Background

The Fund for Gender Equality (FGE) is a multi-donor initiative designed to advance innovative, high-impact programmes that focus on women’s economic and political empowerment at local and national levels, in line with national development plans and priorities. Launched in December 2008 with an initial contribution from the Government of Spain, and subsequently joined by the governments of Norway, Mexico, the Netherlands, Germany and Switzerland. The Fund for Gender Equality provides grants on a competitive basis to civil society and governmental partners in Africa, Asia and the Pacific, the Arab States, Latin America and the Caribbean, and Europe and Central Asia. The Fund is unique in its focus on supporting partners to turn local and national laws and policies into tangible gains for women’s rights.

From 2010 to date, the Fund has invested US$ 64 million to fund 120 programmes in 80 countries, touching the lives of over 10 million direct beneficiaries. In 2016 the Africa portfolio is composed of 6 cycle 3 programmes and 2 cycle 2 programmes and 3 programme closing. These programmes are focused on both areas of Women’s Economic and Political Empowerment.

The UN Women’s Fund for Gender Equality’s management structure includes:

  • A Steering Committee composed of donors, UN and other multilateral agencies and civil society organizations' representatives, which provides policy guidance to the Fund and ratifies selected grantees at the end of each Cycle;
  • A Secretariat in UN Women HQ, responsible for managing the Fund, running the grantmaking cycles , and providing technical and operational guidance and oversight to grantees. Knowledge management, communication, and monitoring and evaluation are central to the Fund’s operation; and
  • Day-to-day monitoring, and technical assistance for effective and efficient programme implementation and reporting is done by 4 Regional Programme Monitoring and Reporting Specialist based in UNW Regional Offices, together with UN Women Focal Points at country level.

The Monitoring and Reporting Specialist for Asia Pacific will provide technical assistance to 8 FGE funded programmes from the Asia Pacific, and will be based at the UN Women Regional Office in Bangkok.

Duties and Responsibilities

Technical Assistance, Monitoring, Reporting & Evaluation of Grants:

  • Results-based monitoring and reporting and systematic technical assistance provided to 4 Round II and 4 Round III programme grantees.  Specifically provide comments to bi annual reports and final reports in August-September  and December-January, review and validate in close cooperation with Focal Points. 8 final grantee reports in Sept and 4 final grantee reports in Jan;
  • Timely, appropriate and mainstreamed financial management of 8 grants ensuring financial due diligence of use of funds by grantees as per UNW regulations as well as use of Support Costs by RO/MCO/Cos. Specifically provide input to finalize FACE Form financial reports on quarterly basis (in close cooperation with Focal Points). 8 final Face form reports in Sept and 4 final Face form reports in Jan;
  • Successful and smooth closing of 4 Round II programmes as per FGE programmatic and operative guidelines. 4 final programme closing check-lists;
  • Support and ensure quality performance of FGE evaluations as per UN Women FGE guidance.

Knowledge Management & Global Reporting:

  • Submit AP FGE inputs in contribution to UN Women reports including quarterly RMS reports, UN Women Annual Report to EB, and other corporate reports in line with UN Women SP and its targets on economic empowerment and political participation. Additionally, provide information as needed to other divisions on request;
  • Support the finalization and launch of the Grant Management System for management, reporting and knowledge exchange of FGE portfolio. Summary brief to be included in final hand-over note.

Strategic Communications & Fundraising:

  • Provide inputs for a variety of strategic communications materials developed internally and with partners in support of resource mobilization efforts and to increase the visibility and credibility of the Fund including writing (or provide input to the drafting) of at least 4 articles on FGE grantees accomplishments or lessons learnt and ensure a wide dissemination via UN Women Asia Pacific Website & Social media or UN Women global website;
  • Inform potential donors interested in the Asia Pacific Region on the Fund as an excellent choice to make strategic, fast tracked and impactful donations directly to women’s organizations and governmental agencies committed to the advancement of economic and political empowerment. Support fund raising efforts of UN Women as needed. Summary brief to be included in final hand-over note.

Team/organizational  support:

  • Strengthen coordination, communication and alignment with UN Women Regional Office, Multi-Country Office, Country Offices and Programme offices and advisors in the field to ensure proper mainstreaming of the Fund within strategic objectives of UN Women.   • Provide inputs to WEE and WPE flagship initiatives or other programmes developed in ROAP.  Include FGE programmes or FGE lessons learnt in at least 1 Flagship programme initiatives in Asia Pacific. Summary brief to be included in final hand-over note.

Required Skills and Experience

Education:

  • A Masters or higher level degree in International Development or a similar field related to women political and economic development, etc.

 Experience:

  • Minimum of five years of experience working in monitoring and reporting including, Proven track-record in the successful design and implementation of comprehensive monitoring systems;
  • Experience working in the field of monitoring: developing plans, tracking results, reporting to different constituencies. Monitoring experience in the UN Women context highly desirable;
  • Experience in results-based management (RBM) specifically applied in the UN Women context an asset.
  • Minimum of five years of relevant working experience in international development, in gender equality and women’s empowerment issues;
  • Knowledge of evaluation processes;
  • Knowledge of programming on Women’s Human rights and Women Economic and Political Empowerment;
  • Knowledge management and communications experience – supporting the development, collection and dissemination of lessons learned/best practice;
  • Experience in the United Nations, a governmental, other multilateral or civil society organization in a developed or developing country highly desirable.
  • Bangkok based candidates preferred.

Language:

  • Excellent English writing and communication skills are required.
