Background

Significant investments have been made to operationalize Security Council Resolutions on Women, Peace and Security in the context of UN peacekeeping since 2000. This has spanned policy and guidance development, establishment of institutional mechanisms to facilitate gender mainstreaming and support for facilitating women’s participation in the work of various peacekeeping components.

 

However, the integration of a gender analysis into peacekeeping budgets remains on ongoing challenge. The task of better aligning the peacekeeping budget preparation processes with the requirements set out in the Women Peace and Security framework needs more concentrated attention in order to fully advance gender equality.

 

Budgets are not merely economic tools, but summarise policies in monetary terms and express priorities. Budgets affect women and men in different ways. Gender budgeting thus seeks to make the gender impact of budgets visible and transform them into an instrument for increasing gender equality. It requires a gender-based assessment of budgets, incorporating a gender perspective at all levels of the budgetary process –from planning to reporting-, and restructuring revenues and expenditures in order to promote gender equality.

 

The Department of Peacekeeping Operations and the Department of Field Support, with the partnership and technical support of UN Women, aims to develop a pilot project that will provide comprehensive overview from a gender perspective of mission budgets and a proposed standard methodology for gender-responsive budgeting. Championed by the Field Budget and Finance Division of the Department of Field Support, the project will seek to support, the implementation of gender budget analysis of two peacekeeping missions, UNMIK and UNFYCIP. The intent is to drive more sustainable mainstreaming practices across the Departments through integration of gender indicators into resource based budgeting and the budget process.

Duties and Responsibilities

Specifically, the consultant will:

  • Gather baseline data and historical records on the budget and reports from Field Budget and Finance Division
  • Initiate background consultations and research internally within DPKO/DFS and subject experts on budget and resourcing.
  • Develop a full-fledged proposal on how to analyze the budget in two missions UNMIK and UNFYCIP and a draft report on research findings.
  • Outline recommendations and utility for replication in other missions

The project will be undertaken in two phases: an initial phase of desk-based review and consultations to lead to a proposed methodology for its piloting in two missions. The two months of this consultancy will cover this first phase. Depending on funds availability, a second phase will focus on the piloting of the initiative under the coordination of DPKO/DFS staff, with the technical support of UN Women. The pilot process will focus on analysing three key elements of the UNMIK budget:

  1. Institutional structures, including: number of male/female peacekeepers and professional levels of women staff; facilities in place for male/female staff; resources available within the gender component of the mission.
  2. Gender-specific projects/activities being implemented by the peacekeeping mission, including: specific outreach activities to local women; capacity-building support to enhance local women’s political participation; activities of the Gender Office; the set-up and roll out of Gender Cell in the Kosovo Police Force in the peace process; etc.
  3. Gender mainstreaming strategy, including: costs included in the operational budget of every components; the role of SRSG and dedicated support to gender equality; training and capacity building programs.
  4. Cost/benefit ratio developed to assess the overall budget allocation of funding to gender equality.

 

In this phase, the consultant would produce a report detailing the outcomes of the gender analysis of UNMIK budget, with supplementary recommendations and guidance to support the model in UNFYCIP, and a template and recommendations for replication and roll-out in other missions. UNMIK & UNFYCIP were identified by FPFD because of the longevity of the missions, the stability of the security situation, the time that needs to be allocated, and the mandates that include Executive Authority and military components.

Required Skills and Experience

Education:

  • Masters level degree in relevant field and/or equivalent practical experience.

Experience:

  • At least 7 years of working experience in either gender-responsive budgeting, peacekeeping, or women, peace and security.
  • Experience working with multi-stakeholder organizations, such as governments, CSOs, and the UN/ multilateral/bilateral institutions;
  • Experience and/or proven knowledge and understanding of UN Mission settings.

  • Fluency in oral and written English is required
