Background

As the crisis deepens in Syria and after more than three years of escalation of hostilities and violence, the United Nations Development Programme, is scaling up its emergency humanitarian and livelihoods interventions to reach out to the most vulnerable and affected populations. The Syria crisis has left An estimated 13.5[1] million people in need of some form of humanitarian assistance and protection.  Moreover, 6.5 million people are displaced within Syria and 4.2 million are registered refugees in neighboring countries and North Africa. Support mechanisms are under increasing pressure due to limited and depleting resources of host families and local communities, over-stretched basic services and community infrastructure and limited housing space. Additionally, the crisis has exacerbated pre-existing levels of poverty and unemployment especially in rural areas.

As a response to the emerging needs of the Syrian population, and in line with the overall framework of the Syria Humanitarian Response Plan (HRP 2016), Strategic Framework for Syria (2016-2017) and UNDP Country Programme Document, UNDP developed a comprehensive “NGOs Development Strategy” aiming at mobilizing the NGO sector and developing the capacity of its active members to put up with the encountered challenges and lead this sector towards an active and efficient engagement with local communities.

UNDP Syria sees its engagement with CBOs/NGOs as a fundamental cornerstone of its programmatic approach to early recovery, peace-building, and the expansion of human development in the long-run through advocacy for policy and behavioral change, and social service provision.

Thus, UNDP will recruit NGO CD associate to assist in managing the capacity development and partnerships with NGOs and CBOs aiming at building their capacities and engaging them in the livelihoods and early recovery process from its onset.

Duties and Responsibilities

Under the overall guidance of the Early Recovery specialist and direct supervision of the NGOs Capacity Development officer, the NGO capacity development associate  will be responsible of the following:

  1. Assist in the implementation of the Capacity Development Programme for NGOs and CBOs in Syria
    • Update the mapping of NGOs and CBOs actively operating during the Syria Crisis.
    • Enter NGOs data and information in the comprehensive NGOs database and ensure efficient dissemination and timely update of the database.
    • Assist in the update of the NGOs CD strategy and the preparation of the annual capacity development plan for NGOs (in line with the results of the assessment).
    • Assist in organizing and supporting the implementation of trainings and capacity development plan for local partners, NGOs and CBOs.
    • Liaise with existing training institutions/companies and individual consultants/trainers for the development of the training modules and curriculum.
    • Follow up on the implementation of the training recommendations and provide assistance to the trained NGOs on the actual implementation of the training modules and thematic issues.
    • Assist in Preparing periodic reports (monthly, bi-annual, annual., ad-hoc…) on the achievements of the NGO capacity development and NGOs livelihoods and early recovery funded projects in addition to collecting adequate progress on target indicators
    • Conduct field visits to assist the implementation, monitoring and assessing NGOs capacity development project including performance and impact
  1. Liaise with NGOs and CBOs for their engagement in livelihoods and early recovery projects.
    • Support the implementation of a well-defined grant schemes for NGOs in Syria
    • Support to the on-the-job training and technical advice to NGOs and CBOs on various proposal development and projects implementation related topics.
    • Draft progress reports and document success stories and lessons learned in close collaboration with concerned Thematic Teams
  2. Provides administrative support to the NGOs capacity Development  programme through:
    • Support the preparation of payments, collecting necessary supporting document from the field, ensure UNDP rules and regulation for financial management are adequately followed.
    • Support the reporting requirement: track and follow up on progress versus plans as per UNDP Results Based Management.

Carry out any other task requested by the supervisor.

Required Skills and Experience

Education:

  • University Degree in Business and/or Public Administration, Social Sciences, Humanities or other related fields

Experience:

  • 5 years of experience in programme development and implementation including in the field of NGOs capacity development, training, social development and other related fields. Good knowledge of the NGOs sector in Syria is an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
