Background

UNDP has its support to SGBP project which contribute to the goal of creating sustainable and well-governed path of development for Socotra Archipelago that ensures the conservation of its globally important biodiversity. One of main project components is supporting the local governance strengthen the Governorate’s governance and planning functions and provide them with suitable mainstreaming tools that will ensure the sustainable decision making by new Socotra governorate decision makers. Environmental Impact Assessment (EIA) is one of important biodiversity mainstreaming tools to be used by national planners and is one of existing legislative framework which the implementation is very weak or entirely lacking. The development on Socotra is going faster than conservation effort so Environmental Impact Assessment (EIA) is very essential for stopping or at least minimizes the impact of unsustainable development. The project is going to facilitate this process by providing Environmental Impact Assessment (EIA) training for staff on line ministries office linked to EIA and development process. The training will assist the Socotra governorate Natural World Heritage Site in building its human resources capacity for EIA especially for  EIA beneficiary which could be private or public, Environmental Protection Authority (EPA) responsible of managing the EIA process and licensing authority responsible for receiving application, screening from the Environmental Impact Assessment (EIA) prospective, forwarding it to the EPA for its processing and finally receiving EPA comments and granting license for setting up of the project. The training will target 30 trainees from different sectors related to EIA. The UNDP aims to strengthen government’s agencies capacity for quality control of projects and EIA review, especially for large-scale projects.

Duties and Responsibilities

The national Environmental Impact Assessment (EIA) consultant will provide training for Socotra line ministries offices, the training should focus on

  • Environmental Impact Assessment (EIA) general concepts, overview and definitions;
  • Environmental Impact Assessment (EIA)  objectives and benefits;
  • Environmental Impact Assessment (EIA) steps, process and procedures for different projects;
  • Environmental Impact Assessment (EIA) scoping and development of TOR;
  • National laws and legislations related to Environmental Impact Assessment (EIA) process;
  • Assessment methods, targets and treatment of results;
  • The rule of EPA on Environmental Impact Assessment (EIA);
  • Environmental Impact Assessment (EIA) reporting, evaluation and follow up;
  1. Deliverables:
  • Preparing training manual and training materials , Duration one week in Sanaa , payment  % 10
  • Conduct training for EPA staff and line ministry offices , Duration: 2 weeks in Socatra , payment % 70
  • Receiving the training manual and final progress report Duration: 2 working days in Socatraa, payment % 20

Required Skills and Experience

Qualifications:

  • Post-graduate degree in environmental management, or Environmental Impact Assessment (EIA) related field;
  • At least 5 years professional experience;
  • On job experience in Environmental Impact Assessment (EIA);
  • Experience as a trainer;
  • Proven ability to work with a multi-disciplinary team;

Language Requirements:

  • Sound communication skills; first-class writing skills (Arabic required, English desirable);

Experiences

  • At least 5 years of experience drafting in Environmental Impact Assessment (EIA) field work;
  • Academic background on Environmental Impact Assessment (EIA);
  • Developing guidelines, frameworks and training modules;
  • Communication and training;
