Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In January 2016, the Secretary-General announced the establishment of a High-Level Panel on Women’s Economic Empowerment (HLP) to provide thought leadership and mobilize concrete actions aimed at closing economic gender gaps that persist around the world. The Panel will bring together eminent persons and experts to identify key actions by governments, the private sector, the UN system and other stakeholders.  The Panel will be supported by a small independent secretariat, hosted by UN Women, with financial support from the United Kingdom.

Reporting to the Chief, the Research Advisor works closely with the Secretariat and in particular the UN Secretary-General’s High Level Panel on Women’s Economic Empowerment, the Advocacy, Partnership and Communications team and the Lead Author and Lead Researcher. The Research Advisor is responsible for delivering a premium-quality report for the High Level Panel in conjunction with the Lead Author and Lead Researcher.  S/he will carry out these duties in a timely fashion, and coordinating work with, in particular the Chairs of the High Level Panel, UN Women and its Policy Division, the United Kingdom’s Department for International Development, the World Bank and other stakeholders as appropriate.

Duties and Responsibilities

Manage the research, analysis and drafting of the Report:

  • Synthesize established and latest knowledge on women’s economic empowerment related to the HLP report;
  • Lead the coordination of Report inputs, including commissioning notes and papers from the technical pool of experts;
  • Coordinate the review of analytical and substantive background papers, issues notes, briefs commissioned by Lead Author from external contributors ensuring their quality, timely submission and related issues;
  • Identify research gaps, initiate substantive work and coordinate inputs in terms of write-ups, boxes, tables, graphs, etc.;
  • Provide strategic substantive inputs to HLP consultations;
  • Lead online consultations and online dialogue;
  • Manage the output of the Consultation process with the Advocacy, Partnership and Communications team and Secretariat staff to ensure quality input to the report;
  • Establish the content and delivery of the second report in September 2016 in collaboration with the Lead Author, HLP and Secretariat.

Provide strategic substantive contributions to dissemination and outreach:

  • Coordinate the dissemination strategy of critical analysis, data and policy messages of the Report and other strategic work of the High Level Panel;
  • Formulate analytical pieces, substantive articles, social media inputs for outreach activities;
  • Prepare op-eds and briefing notes to support outreach and advocacy work.

Provide advisory and advocacy services:

  • Provide substantive inputs to briefing notes for the co-chairs of the Panel and the Secretary-General;
  • Advise the Director and Secretariat on all relevant substantive issues;
  • Participate in the launch of advocacy events.

Key Performance Indicators:

  • Delivery of an approved draft report based on the Outline approved at the March meeting of the HLP, by June 3rd;
  • Delivery of the final Report for production (editing, design and translation) by August 15;
  • Increased exposure of the High Level Panel;
  • Quality and timely analysis to the Director and Secretariat.

Required Skills and Experience

Education:

  • Advanced university degree (Masters or equivalent) in economics, social science or a related field.

Experience:

  • At least 10 years of experience in coordination of diverse high level stakeholders, including Governments, UN agencies, private sector and international organizations;
  • Demonstrated experience in directing teams that deliver high quality results, as well as successfully managing key internal and external stakeholders and relationships;
  • Demonstrable research experience, including peer reviewed journals, and leadership role in major publications, ideally global reports;
  • Experience in gender equality issues, with a focus on women’s economic empowerment;
  • Proven ability to train, motivate and manage personnel in a fast-paced, high-performing environment;
  • Substantial experience interacting with high level leaders in a diplomatic environment;
  • Experience working in the field is an advantage.

Languages:

  • Fluency in English is required, (both oral and written);
  • Knowledge of another UN official language is an advantage.

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
