Background

The Government of India has delegated the coordination of Green Climate Fund (GCF) in India to the Ministry of Environment, Forests and Climate Change (MoEFCC). The MoEFCC acts as a National Designated Agency (NDA) and is working in close cooperation with other sectoral ministries in order to integrate the climate change considerations in the country’s development strategy. India has recently concluded the selection process of NIEs and has nominated 5 development agencies for implementation of the projects under GCF.

UNDP is one the accredited agencies for accessing the Fund’s resources for developing countries, alongside six other entities from the public and private sector. Access to GCF resources will be managed through national, regional and international entities accredited to the Fund.

Duties and Responsibilities

The Senior Technical Expert will support UNDP in executing activities related to project development and implementation under Green Climate Fund and UNDP scale up activities program.

  • Assist UNDP in designing, implementing and monitoring various capacity building activities under the GCF readiness programme;
  • Identify priorities and develop proposals with government partners to leverage Green Climate Fund;
  • Facilitate critical discussions with domain experts, government agencies and financial institutions on developing project proposals for submission under Green Climate Fund;
  • Identify priorities with government partners and funding institutions for upscaling under cost sharing with government or development support services.

Required Skills and Experience

Educational Qualification:

  • Master’s degree in Environmental Sciences, Environmental Management, Economics and other social sciences or a closely-related field.

Experience:

  • At least 10 years of experience working with government of India as a government employee at a senior position (Advisor and above), particularly central ministries;
  • At least 8 years of experience on issues/projects related to Climate Finance;
  • At least 2 years of experience with the Green Climate Fund Secretariat;
  • Good knowledge of Green Climate Fund policies, regulations.

Language:

  • An excellent command of English is required.

Documents to be submitted:

  • Detailed CV with contact details of three references;
  • Financial proposal specifying per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules or would be arranged by UNDP.

Duration: 

Eight months with maximum of 10 working days in a month.

Conditions:

  • Payment will be based on number days worked at the established daily rate. The total amount will not exceed the value of the contract unless amended;
  • The assignment is expected to commence within a week after the signing of the contract to the successful bidder;
  • Type of assignment and number of working days will be decided every month with the supervisor in advance.

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%.

Evaluation Criteria:

  • Relevant Experience:50 Marks;
  • Qualification: 20 Marks.
