Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In the context of UN Women’s expanding work in the area of Peace and Security and Humanitarian Action in the West and Central Africa region, cooperation with key humanitarian actors on the ground in Niger will be strengthened, so as to facilitate enhanced gender-responsiveness of humanitarian support activities, and to address protection priorities of displaced women and girls in the Diffa region of Niger.

Niger is facing a multifaceted humanitarian crisis caused by food insecurity, malnutrition, population movements, epidemics and natural disasters. The needs have been particularly acute in Diffa Region, where 213,000 people from Nigeria and the Niger remain displaced after fleeing the insecurity created by Boko Haram. Some 54,000 Malian refugees are still living in the Niger, which is increasing the strain on already weak and insufficient basic services in host communities. Gender based violence has also become rampant with these attacks. It is within this framework that UN Women is seeking to recruit a National Gender and Humanitarian Affairs Officer to provide technical support to its project to enhance gender mainstreaming in humanitarian response and expand support to survivors of these attacks in the Diffa region in Niger Republic.  

Duties and Responsibilities

Under the direct supervision of the UN Women Gender and Humanitarian Specialist in Niger, the incumbent will engage in the following tasks:

  • Support measures and strategies to prevent GBV in the Diffa region;
  • Provide timely and adequate multi-disciplinary response to survivors of attacks in the Diffa Region;
  • Collect relevant data to inform the  monitoring and evaluation mechanisms in place for the project;
  • Establish strategic partnerships and identify opportunities for resource mobilization.

Support measures and strategies to prevent GBV in the Diffa region:

  • Coordinate interventions to identify and support survivors of Boko Haram terrorist actions;
  • Work in collaboration with other agencies to sensitize communities on SGBV, women’s rights in conflict situations targeting; refugees, IDPs and women/girls in their host communities in partnership with the media;
  • Work in collaboration with other agencies to provide on the spot multi-disciplinary support to survivors;
  • Mobilize the population including community and religious leaders to fight against GBV;
  • Train and support community and religious leaders to prepare the population for the identification of early warning signs of terrorism.

Provide timely and adequate multi-disciplinary response to victims of attacks in the Diffa Region:

  • Support the design of women’s cohesion spaces as part of efforts to prevent and respond to GBV;
  • Coordinate training activities for  the socio-economic reinsertion of victims;
  • Support the strengthening of referral pathways for victims including their access to justice;
  • Organize training of trainers workshops to enhance gender-responsiveness of response services

Collect relevant data to inform the  monitoring and evaluation mechanism set up for the monitoring of project activities, prepare and send reports:

  • Collect relevant data on the implementation of project activities and for program development;
  • Prepare reports to inform monitoring and reporting unit in the regional office;  
  • Follow up the implementation of project activities with implementing partners;
  • Support documentation of best practices and lessons learned.  

Establish strategic partnerships and support resource mobilization:

  • Establish strategic partnerships with the government, civil society organizations, other UN agencies and humanitarian donors in the Diffa region;
  • Participate and contribute to established inter-agency coordination mechanisms.

Required Skills and Experience

Education:

  • Master degree (or equivalent) in development-related disciplines, gender issues, public policy or other social science fields.

Experience:

  • A minimum of 5 years of field and policy experience in gender equality work, management and humanitarian programming, including in conflict, post-conflict and natural disasters’ settings and gender equality;
  • Programme and policy analysis, strategic planning, monitoring and evaluation and field experience in developing country contexts;
  • Substantive and technical experience in inter-agency humanitarian coordination, experience working with governments, donors and civil society organizations internationally and in the field.

Language:

  • Fluency in written and spoken English and French is required.
