Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Despite the modest progress recorded in the past years, security and humanitarian situation in the eastern DRC remains fragile. The eastern of DRC is still confronted by a number of key challenges causing displacements and suffering among the population, particularly women and Childs. The humanitarian situation is getting complex with the presence of refugees who are fleeing their country following political disturbance and violence.   Like in most refugee situations, protections risks exist and are mainly linked to the poverty of families, dislocation of families and the widespread of the emergency. If the access to essential goods (non-food items and foods) and to primary services (shelter and health care services are currently done, women and girls refugees lack access to multisectoral services to relieve trauma, to alleviate sufferings; to improve self-reliance and coping capacities of people in need by protecting, restoring and promoting their livelihoods and to mitigate the risks of GBV, sexual abuse and exploitation and the occurrence of Human rights violation.

It is within this framework that UN Women is seeking to recruit a Programme Specialist to provide technical support to enhance gender mainstreaming in humanitarian response.

Duties and Responsibilities

Under the overall supervision of the UN Women Representative and the direct supervision odf the Deputy Representative in The Democratic Republic of Congo,  the Progrmme Specialist will engage in the following tasks:

Provide programme development advisoryservices and develop programmes in the area of gender and humanitarian:

  • Oversee and manage the design and formulation of programme proposals and initiatives in gender and humanitarian;
  • Translate the priorities of the Strategic Note in the thematic area into Country Office programme/ project interventions;
  • Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary;
  • Finalize country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to gender and humanitarian;
  • Identify programmatic areas for support and interventions within the gender and humanitarian area.

Manage the implementation and management of the gender and humanitarian programme:

  • Provide programme advisory support to the Office Management within the gender and humanitarian portofolio assigned;
  • Finalize the annual workplan and budget and implementation process;
  • Finalize reports on activities, outputs and outcomes; and manage the preparation of donor and UN Women reports;
  • Ensure adherence to standard UN Women procedures in planning and implementation of programmes;
  • Ensure synergies within and with other programme teams.

Manage the technical implementation andconceptualization of the programme:

  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to staff and partners on RBM tools and performance indicators;
  • Lead Project Steering Committee, project review and/or evaluation meetings.

Manage technical assistance and capacity development to project/programme partners:

  • Build, manage, and expand relationships with national partners to support implementation and expansion of the gender and humanitarian programme; respond to any  potential problems;
  • Manage capacity building opportunities and initiatives;
  • Provide partners with advanced technical assistance, training and capacity development initiatives;
  • Serve as an expert to partners on gender and humanitarian.

Manage the implementation of gender and humanitarian programme activities through monitoring and reporting:

  • Lead the process of gathering information and preparing reports on progress of programme implementation;
  • Manage the proper application of a monitoring system to track progress on program results and indicators;
  • Attend field missions, if necessary and finalize reports on monitoring missions;
  • Finalize quarterly reports and donor reports.

Manage people and financial resources of the gender and humanitarian programme:

  • Manage the programme budget;
  • Finalize financial reports;
  • Supervise Programme Analyst and Technical Specialists;
  • Finalize terms of reference for new staff, consultants and contractors and oversee the recruitment process, as necessary;
  • Mentor and coach programme staff and do performance assessments.

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

Manage inter-agency coordination to achieve a coherent and aligned presence for the gender and humanitarian in the DRC:

  • Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
  • Take part in country level Gender analysis to ensure needs assessments and planning and budgeting are gender responsive;
  • Prepare substantive inputs to CCA/ UNDAF and other documents;
  • Finalize analytical progress reports on UN Women’s programme experiences in support of UN Women inter-agency coordination role.

Lead advocacy, knowledge building and communication efforts:

  • Represent UN Women in meetings and policy dialogues on issues related togender and humanitarian ;
  • Manage advocacy strategies and their implementation;
  • Lead the development of knowledge management strategies and methodologies and products on gender and humanitarian;
  • Manage the identification and synthesis of best practices and lessons learned.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field.

Experience:

  • Minimum 7 years relevant work experience at the national or international level;
  • Excellent experience in design, planning, implementation, monitoring and evaluation of development projects;
  • Strong technical experience in gender and humanitarian;
  • Experience in leading/ managing teams;
  • Experience in establishing relationships among international organization and national governments in the field of gender and human rights of women, specifically in the areas of gender and humanitarian;
  • Experience working in the UN System is an asset.

Languages:

  • Fluency in French and English are required;
  • Knowledge of the other UN official working language is an asset.
