Background

The Bureau of Soils and Water Management (BSWM) has obtained a financial grant from the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP) for the implementation of the project entitled “Sustainable Land Management (SLM) Practices to Address Land Degradation and Mitigate Effects of Drought”.

The SLM project is cognizant of the need to have the technologies and management practices to enhance soil and water conservation currently being promoted by the Bureau of Soils and Water Management (DA-BSWM) be replicated in other parts of the country. Many small farmers especially those in the uplands have no access to these farming systems and technologies because of their location which are beyond the jurisdiction of the DA. The replication of SLM technologies in other areas of the country would be made easier if learnings on SLM are documented and made available to farmers including those that are not within the scope of the DA such as those in forest lands. The performance of the integrated SLM packages also needs to be monitored for their efficacy and therefore the development of the Land Degradation Index (LDI) will be field tested at the 2 demonstration sites as a monitoring tool.

Major components towards achievement of the SLM project objectives are the development the guidelines in conducting LDI and the documentation and packaging of SLM good practices. In order to develop the LDI, the consultant will need to identify indicators appropriate for LDI in the project sites, map the LDI in the project sites, and develop guidelines in conducting LDI. Part of coming up with the list of good practices in SLM is the development of a criteria for selecting good SLM practices. It is for this reason that a Consultant for Sustainable Land and Water Management shall be engaged under the SLM Project.

Schedule of Payments:

Pricing option to be implemented for the contractor will be the Lump Sum Amount. This pricing option is “all inclusive”. Payments for the service rendered will be given upon submission and acceptance of each deliverables as stated below. For duty travels to the Project Areas, specifically Abuyog, Leyte and Malaybalay, Bukidnon, the Project will shoulder his/her travel costs following the UNDP NIM rates.

First Tranche - 5% - Upon submission and acceptance of Inception Report;
Second Tranche - 20% - Upon submission and acceptance of report on the conduct of Land Degradation Index (LDI) in the project sites and LDI monitoring system;
Third Tranche - 20% - Upon submission and acceptance of the report on LDI pilot testing in the project sites with LGU;
Fourth Tranche - 15% - Upon submission and acceptance of the report on the integration of LDI into the GIS maps developed by the GIS Specialist;
Fifth Tranche - 20% - Upon submission and acceptance of Guidelines for implementing LDI;
Sixth tranche - 20% - Upon submission of documented and packaged SLM Technologies in the project sites and SLM good practices.

Duration of Work:

The expected date of completion is 24 months after signing of the contract. The expected start of work is June 2016 and the expected completion date is June 2018 subject to actual date of contract signing. The Project Implementing Partners will have one month to review outputs, give comments, certify approval and acceptance of the outputs. The project outcomes and outputs are to be delivered in sequence and any delay in the production of one deliverable will cause a delay in subsequent outputs. In addition, the deliverable of the Contractor is an input to other consultants and therefore a delay in delivering an output will cause a delay in the outputs of the other consultants.

Duties and Responsibilities

The consultant is expected to conduct sites visits, review documents on SLM technologies and LDI, consultation with the other consultants on integration of LDI into maps and SLM modules being used under the Farmers Field School.

Institutional Arrangement:

The Contractor will report to the following: SLM National Project Director, GEF Focal Person, and SLM Project Manager. The Contractor will be required to present the deliverables and outputs to the various audiences shown in the table below. The PMO may require the Contractor to provide updates as required.

Reports:

Inception report;
Report on the conduct of Land Degradation Index (LDI) in the project sites and LDI monitoring system;
Report on LDI pilot testing in the project sites with LGU;
Report on the integration of LDI into the GIS maps developed by the GIS specialist;
Guidelines for implementing LDI;
Packaged SLM technologies in the project sites and SLM best practices;

The Contractor is expected to collaborate with the other consultants of the project (Data Base and GIS Specialist, Capacity Development and Training Specialist), with National Agencies (BSWM, ATI, HLURB, NEDA, DILG, DAR), LGUs of Abuyog, Leyte and Malaybalay, Bukidnon, and other stakeholders such as UNDP, UPLB and IIRR. The BSWM through the PMO will be the approving authority for the Contractor and the Interagency Technical Committee will evaluate the reports and outputs. The PMO will provide logistical support during travelling to the project sites.

Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
Past international work experience preferred;
Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

Required Skills and Experience

Education:

B.S. Agriculture, or Agricultural Engineering or Environmental Planning, Preferably with Master’s degree in Agriculture, Agricultural Engineering or Environmental Planning or any Master’s degree in his specialized field.

Experience:

With at least seven (7) years of experience in preparing SLM plans and guidelines. Preferably with experience in SLM documentation and training of technical personnel on SLM planning and project implementation. The consultant must have conducted pilot demonstration projects on SLM. Has been involved in the establishment of demonstration projects on SLM or soil and water conservation; and with experience in documenting best practices on SLM.

Language:

Very good command of oral and written English.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70% and combined with the financial offer which will be weighted a max of 30%.
