Background

As South Sudan steps-up efforts towards nation building, focus attention is on communal cohesion and national integration. There is a wide recognition of the need to establish and strengthen a dynamic network of interdependent structures, mechanisms, resources, values and skills which, through dialogue and consultation, can contribute to peacebuilding in South Sudan.

Against this backdrop, the South Sudan Peace and Reconciliation Commission was established, by act of parliament, as an impartial, independent national institution to lead and coordinate nation-wide efforts on peacebuilding.   As part of efforts to sharpen its advocacy, the Commission is in the process of revamping its outreach and communication strategy of which establishing a world class website is an imperative.

Duties and Responsibilities

The contractor is expected to manage a process for identifying the best possible architecture for SSPRC website, and develop and implement all elements of the front-end user interface for several web-based initiatives

The contractor is not required to develop the content of the website.

The work will be undertaken under the supervision of the Chief Technical Advisor and in close collaboration with relevant team members in the SSPRC.

The consultant will work closely with SSPRC and UNDP staff and will:

  • Collect web content including text and high quality photos;
  • Create HTML documents and graphics for implementation in the Web;
  • Develop web pages in CMS;
  • The consultant will work full time, based in at the SSPRC Offices. Office space and limited administrative and logistical support will be provided;
  • Provide training to SSPRC staff;
  • Integrate social media  (YouTube, Facebook &Twitter).

Make recommendations for backup/restoration plan

The contractor will provide the following deliverables:

  •  A brief report on consultations of audience and team members of the site, in terms of expectations and feasibility, and type of information to be provided;
  • Several alternatives, for discussion among staff, of a revamped website for SSPRC. This is to include the estimated effort required for content management, updates, facilitation of forums, possible integration of social media tools, etc.;
  • Preparation of a fully functional PowerPoint version of how the web will look like (in terms of visitor’s use, hierarchy of the content, etc.);
  • Refinement of architecture and design following inputs from staff and identified users;
  • Preparation of a “management/maintenance schedule”, discussed and approved by management of SSPR;
  • A properly designed and well-coordinated web site with browser  compatibility  (Firefox,  Internet, Explorer, Chrome, Safari,  Opera) and annual hosting services.

The consultant will work full time, based in at the SSPRC Offices. Office space and limited administrative and logistical support will be provided.  The contractor will use their own laptop and cell phone. 

The consultant will report to the CTA, who will review progress and will certify delivery of outputs.

Technical Skills and Expertise:

  • Knowledge on website security;
  • An understanding of the concepts of user experience, user interface design principles and conceptual design;
  • Knowledge on use of up to date web design software;
  • Solid understanding of the concepts of user experience, user interface design principles and conceptual design;
  • Expert knowledge in HTML, CSS and JavaScript;
  • Knowledge of industry-standard design tools such as Adobe Photoshop, Illustrator and Dreamweaver;
  • Eye for design and attention to details are essential.

Required Skills and Experience

Education:

  • Candidate should have a university degree in the field of Information Technology and design.

Experience:

  • At least 5 years’ experience in designing and hosting websites.
  • Candidates should demonstrate their qualifications and proven experience in the graphic design and technical implementation of user interfaces in a web-based environment;
  • Candidates should provide a portfolio containing examples of their achievements.

Language

  • Fluency in English is required.
