Background

The large influx of Syrian refugees has had considerable burden on local Jordanian host communities that are already poor and suffer from improper basic social and economic services; such as solid waste, water, electricity, solid waste management, housing, and employment among others. The present crisis comes at difficult time for Jordan as the country faces real economic and social challenges. Consequently, UNDP envisions its intervention to reflect the Ministry of Municipal Affair’s priorities with a focus on Solid Waste Management and treatment at the Al-Akaider landfill in the northern governorate of Irbid.

One of the focus topics of the solid waste management project being tackled by UNDP is the waste sorting and recycling (waste picking activities) and the formalization of waste picking, in addition to the implementation of waste management projects such as composting for setting the basis of Integrated Solid Waste management practices.

Duties and Responsibilities

Objectives of the assignment

The main objective of the assignment is to assist UNDP with the identification of waste stakeholders including municipalities, and waste pickers; and conduct workshops on integration options for waste pickers, consult with stakeholders to define best options and approaches for the formalization of the waste picking activities, and supporting in setting up of waste pickers organization and agreement with municipalities at the collection phase linked to the composting and waste bank project.

 The Consultant is expected to carry out the following responsibilities:

  • Identify the waste operations stakeholders including municipalities, and waste pickers;
  • Conduct proper stakeholders mapping;
  • Conduct workshops on integration options of waste picking activities for the identified stakeholders (e.g.: waste pickers, NGOs, CBOs, Municipality, etc.) to determine best approaches for activities formalization and organization;
  • Supporting in setting up of waste pickers organization and agreement with municipalities at the collection phase linked to the composting and waste bank project in accordance to the outputs of the workshops conducted;
  • Through the outcomes of the stakeholders mapping and the outputs of the workshops, the best approaches taking into consideration all related aspects (legal, stakeholder’s recommendations, institutional, operational, capacity basis, etc.) should be properly analyzed, formalized and presented in the form of possible scenarios with detailed description of each (describing also basic SWOT analysis). The recommendations made should take into consideration the scope of works of the composting and waste bank project;
  • Develop best agreement approaches accordingly.

 Methodology 

 The consultant is expected to elaborate on the existing implementation plan through the conduction of stakeholders identification and mapping, and carrying out consultation workshops with all relevant stakeholders to formulate the best approaches for proper project implementation by involving the relevant stakeholders through their demonstrated capacities and abilities (ensuring best engagement of waste pickers in the project implementation is one of the important goals of this assignment).

Deliverables

The consultant is expected to have the following deliverables;

  • A report on identification of the waste operations stakeholders (formal and informal) including municipalities, and waste pickers;
  • Workshops on integration options of waste picking activities for the identified stakeholders;
  • A report on defining the best approaches to waste picking activities formalization;
  • Develop best agreement approaches according to the successful achievement of the previous tasks.

As part of the stakeholders’ consultation meetings, the consultant is encouraged to meet with the Social Security Institution, Ministry of Labors, Labors focused NGOs/CBOs to explore recommendations regarding the status of labor at landfills.

All documents should be submitted in both Arabic and English languages.

Competencies

  • Good communication and presentation skills;
  • Knowledge of institutionalizing informal municipal practices informal waste picking activities;
  • Ability to work with a broad range of individuals of diverse institutions and levels;
  • Demonstrated experience in carrying out workshops and presentations.

Required Skills and Experience

Education

  • BSc in environmental sciences, land and water management, water and environment management or any related field. Advanced degree in a related field is a plus

Experience

  •  10 years of relevant experience in Integrated Solid Waste Management;
  • Experience in municipal works and agreements;
  • Previous experience with NGOs working on community development;
  • Experience in solid waste sorting projects with focus on community involvement.

 Language Requirements

  • Fluency in English and Arabic.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

A. Proposal:

(i) Explaining why they are the most suitable for the work

(ii) Provide a brief methodology on how they will approach and conduct the work.

B. Financial proposal

A financial break down should be showing the daily rate, total amount among per each task and the lump sum amount for the total deliverables as follows:

Evaluation

Individual consultants will be evaluated based on the following methodologies:

 Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight; 70%

* Financial Criteria weight; 30%

Only candidates obtaining a minimum of 60 points would be considered for the Financial Evaluation

 Technical evaluation criteria

  • Qualification in identifying the waste operations stakeholders including municipalities ,and waste pickers, 20%;
  • Proven experience in integrated Solid Waste Management., 20%;
  • Technical approach and methodology for proposed work plan  demonstrating a clear understanding of the job to be done, 30%.
