Background

UN Women is the UN Entity for Gender Equality and the Empowerment of Women. UN Women is dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Five focus areas include ending violence against women, economic empowerment, leadership and participation, peace and security and national planning and budgeting.

UN Women’s Multi Country Office, based in New Delhi, India, covers four countries of the region, i.e., Bhutan, India, Maldives, and Sri Lanka.

UN Women works on several fronts towards ending violence against women and girls. This includes tackling its main root: gender inequality. Efforts are multiplied through advocacy campaigns and partnerships with governments, civil society and the UN system. Initiatives range from working to establish legal frameworks and specific national actions, to supporting prevention at the grassroots level, including in conflict and post-conflict situations. UN Women has also supported data collection on violence against women, facilitating new learning on the issue.

UN-Women has signed an MOU with the Government of Madhya Pradesh for enhancing gender equality and women empowerment in the State. UN Women collaborates with the Directorate of Women Empowerment, Department of Women & Child Development (DWCD), Government of Madhya Pradesh in providing technical assistance to DWCD’s initiative of “Shaurya Dal”. Shaurya Dal is an initiative of the Government of Madhya Pradesh working towards economic and social empowerment of women and girls and addressing issues of violence through community participation. UN Women is closely working with the government to provide technical support in this effort. UN Women seeks to hire a Programme Consultant.

Under the guidance and supervision of the Commissioner, Directorate of Women Empowerment & Programme Specialist – EVAW, UN WOMEN, the Consultant (MIS) will undertake the following key tasks and other responsibilities as may be assigned.

Duties and Responsibilities

Strengthening Coordination and implementation of Shaurya Dal Initiative:

  • Provide technical assistance to DWCD to strengthen and expand the “Shaurya Dal” Initiative;
  • Facilitate and strengthen coordination with other nodal departments;
  • Facilitate coordination between UN Women and the Department of Women and Child, Madhya Pradesh.

Collect, analyse and upload data from Shaurya Dals:

  • Collection and compilation of data from Shaurya Dals in 51 districts;
  • Manage and maintain the IT systems and website for Shaurya Dal;
  • Segregation of VAW data received from districts and upload the data on the IT systems; 
  • Collecting periodic data from the villages, districts and placing an analysis of this data, including specific information on cases resolved, issues handled for entitlements before the management;
  • Uploading and formatting data in a presentable format for the website;
  • Compilation of information on inputs provided, and outputs achieved of the Shaurya Dal;
  • Detailed analysis on various outcome indicators of the Shaurya Dal programme.

Monitoring of Shaurya Dal:

  • Developing a complete monitoring framework for Shaurya outcomes;
  • Designing, establishing and maintaining, the management information and monitoring & evaluation system;
  • Carry out training programmes on Shaurya’s MIS system for all officers involved in implementation process;
  • Assisting field officers in data feeding and preparation of reports especially an interface of the IT systems for the Shaurya Dal program;
  • Preparation of analytical reports using the MIS system on physical and financial progress;
  • Tracking the status of cases and queries on Shaurya through the MIS system;
  • Any other task assigned from time to time by the supervisor.

Follow up:

  • Supervise and ensure smooth functioning of MIS on qualitative and quantitative indicators of the state-wide program;
  • Coordinating with field officers for regular data collection and updating and management of the MIS systems and website for Shaurya;
  • Preparation of quarterly performance reports. 

Deliverables:

  • An effective MIS system established for effective data collection, analysis and updating of the Shaurya Dal data;
  • Collection and compilation of Shaurya Dal data completed for all districts in web based formats and integrated with the internal IT systems;
  • Completed Segregation of data under different heads as required by the Department;
  • A quality web based monitoring system in operation, facilitating effective implementation of Shaurya;
  • Trained field officers on the web based formats for feeding data from the Shaurya Dals;
  • Final Report of all the above activities.

Required Skills and Experience

Education: 

  • Postgraduate in IT, or MCA from a recognized University.

Experience:

  • 3 years of experience in web development, design and administration;
  • Proficiency in software applications like Word, Excel, Power point, Spreadsheets etc.;
  • Data Analysis and interpretations and preparation of reports;
  • Experience of working in women related projects would be desirable;
  • Experience of working with the Government department;
  • Excellent communication skills;
  • Ability to organize training sessions on M&E framework.

Language: 

  • Fluency in written and spoken English and knowledge of language of the duty station.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
