Sri Lanka is highly dependent on imported oil to meet its energy needs with 49% of the primary energy supply coming from imported fuel, where 12% of the total government budget is used for electricity generation alone. This is leading to a heavy reliance on imported fossil fuels and increased GHG emissions. The National Energy Policy of Sri Lanka seeks to diversify the supply by mixing with renewable energy resources whilst seeking to reduce energy demand through demand side management. The Renewable Energy Resources Development Plan seeks to achieve 20% from renewable energy resources by 2020 and 30% by 2030 as part of the national strategy to reduce GHG emissions through appropriate mitigation actions (NAMA). Energy Management Plan (EnMAP) seeks to achieve energy savings from the promotion of EE measures. Often the GHG savings and the cost-benefits of these low carbon interventions are not systematically quantified and their benefits remain obscure and done on ad-hoc basis. It is difficult for sub-national entities to assess the impact of their NAMA interventions at the sector and sub-sector levels.

 In order to fill these gaps, the development of a robust, transparent and functional NAMA framework along with clear inventory and MRV (Monitor, Report and Verify) system with supporting governance and oversight (NAMA Secretariat, NAMA Coordinating Entity, NAMA Implementing Entity, MRV Committee, and NAMA Registry) is needed. The NAMA framework will systematically quantify GHG savings and benefits of the mitigation interventions, using a bottom up approach to aggregate from the provincial and sub-sector levels to the national and sectors’ level. Furthermore, such a transparent framework will open up a new opportunity to access regional and international climate funding (e.g. Green Climate Fund). In order to achieve these objectives, UNDP Sri Lanka in collaboration with the Sri Lanka Sustainable Energy Authority (SEA) and the Ministry of Mahaweli Development & Environment (MoMDE) is in the implementation of the project ‘Nationally Appropriate Mitigation Actions (NAMA) in the Energy Generation and End-Use Sectors in Sri Lanka’. The executive partner of the project is the Ministry of Power & Renewable Energy (MoPRE) of Sri Lanka. The project is funded by the Global Environmental Facility (GEF) and operational from 2015 June to 2018 May. The project will support appropriate climate change mitigation actions in the energy generation and end-use sectors as part of the initiatives to achieve the voluntary GHG mitigation targets of Sri Lanka.

Based on the above strategic considerations, the Project will focus on four major components as follows:

  • Component 1. Business-as-usual energy generation and end-use sector baselines at national and sub-national level -Implementation Partner(s) – SEA, CCS;
  • Component 2. Mitigation options for the energy generation and end-use sectors -Implementation Partner(s) – SEA;
  • Component 3. Implementation of appropriate mitigation actions in the energy generation and end-use sectors  - Implementation Partner(s) – SEA;
  • Component 4. MRV system and national registry for mitigation actions in the energy generation and end-use sectors -Implementation Partner(s) – CCS, SEA;

The project’s main intervention will be the establishment of a framework with strong baseline information:

  • Develop a robust provincial inventory system that could be updated periodically and aggregated at the national level using web-based EnerGIS database management system;
  • Develop decision making / analysis tools such as MACC tools for analyzing and prioritizing a pipeline of bankable NAMA that could be implemented;
  • Leverage public, private and CSOs resources through the NAMA Implementing Entity for the implementation of bankable RE and EE NAMAs based on viable and cost effective business models to incentivize value chain actors to reduce supply risks and create demand and;
  • Develop a robust and transparent MRV system that is accurate, reliable and credible and avoid double accounting;
  • A separate entity will be established under the Ministry of Mahaweli Development & Environment for the management of National Registry of NAMAs under which MRV framework will be created for the accurate measurement and accounting of actual GHG emission reduction from mitigation actions in the energy sector.

Duties and Responsibilities

National Consultant for NAMA Coordination at Climate Change Secretariat is responsible for the establishment and operation of MRV system that will be used in accurate measurement and accounting of actual GHG emission reduction from mitigation actions in the energy generation and end-use sectors. The Consultant will closely liaise with the Project Management Unit (PMU), UNDP project team, international expert on MRV, Sri Lanka Sustainable Energy Authority (SEA) and the Climate Change Secretariat (CCS) of MoMDE in the implementation of the Project. All work of the Consultant will be carried out in line with the Country Program Action Plan and in full compliance with the UNDP Rules and Regulations. Further, the government rules and regulations will be applied for any transactions that the consultant is required to complete for a government institution.

The consultant will be entrusted with :  

  • Establish NAMA supporting entities and supporting mechanism for mitigation actions in the energy generation and end-use sectors;
  •  Organize meetings, workshops and other capacity development activities on behalf of CCS which are related to Component-4 and provide administrative support to ensure smooth running of the project;
  • Assist international consultant(s) in designing and establishing MRV (Monitor, Report and Verify) system for energy generation and end-use sector NAMAs in order to ensure the accurate measurement and accounting of actual GHG emission reduction through mitigation interventions. The consultant will be responsible for the continual operation and management of MRV system/framework;
  • Assist international consultant(s) to coordinate capacity development programs and knowledge transferring activities in strengthening all public, private (value chains actors) and CSO stakeholders, who are involved in NAMA MRV framework, and continuation of the same for the contracted period;
  • Assist in establishing reference baseline & regularly updating energy intensity for renewable energy generation and end-use sectors (Component-1);
  • GHG related data management activities (data entry, quality analysis and verify, inventorying and related analysis);
  • Perform any other duties and responsibilities as requested by the Director of CCS pertaining to the Component 4 of the project.

Expected Outputs

  • Establishing and operating national registry mechanism for mitigation actions in the energy generation and end-use sectors;
  • Defining key parameters (quantitative / qualitative) to be monitored for the selected appropriate mitigation actions;
  • Designing and implementing MRV system for the selected appropriate mitigation actions;          
  • Conducting capacity development programs for strengthening all public, private and CSO stakeholders involved in the operation and management of the NAMA.

Competencies

  • Good analytical and problem solving skills and related ability for adaptive management;  
  • Demonstrated ability to work in a team environment, to effectively manage it and to motivate its members and other project counterparts to effectively work towards the project’s objective and expected outcomes;
  • Strong interpersonal and good communication skills and competence in handling project’s external relations at all levels;
  • Ability to take rational decisions independently;
  • Strong computer skills (Microsoft Office, Database Management) ;
  • Competent in handling field work.

Required Skills and Experience

Education:

  • The prospective candidate should have a Basic Degree in Mechanical / Electrical / Chemical / Energy engineering / Applied Science / Environmental Science or in a similar field;
  • Post-graduate qualification in the field of energy engineering, project management and related field will be an added advantage;
  • A professional qualification such as the Charter of the Institution of Engineers Sri Lanka or equivalent will be an added advantage.

Experience:

  • Minimum 5 years work experience in the energy sector including at least 3 years of work experience in Renewable Energy, Energy Efficiency and Project management;
  • Previous work in MRV, CDM, carbon market and donor funded projects will be an advantage;
  • Strong understanding about global and national climate change and environmental issues;

Language:

  • Excellent written and spoken knowledge of English;
  • Fluency in Sinhala and / or Tamil will be an added advantage.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” financial proposal including his/her consultancy and professional fee, honorarium, any additional HR cost (as required) such as translators and field assistants, communication cost such as telephone/internet usage, printing cost, return travel from hotel to office, applicable terminal fees, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. Costs of workshop, discussion and capacity development programs including printing, communication, and stationary will be covered by UNDP, CCS and SEA, and should not be included in this “All Inclusive Lump Sum Fee”. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

Timeframe:

The envisaged time frame of the consultancy is 12 months starting from 16th of May 2016. The consultant will be based full time at the Climate Change Secretariat.

Payment Services :Payments will be based on deliverables detailed below. These deliverables also include organising workshops, training programs, discussions, national procurements, and gathering data when and where relevant and preparation of reports and documents.

  • 10% Finalising NAMA approving and implementing structure - 30 June 2016;    
  • 10% Preparation of cabinet note, designing and printing of NAMA information leaflet- 31 July 2016;     
  • 15% Establishing MRV committee, NAMA Advisory committee and technical advisory committee - 31 August 2016;               
  • 10% Coordination of International Consultants on MRV including mission to Sri Lanka. Coordination of the first Training of Trainers programmes on MRV by the International Consultant - 30 Sep 2016;
  • 10% Coordinating with Third National Communication, and obtaining necessary data for end use sectors - 30 Nov 2016;    
  • 20% Establishing and running MRV system for 3 energy sector pilot technologies (biogas, solar PV with battery storage and HEMs) - 31 Jan 2017;               
  • 10% Expansion of MRV system so it can accommodate other Renewable Energy and Energy Efficient mitigation actions - 31 March 2017;               
  • 15% Developing best practice in MRV standards and methodologies - 15 May 2017.
