Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to improve human capacity and organizational effectiveness of the GSSCPD for development planning. The aim is to support GSSCPD attain the ability to deliver effectively according to its mandates.

GSSCPD is responsible for elaborating, coordinating and overseeing the Kuwait National Development Plan (KNDP) which addresses the challenges of economic development, human and social development, the efficiency of the state institutions and administration and combating corruption, in accordance with H.H. the Amir’s State Vision “Kuwait 2035”.

Within this context, GSSCPD is seeking to recruit a Communication and Media Specialist to support the communication and branding of the KNDP and build communication partnerships and media alliances to improve the visibility of the GSSCPD. 

Duties and Responsibilities

Under the direct supervision of the Secretary General of GSSCPD and with close coordination with the GSSCPD Project Manager, the Communication and Media Specialist will assume the following tasks:

Provide leadership in developing and managing implementation of the KNDP’s communication campaign:

  • Lead the development and implementation of the KNDP’s marketing campaign plan, enhance further involvement, support and maintain an effective partnership with stakeholders;
  • Oversee the communication initiatives on KNDP branding components to achieve consistent messaging and to support outreach activities;
  • Raise awareness of KNDP’s initiatives through strategic partnerships with key media and development media organizations;
  • Ensure that communications/knowledge products developed and aligned with the communication and media campaign;
  • Maintain and expand  contacts with regional media topics, background information, news-related developments;
  • Oversee the creation of TV advertisements, radio commercials and online marketing campaigns for KNDP;
  • Supervise and monitor the implementation of the KNDP’s marketing and communication campaign according to planned schedules and deadlines.
  • Report on the effectiveness of the advertisements and overall implementation of the campaign based on effective measurement tools (surveys, questionnaires, viewership data…).

Build communications partnerships and media alliances:

  • Identify and develop new communication partnerships and media alliances to enhance the visibility of the GSSCPD; manage and nurture existing partnerships;
  • Identify innovative opportunities of new communication tools and platforms which can serve to highlight the work of the GSSCPD;
  • Organize and facilitate media coverage of GSSCPD work (in various print and electronic media, inclusive of social media);

Support the facilitation of knowledge building and knowledge sharing:

  • Build capacity of staff at the GSSCPD on various elements of a successful communication outreach and media campaigns;
  • Conduct communications orientation and training workshop sessions as required;
  • Present monthly reports to the SG and GSSCPD Project Manager highlighting key deliverables, detailed summary of the capacity building activities (number of staff trained and workshops conducted) and recommendations for the way forward.

Required Skills and Experience

Education

  • Minimum Bachelor of Arts or Science in similar field.

Experience

  • Minimum 15 years of proven experience in communications and media;
  • Experience in Kuwait is a must.
  • Familiarity with Kuwait governmental institutions is an added advantage;
  • Excellent computer skills, with MS. Office (Word, Excel, Power Point).

Language requirement

  • Fluency in oral and written English and Arabic is a must.

Type of Consultancy: GSSCPD Contract, Preference for Kuwaiti Nationals or residents in Kuwait.
