Background

The United Nations Development Programme (UNDP) is one of the 4 Implementing Agencies (IA) designated by the Multilateral Fund (MLF) to implement the Montreal Protocol´s Ozone Depletion Substances (ODS) phase-out projects.

The Parties to the Montreal Protocol agreed under the Decision XIX/6 on the "Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)" to "accelerate the phase-out of production and consumption of the hydrochlorofluorocarbons (HCFCs)", and the Article 5 (A5) countries have been requested by the ExCom to adopt a staged approach to the implementation of their HCFC Phase-out Management Plans (HPMP). The preparation of the HPMP included the following:

  • Assistance to determine related institutional, policy and legislation framework;
  • Survey on the HCFCs consumption, use and trade;
  • Development of strategies and action plans for compliance with the 1st Stage;
  • Development and finalization of HPMP, including stakeholder consultation and support;
  • Individual HCFC phase-out investment project proposals.

Furthermore, the verification of consumption of the HCFCs is required yearly to assure that commitments are met and goals accomplished. In this sense, this Term of Reference (TOR) identifies and specifies the scope of services required by the international expert to provide the verification of HPMPs.

Duties and Responsibilities

The International Consultant, under the direct coordination of the UNDP´s Montreal Protocol Unit (MPU) Programme Officer, and in close consultation with the head of the National Ozone Unit (NOU) in each country, will lead deliver the following activities in the context of the HPMPs:

  • Provide guidance to national consultants and assistants, as well assistance, on HCFC control and quota issues, implementation activities and guidance on Montreal Protocol issues;
  • Undertake annual verification of HPMPs implementation and HCFCs consumption in accordance with the guidelines issues by the Montreal Protocol and the UNDP Rules and Procedures.

Duration: The Contract will enter into effect upon signature by both parties and will extend for 6 (six) months.

Duty Station: Home based work with missions to each country, as detailed in item 7 below.

Fees: The consultant will quote his/her fees based on the deliverables identified below.  All fees must include all foreseeable expenses i.e. travel, communications, insurance etc.

 Deliverables:

  • (D1) HPMP and ODS Consumption Verification Report delivered (country of Peru);   Mission 1: Lima, Peru, expected for May, 2nd 2016 (5 days length);
  • (D2) HPMP and ODS Consumption Verification Report delivered (country of Jamaica);   Mission 2: Kingston, Jamaica, expected for May, 16th 2016 (5 days length);
  • (D3) HPMP and ODS Consumption Verification Report delivered (country of Costa Rica); Mission 3: San José, Costa Rica. Expected for May, 23rd 2016 (5 days length).

Required Skills and Experience

Education:

  • First-level university degree in related field, 10 pts;
  • Advanced degree (Masters or equivalent) in relevant field is desirable, 5 pts.

Experience:

  • Working experience of at least 5 years in the research and/or development of assistance projects is required, 10 pts;
  • Working experience in the implementation and/or evaluation of activities or projects in developing countries is desirable 5 pts;
  • Knowledge of Montreal Protocol related issues and/or environmental policy is desirable, 15 pts;
  • Knowledge of UN (UN agencies) policy on project development and implementation if desirable, 7.5 pts;
  • Ability to write technical evaluation reports is desirable, 7.5 pts.

Language:

  • Fluency in Spanish is required, 5 pts;
  • Excellent command in English is desirable, 5 pts.

Evaluation Criterion

Best value for Money approach will be used in the evaluation and will lead to a combined score for technical capabilities and the financial offer.

Candidates that receive less than 50 points in the technical evaluation will not be short listed. The short listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer.
