Background

The Building Sector Energy Efficiency Project (BSEEP) has its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

The objective of this program is to build capacity of the building industry professionals in lighting design. This is in support of the energy audit grant provided by the Government of Malaysia. This program also aims to educate and raise the standards of professionals who are involved in implementation of effective lighting efficiency solutions within commercial and public sectors.

Duties and Responsibilities

The primary job scope is to develop training materials, conduct a Certified Lighting Efficiency Professional (CLEP) training course as well as proctor the CLEP examinations in accordance to the requirements of the Association of Energy Engineers (AEE).

The consultant will be required to:

Formulation of CLEP training materials: Prepare and disseminate materials to impart to participants knowledge on the following:

  • Fundamentals of Light & Lighting;
  • Electrical Basics and Power Quality;
  • Environmental Concerns & Regulations;
  • Building Energy Codes;
  • Utility & ESCO Programs & Incentives;
  • Lighting Economics: Problems & Solutions;
  • Lighting Quality;
  • Improving Lighting Systems;
  • Lamps & Light Sources;
  • Ballasts;
  • Luminaires & Fixtures;
  • Lighting Evaluation & Audits;
  • Lighting Controls;
  • Maintaining Lighting Systems;
  • Lighting Calculations Workshop.

Dissemination of training materials: Based on the training materials above, lead and conduct the CLEP training session through a workshop

Examination administration: Lead, coordinate and proctor the CLEP examination in accordance to the requirements of the Association of Energy Engineers

Evaluate the impact and effectiveness of workshop: The consultant is expected to carry out a post workshop evaluation survey to determine the impact of the learning objectives to the participant’s work as well to gauge if the objectives of the training were imparted to the participants.

 

Methodology:

The consultant will report to the National Project Manager and UNDP Programme Manager and with the BSEEP project team based at the Environment and Energy Efficiency Division of the Public Works Department. The methodology includes data collection, desk research, slide deck preparation, delivery of training and proctoring of examination.

 

Expected Outputs:

Corresponding to the scope of work, the consultant is expected to develop and produce training materials to meet the learning objectives in work scope 1 and 2 above. All training materials must be submitted in an editable softcopy format. Videos if produced shall be in*.mp4 format.

 

Duration:

The consultancy is expected to take place in June 2016.

 

Deliverables and Timeline:

The consultant will be responsible for the delivery, content, technical quality and accuracy of the training material, simulation models if any and report. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy Efficiency Division of the Public Works Department.

 

Terms of Payments:

The fee is payable upon satisfactory completion and acceptance of the deliverables by BSEEP Project Management Unit and UNDP Malaysia. Breakdown of deliverables and percentage is in Annex I. Please download all the documents with the links provided below.

Required Skills and Experience

Education Requirement:

Minimum Bachelor’s degree in Engineering.

Professional Experience:

  • Certified, accredited or approved CLEP trainer by Association of Energy Engineers;
  • Minimum 3 years of experience in implementation of efficient lighting solutions;
  • Knowledgeable in energy policies and energy management procedures of Malaysia would be an advantage.

Language Requirement:

Proficient in English. Proficiency in Bahasa Malaysia will be an added advantage.
