Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

There is an estimated 2 million women throughout Egypt who have no form of identity registration, which means they have no possibility to vote or to access social protection and services including education and health care. Tying into the immediate need of national identification for the purpose ensuring access to citizenship rights, the UN Women Egypt Country Office is supporting the nationally-led initiative with the National Council for Women and other partners, to issue national IDs to women across the country.

Under the overall guidance of the Women Political Empowerment Team Leader, the Project Officer contributes to the effective management of the nationally-led Women’s Citizenship Initiative with the National Council for Women. The Project Officer will be responsible for facilitating and following up on the actual out-reach activities, ensuring proper and timely implementation of planned activities as per project work-plan, liaising with relevant stakeholders and partners to ensure the actual delivery of the target ID cards for women. In addition, the Project Officer will be responsible for conducting field visits as deemed necessary, and provide timely and up to date quality reports. S/he guides and facilitates the delivery of the Women’s Citizenship Initiative project by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  She/he works in close collaboration with Government officials, civil society and stakeholders ensuring successful project implementation. The Project Officer will be housed in the National Council for Women to work in close collaboration and coordination with the team.

Duties and Responsibilities

Under the overall supervision of the Women political Empowerment Team Leader, the project officer will ensure implementation and coordination on project activities with the National Council for Women, focusing on the actual delivery of the national ID cards for women.

Summary of Key Functions:

  • Provides expertise and ensure effective planning, coordination and close supervision of the Women’s Citizenship Initiative Project;
  • Ensures timely implementation of the Women’s Citizenship Initiative;
  • Liaise with national partners  and stakeholders on a day to day basis to follow up on implementation and troubleshoot current or foreseen bottlenecks;
  • Prepare quality project briefs and presentations for donors and partners and meetings as requested;
  • Supports strategic partnerships by preparing relevant documentation, i.e. project summaries, conference papers, speeches, participating in donor meetings and public information events and contributes to the development of quality donor reports on the Women’s Citizenship Initiative;
  • Maintain a proper record of the financial standing of the project; measures and reports on progress in achieving results of project while assessing risks and developing mitigating measures;
  • Prepare faceforms/necessary financial documents related to the Women’s Citizenship Initiative in accordance to the rules and procedures of the UN Women;
  • Facilitate the exchange of good practices, tools and approaches foreseen under the programme, at the national level;
  • Conducts field visits to supervise, coordinate, facilitate and monitor field level activities of the project;
  • Helps ensure quality of project results incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems;
  • Ensures effective application of RBM tools and monitoring achievement of results;
  • Expedites and coordinates project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of inputs, ensure harmonization of activities and exchange of information;
  • Supports effective coordination with UN Women and NCW teams to ensure timely project delivery and high quality reporting requirements;
  • Understands donor visibility guidelines and ensures its application;
  • Performs other duties as required.

Required Skills and Experience

Education:

  • Masters’ Degree in Political Science, Public Policy, Public Administration, Social Science, or related field. 

Experience:

  • Minimum four years of relevant experience, including the management of development projects at the national or international level including hands-on experience in design, monitoring and evaluation, addressing initiatives on gender equality and women’s empowerment;
  • Experience with government partners is an asset. 

Language:

  • Fluency in both spoken and written Arabic and English is essential.
