Background

UNDP is implementing several activities to support implementation of the recommendations of the Global Commission on HIV and the Law in Africa. One of these activities is a joint qualitative assessment of UNDP and the FHI 360 LINKAGES project on gender based violence against men who have sex with men and transgender women in Malawi and Botswana. The assessment is expected to:

  • Generate high-quality evidence on of the nature of violence experienced by MSM and transgender women in two African countries;
  • Explore the connections between violence, HIV risk, and service seeking behaviors for MSM and transgender women;
  • Inform Gender Based Violence service delivery programming, including the design and evaluation of interventions to prevent and respond to gender based violence experienced by MSM and transgender in Africa;
  • Empower MSM and transgender women to conduct and interpret research;
  • Strengthen partnerships among various stakeholders to promote a comprehensive response to gender based violence against MSM and transgender women.

The qualitative assessment will be implemented from May 2016 to June 2017. Data collection, analysis and report writing will primarily be undertaken by the LINKAGES project but overall coordination of the exercise in the two countries will be done by the UNDP Regional Service Centre for Africa. 

UNDP is, therefore, recruiting one regional consultant and two national consultants in the two project countries to implement the project activities. This ToR is produced to guide the work of a regional consultant who will be responsible for facilitating the overall process and providing technical guidance and support to the national consultants’ for implementation of country level activities.

Duties and Responsibilities

The regional consultant is expected to work closely with UNDP, LINKAGES and the national consultants to ensure effective engagement of stakeholders in the assessment. The regional consultant will coordinate and guide:

  • Establishment and managing a regional technical advisory group and national working groups;
  • Obtaining buy-in for the study in the two countries;
  • Recruitment of national consultants;
  • Identification and training of ten data collectors from KP groups in each country
  • Supervision of data collection from fifty informants in each country and transcribing of data
  • Organizing and co-facilitating two days validation meetings in each country
  • Producing final country reports

Required Skills and Experience

Education:

  • Advanced Degree (Masters) in Human Rights, Law, Gender, Social Science, Social Policy, Public Health or related fields.

 Experience:

  • Minimum of 12 years of national/international professional experience in social policy, human rights, and HIV with specialized expertise in access to justice and human rights for LGBTI and key populations;
  • Strong and proven experience in planning, implementing and monitoring HIV and health interventions for key populations;
  • Demonstrated experience in conducting research on issues related to human rights HIV, health, and key populations;
  • Computer skills: full command of Microsoft applications (Word, Excel, PowerPoint) and common internet applications will be required.

 Language and other skills:     

  • Fluency in English and working knowledge of French.
