Background

UNDP is a key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria and is a Principal Recipient for 3 Global Fund grants in Sudan.. In the role of Principal Recipient, UNDP is responsible for the financial and programme management of the Global Fund grants as well as procurement of pharmaceutical, non-health items and required services. UNDP as the interim PR have a strong element of capacity development integrated into the various aspects of grant management including, financial management, procurement and supply chain management and, planning and monitoring of the sub recipient activities. A Capacity Development Plan was developed with the Ministry of the Federal Republic of the Sudan in 2015 to enable it to strengthen its’ capacities to become the lead implementer of Global Fund Grants.

Duties and Responsibilities

The work performed under this contract is expected to form part of UNDPs capacity development activities by supporting state ministries to report accurate and timely information to the federal level. Five national consultants will support Government Entities operating at state level in revitalizing the timely implementation of activities as per approved budget and work plan. The Consultant will assist in managing the financial transactions, their recording and reporting. S/he will ensure that financial supporting documents are maintained by State Entities to support UNDP to conduct timely liquidation of advances issued to SRs. In particular, s/he is required to thoroughly review the invoices, participants’ attendance and per diem sheets pertaining to training activities; procurement of refreshment items; stationery items; and hall rent. Additionally, s/he is required to review the document related to the payment of daily subsistence allowance (DSA) and facilitation fee.

The complete set of supporting documents in presented at least once in a month to Federal Level Entities in Khartoum for the review and onwards submission to the UNDP for timely liquidation of advances issued.

Most of the Federal Government Entities are located in Khartoum whereas consultant will be located in state capitals to support implementation at state level. Consultants will be expected to carry out all their work in line with generally accepted accounting standards (GAAP) and all consultants will be provided with orientation regarding the specific donor and UNDP reporting requirements.

The consultant will deliver the following result:

  • Capacity building of state level finance and program staff in preparation of all types of vouchers for UNDP-GF programme;

  • Tracking of funds disbursed to the state to account for detailed fund flow concerning each Government Entity;

  • Support provided to establish robust mechanism to implement the activities as per agreed budget and work plan;

  • Support in compilation of financial supporting documents and its timely submission to FMoH;

  • Overseeing the transaction flow and manage the settlement of advance including financial reporting to FMoH;

  • Prepare necessary documentation for quarterly advances and their settlement in line with the UNDP standard financial procedures;

  • Ensure accessible filing system relating to fund transfers exists and maintained at state level;

  • Ensure submission of monthly bank reconciliation to related SRs and UNDP;

  • Ensure submission of monthly liquidation status report to related SRs and UNDP;

 

Contract duration:

The consultants will be asked to provide his/her services over the duration of 9 months.

Key milestone:

• Bank reconciliation related to concerned geographical state submitted by each IP

• Liquidation status report related to concerned geographical state submitted by each IP

• Necessary documentation for settlement of quarterly advances prepared

 

 

Institutional Arrangements:

The consultant will work under the day to day supervision of a designated person at state level, with overall support and supervision provided by UNDPs Administration and Finance Specialist. The State level entity will provide working station within the office. A laptop and connectivity to the internet will be provided by UNDP. In the case of travel outside of the duty station, UNDP will arrange and pay for DSA, travel cost, therefore, the consultant is not required to quote for this separately.

Duration of the Consultancy:

The consultancy shall be for a maximum of 9 months with expected starting date of 15th May 2016 to 15th February 2017.

Duty Station:

The consultant will be based in State capitals outside Khartoum, the duty stations will be finalized based on the requests from Government Partners, but are likely to include: (Gazira, Sennar, Kassala and Red Sea etc).  If needed, the consultant will be required to travel to other states or to Khartoum.

 

Applicants shall mention in their technical proposal for which state as duty station they apply. Applicants who are flexible and ready to work from any of the mentioned states increase their chance to be selected for the consultancy.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s degree in in Accounting or Finance;

 

Years of experience and qualifications

  • At least 2 years of extensive working knowledge in finance or accounting;

  • Experience working with PCs as well as excellent knowledge of Microsoft Office package, particularly excel and word is necessary.
