Background

UNDP is implementing several activities in Africa to support implementation of the recommendations of the Global Commission on HIV and the Law. One of these activities is a UNDP and OHCHR joint project on ‘Reducing Inequalities and Exclusion among Lesbians, Gays, Bisexual, Transgender and Intersex (LGBTI) People in Africa’. The project aims to enhance knowledge, partnerships, and capacities of the community, civil society and governments to reduce human rights violations and negative attitudes towards LGBTI in Africa. This will be done through strengthening the evidence base, enhancing advocacy and strengthening public information around human rights situation of sexual minorities. Main activities of the project include conducting national situational assessment and convening national and regional dialogues that bring together different stakeholders. The main expected outputs of the project will be three country reports and a regional summary report. The project covers Senegal, Tanzania, Zambia, Nigeria and Uganda. 

Duties and Responsibilities

Scope of the work:

The regional consultant will, among other things, be responsible for:

  • Reviewing relevant documents and producing a regional analysis[1] of human rights obligations, resolutions, conventions, punitive/protective laws, regulations, policies and programmes, and recent and ongoing law reform initiatives, access to justice etc. related to LGBTI in Africa.
  • Supporting national consultants to conduct reviews human rights obligations, resolutions, conventions, punitive/protective laws, regulations, policies and programmes, and recent and ongoing law reform initiatives, access to justice and produce national situational analysis

[1] The regional and national analyses as well as the country reports and the consolidated regional report will be based on an outline to be developed by the Regional Project Management Committee.

Required Skills and Experience

Education:

  • Advanced Degree (Masters) in Human Rights, Law, Gender, Social Science, Social Policy, Public Health or related fields.

Experience:

  • Minimum of 12 years of national/international professional experience in social policy, human rights, and HIV with specialized expertise in access to justice and human rights for LGBTI and key populations;
  • Strong and proven experience in planning, implementing and monitoring HIV and health interventions for key populations;
  • Demonstrated experience in conducting research on issues related to human rights HIV, health, and key populations.

Language:    

  • Fluency in English and working knowledge of French;
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required.
