the UN/UNDP system an asset;
  • Experience in liaising with local and regional governments, and their associations;
  • Experience with International Organizations and Inter-Governmental Organizations an asset;
  • Experience in the use of computers and office software packages such as MS Word, Excel, Powerpoint, and web based management systems.

Language:

  • Fluency in English, Spanish and French (oral and written).
