Background

BSEEP has its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices. The project is in line with the GEF’s climate change strategic program on Promoting Energy Efficiency in Residential and Commercial Buildings (SP-1). It is comprised of activities aimed at improving energy efficiency and promoting the widespread adoption of energy efficient building technologies and practices in the Malaysian buildings sector.  The expected outcomes of the project are the following:

  • Outcome 1: Clear and effective system of monitoring and improving the energy performance of the building sector
  • Outcome 2: Implementation of, and compliance with, favorable policies that encourage the application of EE technologies in the country’s buildings sector
  • Outcome 3: Availability of financial and institutional support for initiatives on EE building technology applications
  • Outcome 4: Enhanced awareness of the government, public and the buildings sector on EE building technology applications
  • Outcome 5: Improved confidence in the feasibility, performance, energy, environmental and economic benefits of EE building technology applications leading to the replication of the EE technology application demonstrations.

The BSEEP team is consists of the National Project Director (NPD), National Project Manager (NPM) and supported by the respective component managers (CM) and consultants.  Under the supervision of the Programme Manager at UNDP Malaysia, in consultation with the NPD at the Public Works Department (PWD) under the guidance of a National Steering Committee (NSC) and the Project Review Committee(PRC), the NPM will manage and provide overall day-to-day running and operation of the project. He/She will be assisted by a full-time Project Executive.

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES

This is a short-term consultancy position of maximum total effective 10 man-month.  The Project Manager will provide the day-to-day operation, management, technical advisory inputs, administrative, financial and operational support as required. He/She will coordinate the implementation of various activities in ensuring quality and timeliness of outputs and deliverables.  He/She will be assigned to carry out duties under the requirement set by Jabatan Kerja Raya (JKR) and UNDP. The tasks to be covered will be as follows:

 

  • Support the day-to-day management and operations of the BSEEP as stated in the project document;
  • Archiving of data and information obtained during the period;
  • Liaise with relevant stakeholders (public and private sectors) in the efforts to systemise data collection process and reporting for BSEEP. The project manager is responsible in following up with the various focal points in ensuring a timely and quality submission of reports;
  • Facilitate policy consultation and dialogue with key agencies such as EPU and MEGTW and provide policy inputs on ensuring sustainability of the National EE Action Plan;
  • Plan, organise,  facilitate and as well as to provide minutes of meetings / notes  of all workshops, brainstorming and consultation events required with each Consultant;
  • Plan, organize, facilitate and prepare the Terms of References of the Consultants (and any other relevant documentation) and follow up the process of the appointment of consultants for JKR and UNDP’s approval during the BSEEP;
  • Consolidate and streamline information gathered from Consultants for further reporting to JKR. It is expected that a consolidated draft and final reports from each consultant of the project,  which comprise main report and executive summary from the respective consultants;
  • Provide quality assurance, review  and technical analysis on all reports submitted by Consultants by ensuring comprehensiveness and relevant information incorporated upon consultation from JKR and UNDP;
  • Maintaining financial records and forms in-line with the agreed procedures. The Project Manager shall liaise with JKR/UNDP on matters regarding the expenses, claims, and payments related to the study for approval before payments is made;
  • Prepare and recommend for approval from JKR for the project’s Project Implementation Review (PIR) report and Annual Project Report (APR);
  • Conduct other duties assigned by JKR and UNDP related to continuation of the BSEEP closing activities and including project evaluation;
  • Provide linkages with other national initiatives on EE and Climate Change mitigation and including support to the achievement of the Pursuing Green Growth Chapter of the 11 Malaysia Plan;
  • Must be available  at JKR’s office at  Kuala Lumpur of at least twice a week  for the purpose of updating the respective JKR and UNDP officers.

 

Methodology:

The methodology includes desk research, active consultation and meetings with other component managers, consultants, and relevant stakeholders, and discussions with JKR and UNDP Malaysia as well as active coordination and facilitation for events and study visits during the project period.

 

Expected Deliverables:

  • A workplan on the most effective approach for the above implementation. This shall include timeline, milestones and deliverables of the project. This should be forwarded to JKR and UNDP 1 week after the official appointment;
  • Monthly report on updates on the the current and ongoing activites. Reporting format to be finalized during the inception phase/workplan submission phase from month 1 to month 10;
  • Submisison of the annual PIR in July 2016 with comment by UNDP fully answered;
  • Submisison of the final  draft Terminal Evaluation (TE)  report with comment from TE consultants and UNDP fully answered;
  • Submisison of a set of  final project closing report before the end of the contract.

 

Duration:

The project manager  is expected to be hired from 1 June 2016 to 30 May 2017 (1- year contract with an effective 10 man-month work)

 

Terms of Payment:

Required Skills and Experience

 

Education: 

  • Minimum Bachelor’s degree in Engineering or any other related field.

Experience: 

  • Minimum five (5) years of working experience in the field of energy particularly on energy efficiency in buildings;
  • Experience in project management;
  • Experience in coordinating a government-link programme in Malaysia;
  • Knowledge and experience in energy policy or regulatory framework or strategic implementation plan for government of Malaysia is a must;
  • Experience in conducting research, analysis and generating reports in energy studies and energy efficiency preferred;
  • Experience in energy management systems and energy efficiency technologies for organizational applications preferred;
  • Experience in energy performance measurement, monitoring, and audits for conservation projects in buildings preferred;
  • Experience in working with private sectors and/or UN agencies is preferred.

Language Requirements: 

  • Proficiency in both written and spoken English is required, fluency in Bahasa Malaysia is an asset.
