Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programs and services needed to implement these standards.

In Iraq, the humanitarian crisis continues unabated as widespread violence and massive waves of displacement have put millions of people in need of assistance. Despite the government’s and international community’s efforts to consolidate support for an end to the crisis and reach vulnerable populations with assistance, the humanitarian needs are staggering. Of the thousands displaced in recent months, women and girls have been hit hardest, particularly those who have recently become female-headed households and the hundreds who have been victims of SGBV, including abduction, rape and torture in the hands of the Islamic State. Displaced women and girls have little access to basic subsistence resources in addition to desperately needed protection services, psychosocial support, and sources of income.

Iraq is the only country in the Arab States region that has developed and adopted a national action plan on SCR 1325 (January 2014). The National Action Plan highlights the vital importance of gender equality to the development of the community and society as a whole, and calls for women’s active participation in all fields of social, economic and political life, as well as in peace and security efforts.  However, within the current crisis and prevailing social norms, there is little space for Iraqi women to participate in humanitarian planning and peace-building processes which would ensure that their needs and priorities are integrated in humanitarian response and reconciliation efforts.

Through the Women’s Leadership, Empowerment, Access & Protection in Crisis Response (LEAP) project, UN Women seeks to support displaced Syrian women and Iraqi women safe access to livelihood opportunities while increasing the resilience of women and girls in areas liberated from ISIL. Particular attention will be placed on women and girl survivors of SGBV given the documented prevalence of this human rights violation in the current crisis as well as women-headed households. The programme will also aim to support Iraqi women’s role in peace-building and reconciliation processes, particularly through coalition building amongst women’s civil society on implementation of National Action Plan on SCR 1325.

The Project Manager has the responsibility to ensure effective and efficient implementation of the project under the overall supervision and guidance of the Deputy Country Representative. The Project Manager will ensure the functioning of the project from beginning to the end including project inception activities, annual and quarterly planning and reporting, and implementation of project activities, project reviews and project closure. The incumbent will be expected to establish good working relations with relevant stakeholders including implementing partners to support a smooth implementation of the project and to develop potential future interventions.

Duties and Responsibilities

Under the direct supervision of the Deputy Country Representative in Erbil, the Project Manager will be responsible for overseeing the implementation of the project by:

  • Ensure timely and adequate implementation of activities according to the signed agreement;
  • Ensure that implementing partners deliver the outputs in accordance with the signed agreement;
  • Provide overall supervision  of the work of implementing partners to ensure the production of the expected outputs.

Assume direct responsibility for managing the project budget by ensuring:

  • Project funds are disbursed properly;
  • Monitoring of  the budget utilization and implementation in lieu with the work plan and the signed agreement;
  • Expenditure is in accordance with the project document and project work plans;
  • Accounting records and supporting documents are properly kept and financial reports are prepared;
  • Financial operations are transparent and financial procedures/regulations are properly applied.
  • Provide technical advice and review technical reports and monitor technical activities carried out by responsible parties;
  • Supporting implementing partners with financial and narrative reporting, ensuring timely submission of reports;
  • Updating on a quarterly basis UN Women’s online Results Management System (RMS) with relevant information to the project;
  • Preparing donor reports as required;
  • Establishing working relations with relevant partner NGOs in the area of responsibilities ensuring timely implementation of the project;
  • Attending different coordination mechanisms at the field level in the camps and amongst those NGOs dealing with displaced communities;
  • Attending relevant UN coordination meetings with the Deputy Country Representative (Social Cohesion and Sustainable Livelihood Cluster and Protection Cluster meetings including SGBV sub-cluster);
  • Supervising project staff including field coordinator;
  • Design programs based on field visits and assessments in the areas of the project;
  • Identifying and developing synergies with other programmes and projects;
  • Establishing and maintaining partnerships with key state and non-state actors;
  • Attending relevant project meetings with the Deputy Country Representative and other staff, including implementing partners, and prepare relevant notes for file, meeting minutes, action points, etc.;
  • Identifying new programe ideas and develop project proposals to be submitted to donors for additional funding.

Required Skills and Experience

Education:

  • Master Degree in economics, international development, gender, social work or related discipline.

Experience:

  • At least 5 years of experience working in coordinating, programming and reporting; previous experience the development or/and humanitarian sector, particularly on livelihoods and protection for refugees and displaced population;  
  • Prior experience working with displaced population in similar post-conflict context is an advantage;
  • Prior work experience with UN Women is highly desirable;
  • Strong analytical skills, oral and written communication and team building skills;
  • Proven track record and experience in reporting and communicating results, and developing programme and project planning documents;
  • Proven experience or understanding of gender mainstreaming and issues of gender violence amongst refugees;
  • Understanding of Kurdish government institutions and policies and knowledge of NGOs working on the ground in Kurdistan.

Language:

  • Written and spoken fluency in English, Kurdish and Arabic.
